Executive Summary
Recommendation that the Board of County Commissioners, as ex-officio the Governing Board of the Collier County
Water-Sewer District (CCWSD), ratify administratively approved Change Order No. 2 and Change Order No. 3,
providing for a time extension and use of the Owner’s Allowance under Agreement No. 22-7992R, with Haskins Inc., for
the Palm River Areas 1 and 2 Public Utilities Renewal project, and authorize its Chairman to sign the attached Change
Orders. (Project No. 70257)
OBJECTIVE: To ratify administratively approved Change Order No. 2 and Change Order No. 3 providing for an
extension of time to complete the Palm River Areas 1 and 2 Public Utilities Renewal Project that is replacing aging
water mains, wastewater mains and stormwater infrastructure in Areas 1 and 2 of Palm River Neighborhood.
CONSIDERATIONS: Collier County Water Sewer District (CCWSD) has established GIS-based integrated Enterprise
Asset Management (EAM) where assets are routinely evaluated and conditions in the field updated by Operations
Divisions and, where appropriate, they are listed under the Capital Improvements Plan (CIP) for Engineering and Project
Management to implement the soonest possible. CCWSD EAM drives the priorities for investment in our Critical
Infrastructure where replacements, re-hab, and repairs are planned and implemented prior to failure (Cat Red-F and Red-
E) that would result in Utility Service outages and negative customer service impact. The Engineering and Project
Management Division of the Public Utilities Department has completed QA/QC and programmed this project.
On January 10, 2023 (Agenda Item No. 11.A), the Board awarded Construction Agreement No. No. 22-7992R (the
“Agreement”) to Haskins, Inc. for the Palm River Areas 1 and 2 Public Utilities Renewal project (the “Project”). On
February 27, 2024 (Agenda Item No. 16.C.2), the Board approved Change Order No 1 to add 148.5 days to the contract
and allow use of the allowance to repair damaged unlocated water services and testing an unmarked drainage pipe for
asbestos.
Collier County Water Sewer District (CCWSD) has established GIS-based integrated Enterprise Asset Management

The Project provides for the replacement of Asbestos Cement water main pipes; replacement of the wastewater
infrastructure including removal of the existing vitrified clay gravity sewer pipe, and the aging force main; rehabilitation
of two wastewater pump stations; and replacement of the aging stormwater infrastructure.
Change Order No. 2 includes the addition of a 7-day time extension to the substantial and final completion dates (3.5
days to complete the work directives and 3.5 days due to rain events), and the utilization of Stormwater’s Project
Allowance in the amount of $126,841.91 under the Agreement to account for unforeseen items encountered during
construction. Change Order No. 2 consists of the utilization of stormwater’s allowance to pay for Work Directives No.
6, No. 9, No. 10, and No. 15. Work Directive No. 6 consists of removing 2505.5 feet of unidentified and unmarked
asbestos drainage pipe within the project area. Work Directives No. 9, No. 10, and No. 15 consist of installing private
property bubble up structures and connecting these structures to existing drainage lines from backyards/sideyards that
were originally connected to the old storm drainage system.
Change Order No. 3 utilizes Stormwater’s remaining allowance and quantity adjustments to pay for Work Directives
No. 12, No. 13, and No. 14. Work Directives No. 12 and No. 13 consist of installing private property bubble up
structures and connecting these structures to existing drainage lines from backyards/sideyards that were originally
connected to the old storm drainage system. Work Directive No. 14 consists of removing 444 feet of unidentified and
unmarked asbestos drainage pipe within the project area. Change Order No. 3 also requests adding 16 days to the
substantial and final completion dates. The additional 16 days includes rain days (Hurricane Helene and Hurricane
Milton), unforeseen conditions, and the work directives described above.

Change Orders No. 2 and No. 3 were administratively approved by the Procurement Services Division on November 13,
2024, and November 19, 2024, respectively, as authorized by the County’s Procurement Ordinance in Section Nineteen,
Contract Administration, subsection 3.
FISCAL IMPACT: Funds for Change Order No. 2 & 3 are encumbered in Stormwater Bond Fund (3052) under
Purchase Order 4500223134. There is no additional fiscal impact associated with Change Order No. 2 & 3 since the
funds are already encumbered for this project.
GROWTH MANAGEMENT IMPACT: There is no impact to the current Growth Management Plan standards to
ensure the adequacy and availability of viable public facilities.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
