Executive Summary
Recommendation to approve and authorize the Chairman to sign a Supplemental Agreement to the Local Agency
Program (LAP) Agreement with the Florida Department of Transportation (FDOT) to increase the grant award from
$2,100,000 to $2,220,000 for road widening and paved shoulder construction on Corkscrew Rd between the Collier
County curve and Lee County curve, to adopt the accompanying Resolution formally approving and authorizing the
chairman to execute same, and to authorize the necessary Budget Amendments, FPN 446323-2-58-01. (Project 60233,
Fund 1841)
OBJECTIVE: To construct 1.15 miles of road widening and 2-foot-wide paved shoulders on both sides of Corkscrew
Rd from the Lee County curve to the Collier County curve, with funding assistance from the FDOT LAP Agreement.
CONSIDERATIONS: In 2012, County staff submitted the initial application to the Collier Metropolitan Planning
Organization (MPO) for funding of the Corkscrew Rd safety improvement project. County staff re-applied in 2019, with
the project being identified on the MPO’s Project Priority Highway Safety list. In 2020, the project was added to the
FDOT Work Program for construction for FY23/24 in the amount of $1,200,000.
In August 2023, a request for additional funding was made to FDOT to offset rising construction costs. In late October,
the County was informed that $900,000 in additional funds had been provided by Lee County MPO to construct the
project, which is a priority to both MPO’s.
On May 28, 2024, the Board approved an FDOT Local Agency Program (LAP) Agreement for construction with FDOT,
Resolution No. 2024-93, in the amount of $2,100,000. Since the submittal of the application, construction costs have
continued to rise. FDOT has agreed to provide $120,000 in additional construction funding for this project.
FDOT is empowered by legislative authority to contract with other governmental agencies to develop, design, and
construct transportation facilities and to reimburse these governmental agencies for services provided to the traveling
public. The FDOT LAP, administered at the FDOT district level, is the mechanism used to complete a prioritized project
from FDOT’s Five-Year Work Program. Collier County is LAP-certified, and the Transportation Management Services
Department staff will be responsible for the administration of the project’s construction phase. County staff will be
responsible for ensuring federal and FDOT grant compliance.
The estimated useful life of paved shoulders is 15 years with minimal to no repair cost during the duration of time.
This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation
system to reduce traffic congestion and improve the mobility of our residents and visitors.
FISCAL IMPACT: A budget amendment is required to recognize additional grant revenue in the amount of $120,000
in Transportation Grant Fund 1841, Project 60233 for Construction; the funding source is Federal Highway
Administration for a total of $2,220,000 whereby, these grant dollars are passed through FDOT via the LAP agreement.
This grant does not require a match.
GROWTH MANAGEMENT IMPACT: These improvements are consistent with the Growth Management Plan
Transportation Element, specifically Section B - Intermodal & Multi-modal Transportation, (1) Non-Motorized Travel,
Objective 4, Policy 4.2, Policy 4.4, Policy 4.5, Policy 4.6, and Policy 4.8.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK

Construction Engineering Inspection (CEI) activities to Construction activities for road widening and paved shoulder
construction on Corkscrew Rd between the Collier County curve and Lee County curve; to adopt the accompanying

resolution formally approving and authorizing the Chairman to execute same on behalf of the Board; and to authorize
the necessary budget amendments, FPN 446323-2-58-01. (Project 60233, Fund 1841).
