Executive Summary
Recommendation to approve and authorize the Chairman to execute a Local Agency Program (LAP) Agreement with the
Florida Department of Transportation (FDOT) reimbursing the County up to $893,000 for the purchase and configuration
of an Adaptive Traffic Control System (ATCS) to be installed at thirteen (13) intersections on Golden Gate Parkway,
Santa Barbara Blvd., and Radio Road, execute a Resolution memorializing the Board’s action, and authorize the
necessary Budget Amendment FPN 446342-1-98-01. (Project 33934, Fund 1841)
OBJECTIVE: To purchase equipment and have vendor configure an Adaptive Traffic Control System (ATCS) to
improve traffic flow at thirteen intersections along three arterial on Golden Gate Pkwy, Santa Barbara Blvd., and Radio
Rd.
CONSIDERATIONS: In 2019, Collier County Traffic Operations submitted an application to the Collier Metropolitan
Planning Organization (MPO) for funding for the ATCS. The project was included on the revised 2019 Congestion
Management Project Priority list approved by the MPO Board at the October 11, 2019 meeting. The project appeared on
the 2020 FDOT Work Program with $115,000 for design and $778,000 for construction. The County requested to
combine funds for an equipment purchase which was approved by FDOT in July 2023 and reflected in the 2025 FDOT
Work Program. On November 1, 2024, the Florida Department of Transportation (FDOT) sent the County the LAP
agreement for FPN 446342-1-98-01. The LAP agreement provided for a project cost in the amount of $893,000 and
specified a December 31, 2028, completion date.
The purpose of this system is to improve travel times along each arterial roadway and reduce delay for all approaches at
each intersection.
Upon approval by the Board of this LAP Agreement, Traffic Operations Staff plan to procure the ATCS equipment,
requisite accessories, maintenance, licensing and technical support.
This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation
system to reduce traffic congestion and improve the mobility of our residents and visitors.
FISCAL IMPACT: A budget amendment is required to recognize grant revenue in the amount of $893,000 in
Transportation Grant Fund (1841), Project 33934; the funding source is the Federal Highway Administration, whereby
these grant dollars are passed through FDOT via the LAP agreement.
The ATCS components have a life span of 5 to 7 years. After that, ongoing maintenance costs for hardware, software,
user licenses, technical support, and incidental component replacements will be incorporated into the regular Traffic
Operations budget.
GROWTH MANAGEMENT IMPACT: These improvements are consistent with the Growth Management Plan
Transportation Element, specifically Section C – Perspectives, 4. Funding of Roadway Improvements, Section D –
Implementation Strategy, Objective 1: Policy 1.1, 1.2, 1.3; Objective 2 – Policy 2.1, 2.2; Objective 8 – Policy 8.1.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board
approval. –DDP

A RESOLUTION BY THE BOARD OF COUNTY
COMMISSIONERS, COLLIER COUNTY, FLORIDA,
APPRO\ING AND AUTHORIZING ITS CHAIRMAN TO
EXECUTE A LOCAL AGENCY PROGRAM AGREEMENT
WITH THE STATE OF FLORIDA DEPARTMENT OF
TRANSPORTATION FOR GRANT FUNDING TO
PURCHASE AND CONFIGURE AN ADAPTIYE TRAFFIC
CONTROL SYSTEM (ATCS) TO BE INSTALLED AT
THIRTEEN (13) INTERSECTIONS ON GOLDEN GATE
PARKWAY, SANTA BARBARA BOULEVARD, AND RADIO
ROAD. (FPN 446342-r-98-01)
WHEREAS, the State of Florida Department of Transportation (FDOT) is willing to enter
into Local Agency Program Agreement (the "Agreement") with Collier County, wherein FDOT
will reimburse Collier County up to the sum of $893,000 (Eight hundred ninety-three thousand
and 00/100 Dollars) for the purchase and configuration of an Adaptive Traffic Control System
(ATCS) to be installed at thirteen (13) intersections on Golden Gate Parkway, Santa Barbara Blvd.,
and Radio Road. (FPN 4463 42-l-98-01); and
WHEREAS, the Collier County Board of Commissioners finds that the Agreement is in
the public interest and benefits the citizens of Collier County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COLTNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, thAt:
1. The Board of County Commissioners approves and authorizes its Chairman to sign the
Agreement pertaining to FPN 446342-l-98-01.
2. The Collier County Clerk is directed to forward a certified copy of this Resolution along
with the Agreement for execution by FDOT.
3. This Resolution shall take effect immediately upon adoption.
