OBJECTIVE: To ensure that the records maintained by the Clerk to the Board of County Commissioners (the “Board”), align with the Board's approval of the Collier County Standard Form Long-Term Lease (Not for Profit) with Warriors Homes of Collier, Inc., for the use of two County-owned homes. CONSIDERATIONS: On November 12, 2024, Agenda Item 11B was presented to the Board on the regular agenda. The item requested the Board's consideration of the Collier County Standard Form Long-Term Lease (Not-for-Profit) with Warriors Homes of Collier, Inc. (“Warriors”), a veterans housing organization, and the related resolution. This lease provides for the use of two County-owned homes located at 1973 and 2015 Bay Street. During the presentation, the Board was informed that the rental rate was $1,000 per home, which was the term agreed to by Warriors. However, the lease and resolution in the published agenda package reflected a rental rate of $1,000 in total. As part of the motion to approve the item, the Board directed that the termination provision be modified from 30 days to 90 days, and the Board approved the item. Accordingly, Paragraph 6 of the Lease was modified to change the termination from 30 days to 90 days, and Paragraph 7 of the Lease was modified to reflect that the $1,000 was a per-home rental amount, both on Page 3. The Resolution was not updated and remained at a rent rate of $1,000 in total. The Lease was signed by Warriors, and both the lease and resolution were routed for the Board Chair's signature. Warriors has paid Collier County prorated rent for November at a rate of $1,000 per home and full rent for December at the same rate. If this item is approved, the attached resolution incorporating the Board’s direction from November 12, 2024, will be routed for the Chair's signature. The changes are as follows: “NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that': 1. The Board approves the lease to Warriors Homes of Collier County, Inc., for supportive housing for veterans. 2. The Board finds that the property is required for public use and is not needed for county purposes. 3. The terms of the lease are as follows: • Price: The monthly rent is $1,000 per home. • Lease Term: One year with automatic renewals for successive one-year terms. A lease modification is unnecessary since the lease was updated before routing for the Chair's signature. FISCAL IMPACT: The annual rent of $12,000 per home ($24,000 total) shall be paid in equal monthly installments of $1,000 per home ($2,000 total). The rent shall be deposited within the Parks Impact Fee Fund (3071), Operating Project 31346. GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan. WHEREAS, the county-owned prope1ty located at 1973 and 2015 Bay Street, herein referred to as "the Prope1ty ," is suitable for supportive housing for veterans; and WHEREAS, a nonprofit promoting community welfare may apply to the Board of County Commissioners for a lease of county-owned prope1ty; and WHEREAS, the Board has received an application from Warriors Homes of Collier, Inc. to lease the Prope1ty for supportive housing for veterans; and WHEREAS, the Board finds that the Property is necessary for public use and not needed for county purposes; and WHEREAS, the Board has reviewed the request and determined that the proposed use aligns with community welfare objectives, recognizing supportive housing as essential for helping veterans, providing affordable housing, and enhancing their quality of life.
