11/19/2024 Draft MINUTES OF THE COLLIER COUNTY EAST OF 951 AD HOC COMMITTEE MEETING Naples, Florida, November 19, 2024 LET IT BE REMEMBERED, the Collier County East of 951 in and for the County of Collier, having conducted business herein, met on this date at 6:00 PM in REGULAR SESSION at Heritage Bay Government Services Center, 15450 Collier Blvd, Naples, Florida, 34120 with the following members present: Mark Teaters, Sr., Chairman Robert Raines, Vice Chair Michael Ramsey Christina Aguilera Kim Ellis Rae Ann Burton (Absent) Aaron Zwiefel (Absent) Also present: Parker Klopf, Staff Liaison Mike Bosi Earl Lightcap, Community Member 1. Pledge of Allegiance 2. Roll Call Quorum established. 3. Approval of Minutes from Previous Meeting ▪ Mike Ramsey “I compliment the minutes,they’re really really good. I hope it continues. That’d be the best record we can produce. Thanks Parker.” ▪ Mr. Ramsey made motion to approve minutes and Mr.Raines seconded ▪ Motion carried unanimously. 4. Discussion / Key Issues ▪ Will give back information to the Board of Commissioners instead of a book. ▪ A round table for everyone to have opinion ▪ #6 Estates are not interested in water or waste water. “The committee continues to: ▪ We will discuss each as we go along. ▪ The original points match up what we are talking about today. Affordable Housing ▪ New Project in Immokalee-Polti bought and is developing the land. Getting donations to build. Looking at a 3 bedroom and 2 bathroom for $1000 a month,average. ▪ We are looking at affordable housing as infrastructure. ▪ Kim made a motion to skip the December Meeting , no speaker lined up. and Robert Raines seconded, carried unanimously. Fire Department ▪ Position points, main water line,hydrants with cost of insurance cost you more money, so many feet from a hydrant or fire station. ▪ Kim Ellis asked “ How is it that it is determined and the higher the number the importance is out on your list?” ▪ Mark Teaters answered “Yes, that was done in 2007,original position points.” ▪ Kim Ellis “How much weight that was given here,average score?” ▪ Mark Teaters “As I remember. Did we do clickers or did we do the sheets? ▪ Mike Bosi “The way it was provided for, was every individual at the time I was Staff Liaison, every committee member rated position points, overall ranking 1- 17” ▪ Kim Ellis “That was 17 years ago?” ▪ Mike Bosi “Yup.” ▪ Mark Teaters “Two years we met on original data” ▪ Mark Teaters: 1) Hydrants and sources of water for them. 2) Cell Phones, Fire Chief had to send out someone with a handwritten map in Estates, Collier County to find the fire, because they have no service. 3) Affordable housing Does anyone know how much a fireman makes, starting? ▪ Christina Aguilera “Around 55-60k ” ▪ Kim Ellis “ That’s not enough” ▪ Mark Teater “ Hydrants, more info from Fire Chief before finalizing. ▪ Cell phones and technology, doesn't the Sheriff department use their own regular system?” ▪ Mike Bosi “ I believe they use the derivative AT&T system provided for emergency responders.” ▪ Mike Ramsey “ Well the issue of water hydrants to Collier County to water and sewer extensions on Estates.Cose line will have to choose whether they want to give up their right to have well water and septic tanks vs having to give in to Collier County water and sewer. There will always be vice issues. Not extending LRSA,is putting water hydrants on which is helpful to Greater Naples Fire District and North Collier Fire District for water refilling stations. In 50 years Golden Gate and east of 951 will continue to be a water tender fire district, which means probably 60-70% will be on wells and not have hydrants. Most important thing is location of fire stations, location reduction and insurance rating. Location of Station 74 , Desoto Blvd and Golden Gate Blvd took care of almost 5 mile radius East of Golden Gate Estates, was done by Greater Naples Fire and Naples EMS. As far as I know North Collier Fire have not lived up to any of their promises to expand more stations out in the part of East of 951.So I think it’s 50/50 whether they want fire hydrants.” ▪ Mike Ramsey-GAC meeting ,Fire District announced East of 951 issued that they will not be building a station at 22nd Ave, NE off Desoto. Now decided to move GAC land off Immokalee Rd near Desoto,decided to turn it into a warehouse.We should have had a better presentation from North Collier which is 50% of East of 951.We have future plans and they’re interested in the new communities. ▪ Kim Ellis-Are you talking about a station they said they’d build when they were here at our meeting?There was one off Desoto under construction. Desoto and Golden Gate Boulevard. ▪ Robert Raines- Is it possible to get them to come out? ▪ Mark Teaters- I will reach out to North Collier Fire District and let's find out what they have going on and if we can get them in. ▪ Mike Ramsey- GAC meeting, I had made recommendations for leverage on property buyers if they installed cell tower, third party lease out. Back to water hydrants, not too excited putting hydrants on raw water, first off water pressure, if they put water line it’ll be a loop, would have to flush water consistently. ▪ Mark Teaters- “I Contacted Bryon Donalds to find out what federal emergency funds are available.He said have Amy Patterson call me, no one has ever asked fir money for wild fires related stuff like this in Collier county. SoI put the ball in Amy’s court. I haven't spoken to her but I will reach out to her.” ▪ Support hydrants along main water lines, main roads. ▪ Reach out to North Collier Fire District and get their updated plan,find out where their future station East of 951 will be. ▪ Mike Ramsey- “Remind that when we have a conversation we’re paying the highest rate in the Big Corkscrew sub service district. We’re higher than anybody else and we get less service.” ▪ Earl Lightcap- “Would that affect the Twin Eagles down Immokalee Rd? Does that include Wilson St? ▪ Mike Ramsey- “ Main water line on Immokalee Rd. is from northwestern plant, capped off 39th Ave.” ▪ Earl Lightcap- “Why can’t they have water hydrants off Immokalee Rd? ▪ Mike Ramsey- “ That is a North Collier question.” ▪ Mark Teaters- “ Aren’t they tying water plants together?” ▪ Mike Ramsey- “ North Collier Fire District need to tell us their plans, we have suggestions where to put hydrants. Wild fires to decrease, due to prescribed fires and that has been dropped.” Public Utilities ▪ Mark Teaters- “Involving Hydrologists in here” ▪ Mike Ramsey- “ According to what Parker was saying, yes.How much water can we draw before we do damage to the aquifers? Is there a limit?The second question would be if the hydrogeologist knows that there's a legal issue of eastern and western waterways.when I was doing water use permitting for farms, we would permit water for four years. I could pump 100 million gallons in that four years, or a year. And I had to keep records of it and check it. But there's no permit issued to each resident. You know how they account for the water pump so are we protected when somebody else comes in and wants to pump water out of the same aquifer. That's what the permits of consumption from the function worries from the consumption zone.If the city of Naples comes in and they want to pump water out of the aquifer at lower 10 a.m. in which we all use, they go in and do the modeling and do the water go down and they in the water management just say, yes, you're fine, you can blow water out, but there's nobody protecting our interests. I'm not sure we have a permit issue for each resident I might like to have a permit issue for the east of that if you want to protect the residents that would be long so permits permitting for residential lives.” ▪ Parker Klopf - “Permit issue is to build the well.” ▪ Mark Teaters- “900 acre fire about 12 years ago, we have a contract with the county that says there's no deadline.” ▪ Mike Ramsey- “ I remember the discussion with that, the mayor said no, you can't because of Homeland Security issues and then the operations guy opened it anyway and they fired him.” ▪ Mark Teaters-I spoke with Lisa Keeler, the hydrologist, works for her. She's waiting on a date. Some of the questions we're asking are very pointed and require knowledgeable answers, which we haven't gotten yet. ▪ Do we want to update or reiterate the statement about the Estates not interested in water or wastewater, public water or wastewater?” ▪ the overwhelming majority of the Estate's residents do not want to be connected to the Collier County water and sewer. They don't want to pay for water and sewer. They already pay for water and sewer for all fits of purposes. It doesn't have to be Collier County. ▪ What happens if they pump the aquifer down below my well and my well runs dry? ▪ Mike Ramsey- “That's what we're talking about.For clarification If the hydrologist that is coming to speak to us actually addresses all the issues that I listed, and he explains eastern and western water riparianites and how both of those that form the south part of Waterman and the South Florida Water Management District Consumptive Water Use Permits. Life Cycle of Landfill ▪ Landfill - 25 years left, it’s not a long time. ▪ Kim Ellis- “ Permitting it for another 50 years wasn't going to be a problem.” ▪ Hauling construction debris over to Hendry County. Only good for 100 years, Miami, their landfills are done. ▪ How does that effect the life cycle of that landfill with us and Miami that hauling construction debri there? ▪ impression that we're good for the next 70 years. I think she covered all of that. ▪ Mike Ramsey- “So part of the reason I wanted to get into the issue of the landfill was the two land purchases by Collier County Government. The 1,000 acre near Lake Trafford, north of Monty Road, and 1,040 acres at South End of Camp Keis. There had been talks and discussions and I had heard debates that we should move the landfill because it was next to a very expected to be popular tourist attraction, Great Wolf and Sports Paradise Park. And there are some issues with methane gas, especially with fireworks. So I thought we were talking, we were gonna be hearing the presentation, and then we were moved. We're not hearing that presentation. According to her, the landfill with a 200-foot limit has a 50-year lifespan, and there should be and may be more technology that will extend it further. So from her presentation, the big thing for us is the 951. It's going to stay there. And she said several times that they were a good neighbor to create both Lodge and Paradise. So we were working closely with them to make sure that they felt that light, that it was a mutual feeling. So on that point, staff has made it clear the landfill is there for 50 to 70 years maybe longer they don't want to move it.” ▪ We need businesses to buy recycle and turn them into something else. ▪ Earl Llightcap- “ I gave her numbers and she didn’t to want anything to do with them.” ▪ Possibly turn tires into tire mulch ▪ Landfills can’t take tires because they can’t sell them, can only recycle what they can sell.Waste management can sell them. ▪ The land around the landfill. Wireless & Data ▪ Cell companies don't build towers, up to private companies. ▪ E911 us attached to wireless ▪ Kim Ellis- “You said something about a fire department in Eastern Collier County would not put a cell phone tower on their property?” ▪ Mike Bosi- “ No, I didn't say that.I said that they're going to put one on the property at Golden Gate and DeSoto.” ▪ Mike Ramsey- “ First time the Board of County Commissioners asked to hire a consultant, And then that ordinance, I think, and I can be correct, that the tower owner does not control the movement of the cellular companies on and off the tower, except by lease. ▪ Mike Bosi- “The state of Florida passed legislation about four or five years ago that said that cell companies are entitled to utilize the built infrastructure within the right-of-way just through a simple permit process but be able to utilize your street poles, your light poles, things like that.” ▪ The Golden Gate area master plan could build a tower; 1)Golden Gate Blvd 2) Everglades Blvd just got approved.3)Redesign to add cell tower, county can get on it and lease it. ▪ T Mobile capitalized, looked at Golden Gate City ▪ Depending on carrier might be competing height ▪ Technology can help Estates, we could use more info on towers they have out there. 5.
