1.)This change will add seventy-six (76) days to the Immokalee Water & Sewer Dist. (IWSD) Area 4
Relocations project. Additional time has been added to the adjacent TIGER Grant Complete Streets
project and has impacted controlling items of work within this projects limits. These 2 projects are
reliant on each other as some of the utilities cannot be relocated until the sidewalk has been installed
and final grades have been established. Therefore, adding the 76 days to the IWSD Relocation
Project will allow the contractor to complete interdependent work items between the 2 projects.
2.) A stop work order was issued 11/13/2024 & there is thirty-one (31) days remaining on the contract
before this change.
3.) There were unforeseen events that delayed the TIGER project and these delays have also affected
the IWSD Relocation project because of how closely these 2 projects are tied together.
4.) Due to the interdependent nature of the two projects both would be adversely affected if time was
not granted. The IWSD utilities would not meet specifications that are required because the inability of
the contractor to be able to work in areas that final grades have not been established by the adjacent
project.

Dear Mr. Ivey,
Quality Enterprises USA, Inc request the County to provide a time extension installment for seventy-
six (76) days due to the execution of the contract item(s) which is dependent upon the progress of
the Immokalee Tiger Grant Project.
The following contract item(s) cannot be preemptively completed before a predecessor activity is
completed by the Immokalee Tiger Grant Project:
• Adjust Valve Box to Grade-Concrete form boards necessary to make the adjustment.
o Area 4A-35 Ea
o Area 4D- 10 Ea
• Adjust MH Rim to Grade -Concrete form boards necessary to make the adjustment.
o Area 4A- 13 Ea
o Area 4D- 11 Ea
• Adjust Sanitary Sewer Service (Short Side) -Storm drainage pipe to be installed to adjust a
gravity service.
o Area 4A-Not identified but will likely be encountered as in Area 4BC.
o Area 4D-Not identified but will likely be encountered as in Area 4BC.
• Adjust Sanitary Sewer Service (Lona Side) -Storm drainage pipe to be installed to adjust a
gravity service.

The attached updated project schedule shows the relationship between the Immokalee Tiger
Grant Project ("ITGP") and the Immokalee Water & Sewer District ("IWSD") Area 4 Relocation
Project. The schedule shows that the "ITGP" is 60%complete with the storm water system
installation and 25%complete with the concrete sidewalk in Area 4.

Activity ID #5-Installation of the Storm Water System-Area 4 is forecasting a completion date of
Friday, February 28, 2025.The activity is a predecessor for the start/finish of Activity ID(s): 10, 14 and
18.
Activity ID #6-Form & Pour the Concrete Sidewalk-Area 4 is forecasting a completion date of
May 20, 2025. The activity is a predecessor for the start/finish of Activity ID(s): 11, 15 and 19.
The pressure pipe deflections in Area 4 represented by Activity ID(s): 9 and 13 have been 100%
completed, since they are not linked to a predecessor activity relating to the progression of the
"ITGP". Activity ID 17 is scheduled to be completed the week of November 4, 2024.
Contractual work not dependent on the progress of the "ITGP" have been completed within the
paraments of the original contract time.
The requested time extension will better align the current substantial completion date with the
"ITGP".
