Bayshore Gateway CRA Minutes 11/14/2024 - Draft MINUTES OF THE COLLIER COUNTY Bayshore Gateway Triangle CRA Workshop Naples, Florida, November 14, 2024 LET IT BE REMEMBERED, the Collier County Bayshore Gateway Triangle CRA Workshop in and for the County of Collier, having conducted business herein, met on this date at 5 PM in REGULAR SESSION at FGCU/ Buehler Auditorium,4870 Bayshore Dr., Naples, Florida, 34112 John Dunnuck, CRA Director Shirley Garcia,CRA/MSTU Manager Tami Scott, CRA/MSTU Project Manager Also present: Commissioner Kowal Joseph Arciere (Via Zoom) Matthew Rikman (Via Zoom) 1. Invocation & Pledge of Allegiance 2. Introduction- Shirley Garcia ▪ What is your vision from CRA? ▪ Our objectives for the master plan is aiming it at an intelligent economic spending of the public funds because the CRA takes TIF, which is public funds, and we try to reinvest it back into your district 3. Discussion Kickoff - John Dunnuck ▪ Worked here from 1995 to 2004 ▪ Recently back since May to be the Director of CRA,most recently taking over facilities for the county. ▪ Was here when CRA was created in 2000 ▪ Discussed whether to start on the larger or smaller triangle. ▪ Would like the community voices to be heard. ▪ CRA is here to help Presentation about “The Gateway Triangle Master Plan” By Shirley Garcia 4. CRA Projects ▪ Linwood Ave & Bayside- Stormwater improvement,heavy construction coming soon ▪ Process of purchasing land on Francis Ave to expand the storm water pond,CRA already owns two parcels on the south side of Francis Avenue near the pond. Trying to acquire the two on the north side to expand it and help alleviate the flooding. ▪ Doing a master plan in the Triangle and Shadowlawn corridor complete streets including storm water ▪ Doing a pilot project for a roadway solar lighting installation on Commercial Drive Necessity of Master Plan ▪ Why do we need the master plan? To help control development of various industries in a systematic way. ▪ To give a perspective picture of what the future development will be. ▪ To limit a certain extent the unprecedented flow of rural population to the urban area ▪ To offset the evils which have come up due to overcrowding of population such as acute shortage of houses, traffic congestion, inadequate open spaces and insufficiency in public amenities; etc Data to be collected The data required for the preparation of a master plan of an area can be listed as follows: ▪ Details of trades and industries ▪ Business and tenant retention evaluation ▪ Economic condition ▪ Environmental of the site ▪ Grant funding available to the property owners ▪ Geological condition of the site ▪ Land values and use patterns ▪ Locations of spots of natural beauty ▪ Parking shortages Features of Master Plan ▪ Incentives to property owners (Grants, etc) ▪ Public/Private Partnerships ▪ Rational layout ▪ Economic vitality, business marketing and tenant retention ▪ Affordable Housing Opportunities ▪ Public Spaces, Pedestrian pathways , lighting Future Planning for your property The planning standards are fixed for various types of uses such as: ▪ Mixed use development ▪ Cafes, Artisan Bakeries, etc ▪ Artists live work studios ▪ Shopping facilities such as stores, shops etc ▪ Galleries ▪ Walkable pedestrian friendly strips ▪ More storefront opportunities Documents to be Prepared To give graphical representation to various ideas and proposals contained in the master plan, drawings and analysis are to be prepared. These are; ▪ Business and tenant needs assessment ▪ Residential, commercial, industrial assessments ▪ Parking needs and analysis. ▪ Different zoning and uses ▪ Landscape features, sidewalk and lighting ▪ Public amenities inventory ▪ Infrastructure needs analysis Next Steps ▪ Compile all community input ▪ Hire a Master Planning Consultant ▪ Additional workshops for feedback ▪ Present draft Master Plan to the Community,and CRA Local Redevelopment Advisory board for feedback and approval ▪ Put on BCC Agenda for approval Questions/Comments ▪ How was this meeting shared? It was emailed, mailed out flyer to property owners. Surveys will be sent out to them as well. ▪ Following the last CRA meeting, infrastructure is priority,stormwater master planning. Stormwater subcommittee is coming back. ▪ Name identity from Gateway Triangle to Bay Triangle was suggested. Shirley recommended write in comments all communes will be given to consultant to review. No ones comment will be left out.No idea is a bad idea. ▪ How many buildings are being built in mini triangle? Three buildings; two condos and one hotel. ▪ Suggestion on lights being timed in Shadowlawn CRA will follow up on that. ▪ name identity from Gateway Triangle to Bay Triangle Shirley recommended write in comments all communes will be given to consultant to review. No ones comment will be left out.No idea is a bad idea. Commissioner Kowal Comments “Will the CRA guide us on how we can make some differences in these where possibly the business is taking ownership, but we just get right to the utilities or whatever right away, easements and things like that. But people have to understand after five years, if we get to these certain ideas and certain plans, after five years the CRA is not going to maintain them anymore. Now they're going to have to sign agreements that you're going to maintain it if it's part of your business, possibly in the future. But there's a lot of different ways to tackle this to create a more conducive environment. I'm the co-chair of this operation, just because I got elected. But I want to see this be successful. I got two more years left on this term. I'm going to run again. Hopefully, I'll be for the last three of the CRA here,and I hope to see something that we actually have, something we can be proud of in all these communities. So that's what we just have to stay focused. We have to stay focused, passionate. The mini triangle, that's their money. You're invested in it. That's a beautiful thing when it's done. And you want, when you cross the commercial boulevard, you want the rest of that to have that same look, that same beauty carried out all the way through the residential properties. So we can be proud of it. And that's the whole idea of the CRA. So I just want to make sure we all stay on paths, because I really want to see this to be successful. And I'll do whatever I can to help you guys. So I'm here. So let's do it.” Meeting Adjournment ▪ Meeting adjourned.
