Located in the Bayshore Gateway Triangle Community Redevelopment Area. OBJECTIVE: To approve an Interlocal Agreement between the City of Naples and the Board of County Commissioners, acting as the Community Redevelopment Agency (the “County”), to improve the water lines in the Bayshore Gateway Triange CRA Area 1 (Becca, Pine, and Weeks). CONSIDERATIONS: The purpose of the agreement is to upgrade existing water lines while constructing stormwater improvements in the Bayshore Gateway Triangle CRA, specifically CRA Area1 (Becca Pine and Weeks) The BGTCRA is located on the periphery of the City of Naples water service area and has historically experienced low water flow and pressure conditions. The Greater Naples Fire Control and Rescue District confirmed those conditions. A study prepared in 2016 reviewed the existing water system in the CRA and identified potential improvements to increase levels of fire protection. That study provided a multi-phase approach to complete an estimated total of $5.3 million in necessary improvements. The County will design the stormwater project as well as the City's potable water utility lines. The City will reimburse the County for the design services and administrative costs for its fair share of the total project. The construction project will be solicited under County procurement policies, and managed by the County. Once procured, the City will issue a purchase order for the potable water line replacement and the County will issue a purchase order for the stormwater improvements. The County and the City have successfully partnered and completed several projects in the BGTCRA. The City of Naples City Council executed the agreement at their September 4, 2024 meeting. FISCAL IMPACT: Funding for project design is available within Bayshore CRA Capital Project Fund (1021). The City of Naples will reimburse the County for all costs associated with water utility lines. GROWTH MANAGEMENT IMPACT: The authorization of the Interlocal Agreement to upgrade City water lines in the BGTCRA and install additional fire hydrants is in accordance with the intent of the Growth Management Plan Intergovernmental Coordination Element. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board action. -SAA RECOMMENDATIONS: Recommendation to approve an Interlocal Agreement between the City of Naples and the Board of County Commissioners, acting as the Community Redevelopment Agency, to upgrade water lines in Area 1 (Becca, Pine, and Weeks) in the Bayshore Gateway Triangle Community Redevelopment Area and authorize the Chairman to sign the attached agreement. Task No. 1 -Project Kickoff Meeting Meet with City staff to review the proposed PROJECT, including typical replacement of water main within the right of way, and extent of replacement. See attached sketch for preliminary area of replacements (recent Pine & Becca WM replacement to remain). Task No. 2 -60% Plans & Documents Utilizing existing Base Plans from the stormwater project, prepare the 60% plans (Plan view with Title, Note, and Detail Sheets). We have included limited site reconnaissance as needed. We will coordinate the water main replacement plans with the stormwater plans. We will submit the 60% plans for the City to review and will meet with the City as required to receive comments. Task No. 3 - 90% Plans & Documents Following the 60% design review meeting, we will prepare 90% plans. These plans will include profiles of the new mains identifying location of existing potential conflicts and required deflection. Details will be added identifying Maintenance of Traffic and special connection locations. The Budget Estimate of Probable Project Costs will be prepared (break out City of Naples costs separate from Collier County Stormwater and Forcemain costs). We will prepare the Supplemental Technical Specifications and Bid Form. (We will utilize the City of Naples Standard Utility Standards and Specifications as the base document.) We will submit these plans to the City for review and meet with the City as required to receive any comments. Task No. 4 - Bidding Documents Upon approval of the 90% design, we will prepare the Final Bidding Documents including Plans, Supplemental Technical Specifications, Bid Form, and update Budget Estimate of Probable Project Costs for the City/County’s use in bidding. We will coordinate, including the water main documents, into the stormwater project bidding documents. Task No. 5 – Permitting We anticipate permitting being limited to an FDEP Water Construction permit along with providing up to two (2) response submittals. The selected contractor will conduct application with Collier County Right of Way to receive approval and Right of Way permit. Task No. 6 - Utility Coordination We will coordinate with other utilities in the area by providing plans at 60%, 90%, and 100% design stages. Task No. 7 -Assistance in Bidding The joint project will be solicited through the Collier County Procurement Services Division. Under this task, we will provide assistance to the City specific to the water main portion of the project which may include responding to bidders' technical questions and issuing addenda as required. We will review the water main portion of the bid, prepare a bid tabulation, and make a recommendation of award. Page 10114 of 10663 Task No. 8 – Construction Contract Administration Services Attend pre-construction meeting. Review contractor submittals and respond to contractor RFI’s specific to the water main portion of the project. Provide limited observational services during the construction of the water main portion of the project (budgeted 1 visit per week for estimated 26 weeks of field construction). Review contractor pay applications (along with City, County and County CEI) and provide rejection/approval. Attend one (1) substantial completion walk through meeting in the field with City. Task No. 9 – Project Closeout Prepare and issue As-Built Record Drawings incorporating contractor-supplied as-built redlines. Contractor is responsible for providing a record survey and as-built redlines as required for project closeout documentation. Submit contractor-supplied warrantee documents and close-out letter to the City. PROPOSED EXCLUSIONS We have excluded the following activities and associated costs from this proposal: (a) permitting beyond that identified; (b) investigation or management of hazardous materials and historic artifacts; (c) field survey or easement preparation; (d) environmental assessments; (e) subsurface utility exploration (SUE); (f) geotechnical investigation; (g) permit application fees; (h) construction stakeout and record survey; (i) modeling of the water main; (j) MOT design; (k) preparation of asset transfer documents; and (l) utility relocation beyond existing water main.
