OBJECTIVE: To appoint Paul Thein to the Immokalee Local Redevelopment Advisory Board to a term expiring on April 4, 2028. CONSIDERATIONS: On March 14, 2000 the Board of County Commissioners adopted Resolutions 2000-82 and 2000-83 establishing the Collier County Community Redevelopment Agency (CRA) and identifying two areas within unincorporated Collier County (Bayshore/Gateway Triangle and Immokalee) as areas in need of redevelopment. In addition, Resolution 2000-83 authorized the creation of Local Advisory Boards by separate resolution to assist in the implementation of the redevelopment plan. The CRA adopted Resolution 2001-98, which provided that the Immokalee Enterprise Zone Development Agency would also be the Immokalee Local Redevelopment Advisory Board. When the Florida Enterprise Zone Act was repealed in 2015, the CRA adopted Resolutions 15-217 and 15-218 establishing the Immokalee Local Redevelopment Advisory Board as a stand-alone advisory committee. The purpose of this committee is to be the primary vehicle for community and professional input to the CRA for matters relating to the Immokalee Redevelopment Area. Terms are 3 years. A list of the current membership is included in the backup. The committee bylaws as revised in CRA Resolution No. 2016-198 provide that the membership of this nine-member committee be distributed as follows: 1. Two (2) Immokalee residents; 2. Two (2) individuals representing Immokalee businesses; 3. One (1) Immokalee Lighting and Beautification Municipal Service Taxing Unit (MSTU) Representative; 4. One (1) individual representing a non-profit operating in the Immokalee Redevelopment Area; 5. Three (3) at-large representatives who reside or engage in business, or both, in the Immokalee Redevelopment Area. There is one vacant seat on this board. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -JAK RECOMMENDATIONS: That the Board of County Commissioners, sitting as the Collier County Community Redevelopment Agency, adopts the Committee Recommendation and authorizes the Chair to execute the attached resolution confirming the appointment. WHEREAS, Collier County Community Redevelopment Agency (CRA) Resolution Nos. 15-217 and 15-218 re-established the Immokalee Local Redevelopment Advisory Board as a stand-alone advisory committee, to be the primary vehicle for community and professional input to the CRA for matters relating to the Immokalee Redevelopment Area; and WHEREAS, Resolution 16-198 revised the bylaws to provide that the Advisory Board shall consist of nine (9) members representing residents, business, non-profit organizations, the Immokalee Beautification MSTU, and at-large members; and WHEREAS, there is one vacancy on this Advisory Board; and WHEREAS, the Advisory Board previously provided public notice soliciting applications from interested parties; and WHEREAS, the Immokalee Local Redevelopment Advisory Board has provided the CRA with its recommendation for appointment.
