Executive Summary
Recommendation to accept the Clerk’s report indicating that $516.30 of interest was paid pursuant to Florida Statute
218.78 for the fiscal year ended September 30, 2024.
OBJECTIVE: Board approval of the Clerk’s reporting of $516.30 of interest paid pursuant to Florida Statute 218.78 for
the fiscal year ended September 30, 2024.
CONSIDERATIONS: Pursuant to Florida Statute 218.78, the Local Government Prompt Payment Act, each local
government unit shall report to the Board the amount of interest paid during the preceding fiscal year. Florida Statute
218.78 reads:
Report of interest. – If the total amount of interest paid during the preceding fiscal year exceeds $250, each local
government entity shall, during December of each year, report to the board of county commissioners or the municipal
governing body the number of interest payments made by it during the preceding fiscal year and the total amount of such
payments made under this part.
For the fiscal year ended September 30, 2024, the following interest payments were made:

The interest payment to the Florida Department of Environmental Protection was due to the payment for the Cocohatchee
River Park Sovereign Submerged Land Lease being made late. County staff indicated that the payment was made late
due to a vacant position within Parks & Recreation and then later a miscommunication with the new incoming Manager.
The interest payments to the Florida Department of Revenue were due to fuel tax credits being declined by the State,
which resulted in unpaid tax balances and interest being assessed for the months of December 2023 – April 2024. The
Clerk’s Finance Department is in the process of appealing the declined credits and expects to recoup the additional taxes
and interest paid.
FISCAL IMPACT: Interest of $146.38 was paid from Fund 0001000000 (General Fund), Fund Center 156363 (Beach
& Water Park Operations) and interest of $369.92 was paid from Fund 5021000000 (Fleet Management), Fund Center
122450 (Fuel Distribution).
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed by the Count Attorney, is approved as to form and
legality, and requires majority vote for acceptance of the report. -JAK
RECOMMENDATIONS: That the Board of County Commissioners approve this reporting of $516.30 of interest for
fiscal year ending September 30, 2024.
