Executive Summary
Recommendation that the Board of County Commissioners, acting as the Airport Authority, adopts the attached
Resolution approving the proposed rate schedules for the Everglades Airpark, Immokalee Regional Airport and Marco
Island Executive Airport for 2025.
OBJECTIVE: To approve rate schedules for the Everglades Airpark (X01), Immokalee Regional Airport (IMM), and
Marco Island Executive Airport (MKY) for 2025
CONSIDERATIONS: Ordinance 2010-10, Section Five C.6 states that the Authority has the power to adopt by
resolution a schedule of rates, fees, and other charges.
The Airport Leasing Policy, Section II, states that a “Rate Structure” updated and approved by the Authority annually
will serve as a guide when negotiating fees.
The 2025 notable changes to the 2024 rate schedules, based on market comparisons, current costs, or previously
approved methodology, are:
• MKY – The aeronautical land lease rate has increased from $0.50 to $0.51 per square foot per year, based on
the increase of CPI.
• MKY – A Parking Lot Monthly Storage Fee is established for using public parking for longer than two weeks at
$300.
• MKY – Multi-Storage (Bulk) Hangar Daily Overnight Rate of $0.15 per square foot based upon the aircraft
wingspan times the length footprint.
• MKY – The minimum fuel purchase requirements to waive the ramp fees will increase for Medium sized Jets,
from 200 gallons to 250 gallons; for Large sized Jets, from 300 gallons to 400 gallons; and Extra-Large sized
Jets, from 400 gallons to 500 gallons.
• MKY – The fuel pricing methodology was increased by $0.20 per gallon for both AvGas and JetA.
• IMM– The non-aeronautical land lease rate is set at $0.22 per square foot per year and set as a maximum rate. A
provision is added that a lesser rate can be negotiated based upon the term length and the amount of land
acreage leased.
• At IMM and X01 - The fuel pricing methodology was increased by $0.10 per gallon for AvGas (both airports)
and $0.10 per gallon for JetA at IMM. X01 does not sell JetA.
• X01 – The Terminal Building lease rate was increased from $17.50 per square foot per year to $20.00 per
square foot per year. Enclosed hangars 1-8 increased monthly rent from $400 to $500. The enclosed storage
units increased from $190 per month to $200 per month.
• X01 – The fee for after-hours services has increased from $100 per hour to $150 per hour after 5:00 PM and
before 8:00 AM and anytime on Sunday.
• X01 – the aeronautical and non-aeronautical land lease rate increased from $0.12 per square foot, per year, to
$0.15 per square foot, per year.
• X01 – The Bicycle Rental rate increased from $5.61 to $10 for a two-hour rental.
• IMM – All Tie-down / Overnight Parking Fees were increased. See tables below:

• At MKY and IMM – an access control badge fee was established at $25 for any additional badges beyond the
initial two, and $50 for a lost or missing badge
• At MKY and IMM – An off-airport car rental concession fee is established at 5% of gross revenues above the
established on-airport car rental concession fee and a $100 per month parking lot stall fee.
• At MKY and IMM – a ground transportation fee is charged for ground transportation providers that charge their
passengers for taxi-type or prearranged ground transportation at the airport. Fees would be based on the size of
the vehicle being used. $10 per trip for 1-7 seats, $20 per trip for 8-15 seats, and $50 for vehicle 16 seats or
larger.
• All Airports – the Fuel/Oil spill clean-up fee was increased from $250 to $500 for spill of less than 10 gallons
and the direct / contracted cost, plus 10% administrative fee for spills over 10 gallons.
• All airports - an aircraft recovery fee is established for CCAA removal, or contracted removal, of a disabled
aircraft that is blocking the runway, taxiway, or apron and cannot move under its own power. Fees are set at
$50 for a flat nose or tail wheel on aircraft under 4,500 lbs., $150 for a main gear flat tire on aircraft under
4,500 lbs., and $500 or the contracted cost, plus 10% for any other damaged aircraft to be removed.
• All Airports – When subleasing a CCAA owned hangar, a limit was set on the rent to the sublease to allow only
the cost of the monthly rent from the master lease, plus the additional 5% paid to CCAA for allowing the
sublease.
FISCAL IMPACT: Modest increases are expected in certain revenue line items. Impacted revenue categories are
expected to meet or exceed the FY2025 budget. It should be recognized that the Consumer Price Index showed an
increase of 2.4% between September 2023 and September 2024.
GROWTH MANAGEMENT IMPACT: This item is consistent with Section B: Intermodal & Multimodal

Transportation, Subsection 2: Aviation of the Transportation Element of the Growth Management Plan. This item covers
"Responsible Governance" under the Collier County Strategic Plan by helping the Airports sustain their profitability and
to not become dependent on the general fund.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board
approval. (JAK)
RECOMMENDATIONS: To adopt the attached Resolution approving the 2024 rate schedule for the Everglades

Introduction
These rates and charges have been established by the Collier County Airport Authority (the
“Authority”) by considering the costs associated with the operation and maintenance of the
airport, as well as the necessary recovery of capital investment into its facilities. It is the policy
of the Authority to make the facilities and services of the Marco Island Executive Airport
available to the general public on reasonable terms without unjust discrimination.
Any rates and charges now in effect or hereafter adopted or revised, upon adoption or
revision, are incorporated into the Rules and Regulations by reference. The administration of
these rates and charges, and any deviation or waiver thereof as may be operationally
necessary, shall be under the authority, responsibility and control of the Division Director,
Airport Manager, or their Designee.

Daily Rate = $0.15 Per Square Footage Footprint
Daily storage fees will be based on size of aircraft to be stored. Aircraft wingspan will be
multiplied by overall aircraft length to determine square footage of footprint (rounded up
to the nearest foot). Helicopter footprint will be determined by multiplying the diameter of
the main rotor blades by the overall aircraft length.

The Annual Volume Discount Fuel Program-Jet A offers reduced aviation fuel prices for large-quantity
purchasers of fuel. New customers must have purchased more than 30,000 gallons of fuel in the
previous fiscal year (October 1 through September 30). Customers wishing to take advantage of this
program will be charged the non- discounted rate for the first 30,000 gallons.

Participants that have met the minimum annual tier in the prior year will continue at the first-tier
discounted gallon rate for the subsequent year provided that all other requirements under this
program have been met. The above full-service discounted rates include the based customer discount
of $0.15/gallon as previously referenced.
Customers may elect to be billed monthly or direct pay at the time of sale via Avfuel Contract Fuel.
Customers electing to pay with a credit card under this program (Visa, MasterCard, Discover, American
Express, Multi-Service, Government Air Card) will be charged a service fee of 3%. The Authority, in its
sole discretion, reserves the right to request additional information regarding aircraft
ownership/exclusive control and to reject any aircraft, or fuel reseller from the program that it deems
ineligible.

Every tenant will be issued two (2) keys at no charge to allow them access to their hangar or

included, will be assessed. If the tenant requests a lock change, the applicable charges referenced
above will be assessed.

Airport Access Control Badging
Tenants requiring access to the Air Operations Area (AOA) and / or the Terminal Building may be
issued up to two badges without a fee. Just like the keys, all badges must be turned in to the

Flight Schools wishing to take advantage of this program will be charged the non-discounted rate for
the first 1,500 or 3,000 gallons. Once 1,500 or 3,000 gallons have been purchased by new customers,
the customer will receive the applicable discounted gallon rate for future fuel purchases for the
remainder of the fiscal year. Participants that have met the minimum annual tier in the prior year will
continue at the first-tier discounted gallon rate for the subsequent year provided that all other
requirements under this program have been met. Should the non-discounted gallon rate fall below a
customer discounted tiered rate, the customer will be assessed the non-discounted rate accordingly.
The above full-service discount rates include the based customer discount of $0.10/gallon as
previously referenced.

The Annual Volume Discount Fuel Program-Jet A offers reduced aviation fuel prices for large-quantity
purchasers of fuel. New customers must have purchased more than 30,000 gallons of fuel in the
previous fiscal year (October 1 through September 30). Customers wishing to take advantage of this
program will be charged the non- discounted rate for the first 30,000 gallons. Participants that have
met the minimum annual tier in the prior year will continue at the first-tier discounted gallon rate for
the subsequent year provided that all other requirements under this program have been met.
Customers may elect to be billed monthly or direct pay at the time of sale via Avfuel Contract Fuel.
Customers electing to pay with a credit card under this program (Visa, MasterCard, Discover, American
Express, Multi-Service, Government Air Card) will be charged a service fee of 3%. The Authority, in its
sole discretion, reserves the right to request additional information regarding aircraft
ownership/exclusive control and to reject any aircraft or fuel reseller from the program that it deems
ineligible.

Introduction
These rates and charges have been established by the Collier County Airport Authority (the
“Authority”) by considering the costs associated with the operation and maintenance of the
airport, as well as the necessary recovery of capital investment into its facilities. It is the policy
of the Authority to make the facilities and services of the Everglades Airpark available to the
general public on reasonable terms without unjust discrimination.
Any rates and charges now in effect or hereafter adopted or revised, upon adoption or
revision, are incorporated into the Rules and Regulations by reference. The administration of
these rates and charges, and any deviation or waiver thereof as may be operationally
necessary, shall be under the authority, responsibility and control of the Division Director,

Flight Schools wishing to take advantage of this program will be charged the non-discounted rate for
the first 1,500 or 3,000 gallons. Once 1,500 or 3,000 gallons have been purchased by new customers,
the customer will receive the applicable discounted gallon rate for future fuel purchases for the
remainder of the fiscal year. Participants that have met the minimum annual tier in the prior year will
continue at the first-tier discounted gallon rate for the subsequent year provided that all other
requirements under this program have been met. Should the non-discounted gallon rate fall below a
customer discounted tiered rate, the customer will be assessed the non-discounted rate accordingly.
The above full-service discounteddiscount rates include the based customer discount of $0.10/gallon
as previously referenced.
Customers may elect to behave monthly or direct pay at the time of sale via Avfuel Contract Fuel.
Customers electing to pay via credit card under this program (Visa, MasterCard, Discover, American
Express, Multi-Service, Government Air Card) will be charged a service fee of 3% for each transaction.
The Authority, in its sole discretion, reserves the right to request additional information regarding

Every tenant will be issued two (2) keys at no charge to allow them access to their hangar or
other leasehold. Additional or replacement keys shall be purchased for a non-refundable fee of

Airport Authority. If all keys are not returned, a charge of $70 for a lock change, tax included, will

Airport Access Control Badging
Tenants requiring access to the Air Operations Area (AOA) and / or the Terminal Building may be
issued up to two badges without a fee. Just like the keys, all badges must be turned in to the
