OBJECTIVE: To accept and appropriate three (3) restricted donations from the Friends of the Library of Collier County, Inc., in the amounts of $12,116.41, $8,760.23, and $13,094.11 to provide funding for the Mail-a-Book program, Summer Reading Program, and general library program supplies. CONSIDERATIONS: The Friends of the Library of Collier County, Inc, has been committed to supporting the Collier County Public Library since its founding in 1957. Their mission is to support the Library; to obtain greater usefulness or wider use of the Library; and to support the literary and educational needs of the community through the Collier County Public Library. The Board of County Commissioners (Board) previously accepted three (3) restricted donations totaling $47,770.04 from the Friends of the Library of Collier County, Inc. to provide funding for library programs and projects. The donation was accepted on February 27, 2024, as Agenda Item #16.D.2. The CCPL has received a total of three (3) additional restricted donations in the amounts of $12,116.41, $8,760.23, and $13,094.11 from the Friends of the Library of Collier County, Inc. to provide funding for library programs and projects. In keeping with Board Resolution #2001-255, the Friends of the Library of Collier County, Inc., informed the CCPL that these donations were being made to the Library, specifically for the funding of library programs and projects listed below. There is no requirement for a County match. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact resulting from this action. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality and requires majority vote for approval. -JAK RECOMMENDATIONS: To accept and appropriate three (3) restricted donations in the amounts of $33,970.75 to provide funding for library programs and projects by the Collier County Public Library and authorize the necessary Budget Amendment. Revised BA CCowser Page 6549 of 10663 1607 A RESOLUTION AUTHORIZING THE "FRIENDS GROUPS" TO SPONSOR AND/OR CONDUCT, WITH THE PRIOR APPROVAL OF THE PUBLIC SERVICES ADMINISTRATOR, EVENTS, PROGRAMS, SERVICES, AND ASSOCIATION BUSINESS AND FUNDRAISING ACTIVITIES ON COUNTY PROPERTY, USING COUNTY ASSETTS AS APPROVED. RESOLUTION NO.01_255 4 WHEREAS, for many years, groups of volunteer residents and visitors have formed non-profit associations for the sole purpose of improving and ell.panding various facilities, equipmenl, materials, programs, ser,'ices, and operations within the Public Services Division; and WHEREAS. these volunteer associations, hereinafter referred to as the "Friends Groups," have been formed to assist and benefit the University of Florida Cooperative Extension Services, Parks and Recreation. Library, Museum, Domestic Animal Services Departments. within the Public Services Division; and WHEREAS. the "Friends Groups" provide countless hours of volunteer services, expert technical assistance and advice, and substantial financial assistance to these Departments; and WHEREAS. the Board of County Commissioners desires to formalize the current relationships and practices of these "Friends Groups" and officially recognize the public benefit provided by same. NOW. THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA that the Board hereby authorizes the following: I. The "Friends Groups" shall sponsor andlor conduct, with the prior approval of the Public Services Administrator, events, programs, services, and association business and fundraising activities on County property, using County assets as approved. Ell.amples of such events. programs, and services shall include but not be limited to the following: Old Florida Festival Festi val of the Humanities Roberts Ranch Round Up Library Surplus Book Sale Program Library Photocopier System Gift Shop Operations and Concessions Lecture Series & Ell.hibits Community Park Yard Sale Program 2. All earned and contributed revenues to the "Friends Groups" shall be used exclusively to support companion department facilities. programs, services, operations. and employees. 3. The "Friends Groups" shall make all official meeting minutes and financial records available for public inspection upon request and shall submit an annual financial report to the Public Services Administrator.
