OBJECTIVE: Efficiently inspect and maintain the countywide sewer collections system using a proprietary acoustic inspection device known as the SL-RAT and its complimentary cloud-based web portal, SL-DOG, to extend the life and reduce expenses of specialized County equipment, which quickly allow for State mandated inspections to be completed. CONSIDERATIONS: The Wastewater Collection’s Division is tasked with maintaining the County’s wastewater collections system. The current cleaning process requires four staff members to utilize County owned specialized Jet/Vactor trucks for pre-cleaning the pipeline and using multiple truckloads of fresh water to flush the lines, after which a Camera Truck is used for video inspection. Using the Camera Truck can involve hours setting up the needed equipment, performing the view, properly documenting all findings, and retrieving the camera equipment. Due to various factors such as manpower constraints and unforeseen emergencies, the entire process often takes weeks to months to clean and inspect a specific area. The SL-RAT Acoustic Inspection System requires only two staff members in a standard vehicle to inspect over 1,000 feet of pipeline in a single day. This will improve the ability to meet the requirements set forth by the State to inspect the County’s entire wastewater sewer pipeline without incurring any penalties or having to increase staff time. The County’s specialized trucks will only be used when the SL-RAT detects an area of the pipeline in need of service, reducing unnecessary wear and tear on these trucks, and extending their useful life, as well as reduce staff labor hours needed to inspect the pipelines. The SL-RAT acoustically inspects sewer gravity mains and lateral lines quickly and efficiently, taking the guess work out of deciding what area to clean next. The SL-RAT can scan a pipeline and then determine the degree of degradation, whether the pipeline needs to be cleaned, and an approximation of what may be causing the issue within the pipeline in just a matter of minutes. The SL-RAT is tuned for use in 6 -12″ diameter unpressurized collection pipe with a flow-level capacity at measurement that is below 90% of capacity. Since the SL-RAT uses sound energy to detect blockages, it can go around turns and flow over obstacles – unlike CCTV. The type of pipe does not matter. The SL-DOG provides a secure cloud-based web portal to assist with archiving, validating, visualizing, and analyzing the SL-RAT measurement data. The use of this system would allow staff to deliver efficient and timely services to the County’s customers base and ensure the proper functioning of the sewer system. The total historical cost for the current specialty vehicles as of September 30, 2024, is $258,751.39 for fuel and $789,952.85 for repairs. The approximate annual cost to perform the current method of cleaning and viewing with specialty vehicles is $154,060.64 The average cost for a single set of SL-RAT Acoustic Inspection device with all required parts and materials is $30,040.00. Staff are requesting an initial purchase of four SL-RAT package units at an approximate cost of $120,160.00. The requested initial purchase of four SL-RAT package units would pay for itself in approximately one year based on the annual cost to perform the current method of cleaning and viewing. This purchase will provide multiple years of pipeline inspections at the fraction of the cost of the historic mode of cleaning and viewing, reduce the cost of fuel and repairs for the current fleet of specialty vehicles, and allow equipment and crews to be used more efficiently in maintaining and extending the life of the wastewater pipeline system. InfoSense Inc., holds the United States Patent for the SL-RAT and SL-DOG equipment/systems and is a sole source vendor. InfoSense is a Charlotte, North Carolina corporation that is registered to do business in Florida. The SL-RAT has provided condition assessment for over one hundred million feet of sewer lines in over 230 municipalities Page 5301 of 10663 12/10/2024 Item # 16.C.2 ID# 2024-1905 throughout the United States. Pursuant to Section Eleven, subsection 10, of Collier County Procurement Ordinance No. 2017-08, as amended, staff requests that the Board find that it is in the best interest of the County to waive competition and allow procurement of the requested InfoSense, Inc., products and services to improve the efficiency and safety of the wastewater pipeline system on a sole source basis. The Procurement Services Division posted a public notice to the vendor community of the County’s intent to designate InfoSense Inc., as a sole source provider through the County’s bidding platform for seven days and did not receive any response. Staff recommends that the Board approve the attached Agreement No. 24-055-NS, SL-RAT Acoustic Inspection equipment, SL-DOG Software, Parts and Services, under a sole source waiver for up to $200,000 per each Fiscal Year for the five-year duration of the agreement, effective upon Board approval. FISCAL IMPACT: Funds for equipment, parts, and services are budgeted in the Water/Sewer Operating Fund 4008. Expenditures with InfoSense Inc., are estimated to be $200,000 per fiscal year. The significance of these items cannot be overstated, as they are instrumental in delivering efficient and timely service to the entire sewer customer base in the County. Moreover, they contribute to ensuring the proper functioning of the sewer system and safeguarding public health and safety. The SL-RAT is used to acoustically inspect sewer gravity mains quickly and efficiently, primarily taking the guess work out of deciding what area to clean next. The SL-RAT can scan a pipeline and then determine the degree of degradation, whether or not the pipeline needs to be cleaned and an approximation of what maybe causing an issue within the pipeline in just a matter of minutes. The traditional use of a Jet/Vactor truck cleaning a line before a visual inspection by the camera truck, using multiple truck loads of fresh water in some cases, can take anywhere from 30 min to 2 hours depending on the condition of the selected line. This does not include the time needed for a Camera Truck to set up all the needed equipment, perform the view, properly document all findings and retrieve the camera equipment after the initial cleaning. The visual inspection could also take anywhere from 1 hour to 2 more hours depending on the length of the pipeline and the thoroughness of the inspection. No other vendor has been found to provide the same level of inspection and ability in the size of pipeline that Wastewater Collections currently has in use. Being able to procure the SL-RAT will save the County in specialty vehicle repairs, specialty vehicle replacements, man hours both regular and overtime, freshwater resources cleaning lines that do not require it, and ultimately on the total condition of the Wastewater pipeline system allowing resources and assets to be used where and when they are needed, efficiently safeguarding the public health and safety. The total historical cost of fuel and repairs for the current specialty vehicles as of 01April2024 is $232,774.46 for fuel and $713,893.32 for repairs. The average cost for a single set of SL-RAT Acoustic Inspection device with all required parts and materials is $30,040.00. Staff are requesting an initial purchase of four SL-RAT package units at an approximate cost of $120,160.00.
