Executive Summary
Recommendation to approve the expenditure of tourist development tax funds in a not-to-exceed amount of $538,500 for
the regrading of sand on Barefoot Beach, Vanderbilt Beach, South Marco Island Beach, and the City of Naples Beaches
damaged by Hurricanes Helene and Milton, authorize all necessary Budget Amendments, and make a finding that this
expenditure promotes tourism. (Fund 1105, Projects 50312 and 50320)
OBJECTIVE: To re-grade Barefoot Beach, Vanderbilt Beach, South Marco Island Beach, and the City of Naples
Beaches damaged by Hurricanes Helene and Milton to pre-storm conditions for public health and safety.
CONSIDERATIONS: On October 10, 2024, Hurricane Milton passed offshore of Collier County beaches, producing
extreme waves and storm surge that heavily eroded County beaches which had already experienced erosion just a few
weeks prior from Hurricane Helene. Beachfront properties were inundated with over-washed sand from both storms as
part of the Florida Department of Environmental Protection (FDEP) Emergency Final Order issued October 6, 2024,
owners were encouraged to replace clean sand back onto the beach where it could be re-graded by the County to pre-
storm conditions.
On October 21, 2024, the County issued an emergency Purchase Order (“PO”) to Earth Tech Enterprises (Earth Tech) to
re-grade the numerous sand piles placed along the landward edge of the beach back to pre-storm conditions. Earth Tech
immediately began re-grading under a base Purchase Order (PO) in the amount of $20,000, but also set out to provide a
proposal for the actual amount estimated to complete the work. A proposal in the amount of $261,000 was received to
re-grade the sand on Barefoot Beach, Vanderbilt Beach, and South Marco Island Beach. A separate proposal was
received to re-grade the sand on the City of Naples beaches for the amount of $277,500.
Barefoot Beach and Vanderbilt Beach have been completed, South Marco Island is on schedule to be completed by the
end of November. Upon board approval, the county will then open a separate purchase order for the City of Naples
beaches to be completed. This item seeks to receive Board approval to utilize Tourist Development Tax funding for the
re-grading of Barefoot Beach, Vanderbilt Beach, South Marco Island Beach, and the City of Naples Beaches.
Advisory Committee Recommendations: This item was approved by the Coastal Advisory Committee on November 14,
2024 (7-0), and to the Tourist Development Council on November 19, 2024 (7-0).
FISCAL IMPACT: A Budget Amendment is required in the amount of $538,000, to reallocate funding from reserves
within TDC Beach Renourishment and Pass Maintenance Fund (1105) to Hurricane Milton Project No. 50320. Future
budget amendments may be necessary to allocate funding between Hurricane Helene Project No. 50312 and Hurricane
Milton Project No. 50320. The source of funding is the Tourist Development Tax.
GROWTH MANAGEMENT IMPACT: This item is consistent with the Conservation and Coastal Management
Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for approval. –
