Executive Summary
Recommendation to authorize the Chairman to execute Amendment No. 1 to Grant Agreement No. 23CO2 at the request
of the Florida Department of Environmental Protection for a reduction in funding from $5,000,000 to $1,300,000 for
dune replanting efforts associated with damages from Hurricanes Ian and Nicole.
OBJECTIVE: To approve and accept a reduction of $3,700,000 grant funding amount and to extend the time for
completion of the Grant Agreement with the State of Florida for dune restoration efforts associated with damages from
Hurricanes Ian and Nicole.
CONSIDERATIONS: On September 28, 2022, Hurricane Ian passed just offshore from the Collier County coast, with
waves and storm surge causing major damage to the County’s beaches and dunes. On November 10, 2022, Hurricane
Nicole passed to the north of Collier County, but strong winds associated with the storm produced waves which caused
additional damage to the already heavily impacted beaches. The Florida Legislature has appropriated funds to the
Florida Department of Environmental Protection (FDEP) for the 2022 Hurricane Ian and Nicole Emergency Recovery
Project Plan which may be used to support local governments in restoring beaches damaged by these storms. FDEP’s
original allocation to Collier County was $5,000,000 with no local funding match requirement. Project costs associated
with eligible beach and dune stabilization activities include work approved through construction bids and/or
construction-phase engineering and monitoring services contracts. Eligible costs may include mobilization,
demobilization, construction observation or inspection services, physical and environmental surveys, dune stabilization
measures and native beach-dune vegetation. The project utilizing this grant will be the construction of the 2025 Dune
Replanting project.
On March 29, 2024, the Procurement Services Department posted ITB No. 24-8234 for construction of the “Collier
County Dune Restoration Planting - 2024.” The bid was advertised for a total of forty-five (45) days, staff conducted
vendor outreach, and the County received one (1) bid by May 13, 2024, submission deadline. On September 10, 2024,
the Board of County Commissioners (the "Board"), approved item 16B4, “Collier County Dune Restoration Planting -
2024,” to EarthBalance Corporation in the amount of $1,284,920.45.
Since the planting project bid award was well under the original $5,000,000 grant amount, and in order for the State to
more fully utilize the available funding, FDEP, under Amendment 1, has asked that the agreement amount be reduced to
$1,300,000, and has granted a time extension of 9 months to September 30, 2026.
This item is consistent with the Quality of Place Objectives of the County’s Strategic Plan.
FISCAL IMPACT: An administrative budget amendment was completed to process a decrease in grant revenue in the
amount of $3,700,000 in the Transportation Management Grant Fund (1841), FDEP 23C02 Project (33870). The new
amount of the agreement will be $1,300,000. The source of funding is FDEP Hurricane Ian and Nicole Emergency
Recovery Project. No local match is required.
GROWTH MANAGEMENT IMPACT: This item is consistent with the Conservation and Coastal Management
Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for approval. –
