Agenda 12/10/2024 Item #16B 5 (Approve and execute the design, engineering, and permitting of the "Oil Well Road Widening" Project ("The Project") with funding assistance from the FDOT TRIP and CIGP Agreements)12/10/2024 Item # 16.B.5 ID# 2024-1897 Executive Summary Recommendation to approve and execute a Transportation Regional Incentive Program (TRIP)/ County Incentive Grant Program (CIGP) State-Funded Grant Agreement with the Florida Department of Transportation (FDOT) reimbursing the County up to $2,974,555 for the design, engineering, and permitting of the "Oil Well Road Widening" project to widen the 3.5-mile section of Oil Well Road from Everglades Boulevard to Oil Well Grade Road and authorize the necessary Budget Amendment, FPN 453785-1-34-01/02. (Project 60144, Funds 1841, 1842 and 3095). OBJECTIVE: To complete the design, engineering, and permitting of the "Oil Well Road Widening" project (the "Project") with funding assistance from the FDOT TRIP and CIGP Agreements. CONSIDERATIONS: The approval to submit an application for FDOT funding was authorized by the Board on 6/28/2022, Item 16A15. FDOT has awarded up to $2,974,555 in matching funds for the design of the Project. The Project is fully funded through the Construction phase in the Collier Metropolitan Planning Organization (MPO) 2045 Long Range Transportation Plan (LRTP) Cost Feasible Plan for planning period 2: 2026-2030. The County's FY22-FY26 5-Year Work Program (AUIR) lists this Project. The Project encompasses a 3.5-mile section of Oil Well Road from the intersection with Everglades Boulevard, extending east past the intersection of Oil Well Grade Road. Oil Well Road intersects with a series of future-planned communities and rural roads. The improvements proposed will provide connectivity and roadway enhancements to those communities and improve emergency response times and safety along the corridor. The proposed roadway improvements for this Project consist of widening Oil Well Road from two to four lanes, a new bridge over the Faka Union Canal, stormwater drainage and ponds, a box culvert-type animal crossing, and traffic signals. Previously, design plans for Oil Well Road Segment 3 were submitted in 2011, but based on a lack of funding, the Project has not moved forward with construction. Segments 2 and 4 were built to the west and east, respectively. Approved concepts from the previous design and construction plans shall be incorporated as a basis for the new design where possible. However, ongoing and planned residential and commercial development in the area requires major changes to the previous plans. This item is consistent with the objective of the Collier County strategic plan to design and maintain an effective transportation system that will reduce traffic congestion and improve the mobility of our residents and visitors. FISCAL IMPACT: The total award amount is $5,949,110, supported by the FDOT State grant programs CIGP ($1,213,445) and TRIP ($1,761,110). Budget Amendments are required to recognize grant revenue in the amount of $2,974,555 in the Transportation Grants Fund (1841), Project 60144. A Budget Amendment is also required in the amount of $2,974,555 to provide the required 50% match in the Transportation Match Fund 1842, Project 60144. The match funds are available within the Road Impact - Dist 5 Fund (3095), Project 60144, Everglades Blvd to Oil Well Grade. GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long-Range Transportation Plan and Objective 1 of the Transportation Element of the Collier County Growth Management Plan to maintain the major roadway system at an acceptable Level of Service.
