Executive Summary
Recommendation to recognize carry forward funding for the Collier Metropolitan Planning Organization in the amount
of $8,739.03, earned from the FY 2023/24 Transportation Disadvantaged Planning Grant, and to approve all related
necessary budget amendments.
OBJECTIVE: To obtain budget appropriation for prior year grant revenue which was collected in excess of
expenditures for the Collier Metropolitan Planning Organization (MPO) to continue Transportation Disadvantaged (TD)
planning efforts as allowed by the Florida Commission for the Transportation Disadvantaged (CTD).
CONSIDERATIONS: On July 1, 2023, the MPO entered a lump sum unit reimbursable grant agreement with the CTD
to perform TD planning duties for FY 2023/24. The terms of the grant contract state that the MPO would be reimbursed
upon completion of specific tasks in lieu of actual expenses. On June 30, 2024, the agreement ended, and the revenue
obtained from the grant exceeded the expenses by $8,739.03. The MPO desires to use the remaining revenue for future
TD planning efforts.
In order to expend the carry forward balance after grant closeout, a transfer of the funds into the MPO’s operating fund
(Fund 1809) from the MPO’s established Grant project fund is necessary. A transfer of excess funds ensures the original
intent and purpose of funding is used for TD planning activities.
FISCAL IMPACT: The remaining funding from the FY 2023/24 TD planning grant is $8,739.03, which currently
resides in the Transportation Grant Fund 1841, Project 33866. A budget amendment is required to transfer the carry
forward funding to MPO Operating Fund 1809, TD Planning Reinvestment Project 32128. There is no requirement for
matching funds. The source of the funds is the Florida Commission for the Transportation Disadvantaged.
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 12, Policy 12.1, Transportation
Element, of Collier County’s Growth Management Plan. This request is also consistent with the Collier County strategic
plan objective to support access to health, wellness, and human services.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK
RECOMMENDATIONS: (1) To recognize the transfer of FY 2023/24 grant revenue totaling $8,739.03, which
exceeded the MPO’s FY 2023/24 TD Planning expenses; (2) to authorize the use of the $8,739.03 for future TD
planning efforts; and (3) to approve any related necessary budget amendments.
