Executive Summary
Recommendation to authorize an increase in funding for the operational costs with Symbiont Service Corp., under Sole
Source Waiver #24-086 for up to $586,164.00 for FY25 and increase FY26 up to $162,000 for parts, services and
warranty repair of Symbiont Geothermal units at County aquatics facilities.
OBJECTIVE: To increase the amount of available funding to acknowledge the annual operational costs and limit of the
contract to reflect the increase of the annual amount of the sole source waiver for Symbiont Service Corp.
CONSIDERATIONS: On May 14, 2024 (Agenda Item 16.F.8), the Board approved a Sole Source Waiver with
Symbiont Service Corp. for parts, services, and warranty repair of Symbiont geothermal units under Waiver #24-086
(the “Waiver”); the waiver is valid through September 30, 2026. This sole source waiver has been in place with
Symbiont Service Corp., since 2017 and renewed upon each expiration.
The Collier County Parks and Recreation Department currently utilizes 54 Symbiont Geothermal units across five
aquatics facilities, including Golden Gate Aquatic Facility, Immokalee Sports Complex, Donna Fiala Eagle Lakes
Community Park, Sun-N-Fun Lagoon, and Big Corkscrew Island Regional Park. These geothermal units provide both
heating and cooling for the pool amenities at these facilities.
The systems at Sun-N-Fun Lagoon, Golden Gate Aquatic Facility, and Immokalee Sports Complex aquatic facilities
have surpassed their useful life, necessitating significant repairs or replacements. To ensure the continued functionality
of these facilities and maintain a high standard of service for our community, immediate attention and resources are
required for the necessary upgrades. The original cost estimate was based on estimated workload for FY 25; however,
projects have advanced significantly, and it has been determined that the annual operating cost is approximately
$586,164 for FY25 and $162,000 for FY26.
Symbiont Services Corp. is the sole distributor of the Symbiont GeoThermal pool/spa heater, manufactured by AquaCal
in St. Petersburg, Florida. AquaCal manufactures these heaters specifically to Symbiont specifications. The heaters are
registered trademarks of Symbiont, and AquaCal sells them exclusively to Symbiont. Symbiont installs the Symbiont
GeoThermal Pool/Spa heater, which includes five years of labor and a seven-year parts warranty. Symbiont Service
Corp. is the factory-authorized provider of parts and services to support this specialized warranty. Any repairs
performed by an unauthorized repair facility will void the warranty for the Symbiont GeoThermal Pool/Spa heater.
FISCAL IMPACT: The Fiscal Year 2025 annual operating costs are estimated to be $586,164 and up to $162,000 for
FY 2026. Parks & Recreation will utilize funds across all funding sources, where applicable, including but not limited to
Fund (3001), (3062), and (3063).
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive
Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board

were to be provided it would cost thousands more to replace over time than to service the current
system.

other heater providers in the market, due to warranty restrictions no other vendor is able to service
them. County expenses to purchase new heaters with another company would far outweigh paying

bring that information forward when available.

currently has 54 Symbiont ™ GeoThermal pool/spa heater units installed. Symbiont ™ GeoThermal pool/spa heater
units are currently located in Golden Gate Aquatic Facility, Immokalee Sports Complex, Donna Fiala Eagle Lakes
Community Park, Sun-N-Fun Lagoon, and Big Corkscrew Island Regional Park. Approximately $627,000 has been spent
to date.
Symbiont is the sole distributor of the Symbiont™ GeoThermal Pool/Spa heater. The Symbiont™ GeoThermal Pool/Spa
heater is installed by Symbiont and includes a five-year labor and seven-year parts warranty. Additionally, Symbiont
