Committee met on this date at 8:30 A.M. at 3299 Tamiami Trail East, Building F, 3rd Floor, Board
of County Commission Chambers, Naples, Florida, with the following Members Present:

1. Call to Order & Pledge of Allegiance
The Chairman called the meeting to order at 8:30 AM.
2. Pledge of Allegiance
Katherine Basso led the Pledge of Allegiance.
3. Roll Call - Liaison
Seven Infrastructure Surtax Citizen Oversight Committee members were present, representing
a quorum.
4. Approval of The Agenda
Agenda changes. James Canton has resigned from the Surtax Committee, and Scott Spetzer
is the new Surtax Alternate Member.

5, Approval of Minutes from Previous Meeting
Meeting Minutes - January 11,2024.
The minutes were distributed to all present. The Chairman made a motion to approve the
meeting minutes for the January 11,,2024, meeting, and James Delony seconded the motion.
The motion passes unanimously by the Surtax Committee Members.

To validate the expenditure of$4,605,900 for acquiring a portion ofthe property located at 4150 Golden
Gate Parkway for the purpose of constructing a workforce housing residential development in
partnership with Rural Neighborhoods; to ensure that this project meets the requirements of F.S.
212.055, conforms to the definition of Infrastructure, and is an eligible project in line with County
Ordinance 2018-21 and the ballot language within; to make a finding that the project expenditures are
a valid use of Infrastruclure Sales Surtax Funding.
Cormac Giblin, Director of Economic Development from Growth Management, presented
before the Committee and requested that the expenditure be validated.
The committee discussed the item and directed several questions to staff.
Colleen Green from the County Attomey's Office stated that there is a meeting on June 13fi
and the Surtax could get an update on that meeting and find out what happened with the Board
Developer agreement because there is a Board Developer agreement in place. She also clarified
that the purpose ofthe Surtax Committee is to validate the funds when the project is consistent
with the Ordinance and the Statute. This project is consistent with the Ordinance and the
Statute.
Ed Finn, Deputy County Manager, answered the Surtax Commiftee questions and stated that
2l acres are dedicated to Housing. The project is consistent with the Ordinance and the Statute.
The money is to acquire property to construct housing, which will happen on this property.
Reporting back to Surtax in June on the disposition or the status of this developer is
appropriate; other than that, Ed suggested that the committee validate this money.

Scott Lepore made the official motion that the committee validate project 50267, the expenditure
of $4,605,900 for acquiring a portion of the property located at 4150 Golden Gate Parkway for the
purpose of constructing a workforce housing residential development in partnership with Rural
Neighborhoods to ensure that this project meets the requirements of F.S. 212.055, conforms to the
definition of Infrastructure, and is an eligible project in line with County Ordinance 2018-21 and the
ballot language within; to make a finding that the project expenditures are a valid use of Infrastructure
Sales Surtax Funding and that the County Manager's Office will come back to us at the June meeting
to give us an update on this project.
James. Delony seconded the motion
Ronald Kezeske voted to approve the motion on the merits that he agrees that it complies with
every component ofthe requirement that we are set out and asked to do. We are here to help
this process and validate it, but we are also here to express our concerns and be able to
communicate between the community and staff. On the function of facts and the language,
there is no reason that in a good couscous, he can vote no. However, Ronald Kezeske objected
to the record that this was his biggest concem about the sales tax, the intemal transfer of funds
from bucket to bucket. We are transferring funds out ofa bucket on land we already own. This
is not the most prudent action he would have preferred to have seen, but he also understands
that there is a mechanism of timing and functioning, and there is no ground to say no. Ronald
Kezeske voted for it under protest.
2. State Veteran's Nursing Home Update
John Mullins, Director of the Division of Communications, Covemment & Public Affairs,
presented the Veteran's Nursing Home status before the Surtax Committee.

The motion passes six to one. Six Surtax Committee members approved the motion, and Kerry
Geroy opposed it.

The next Infrastructure Surtax Citizen Oversight Committee meeting will be on June 13,2024,
at 8:30 AM in the BCC Boardroom at 3299 Tamiami Trail E, Naples, FL 34112, on the third
floor.
13. Adjournment
Mr. Lepore motioned for this meeting to be adjoumed, which was accepted unanimously.
The meeting was adjoumed at 9:24 AM with no further discussion.
