Executive Summary
Recommendation to appoint Joe Meek as a member of the Health Planning Council of Southwest Florida.
OBJECTIVE: To appoint a member to the Health Planning Council of Southwest Florida, to a two-year term expiring
on January 3, 2027.
CONSIDERATIONS: This item is being brought forward by request of Brian Hemmert, CEO of the Heath Planning
Council, who has recommended Joe Meek to fill an open seat on the Council.
The Health Planning Council of Southwest Florida was authorized by Ch. 408.33 F.S. as a nonprofit agency to plan for
the health care needs of the residents of Southwest Florida. The members of this twelve-member council are to be
appointed by the county commissions having jurisdiction in the district, in accordance with Ch. 408.33(1)(a) which
states: “The appointees shall be representatives of health care providers, health care purchasers, and nongovernmental
health care consumers, but not excluding elected government officials. The members of the consumer group shall
include a representative number of persons over 60 years of age. A majority of council members shall consist of health
care purchasers and health care consumers. The local health council shall provide each county commission a schedule
for appointing council members to ensure that council membership complies with the requirements of this paragraph.
The members of the local health council shall elect a chair. Members shall serve for terms of 2 years and may be eligible
for reappointment.” A list of the current membership is included in the backup.
Current Chair Lauria Andrea from Collier County is resigning from the Council, effective as of January 3, 2025. There
are two Collier County seats on the Council, with one seat held by Michelle Wardeberg, who has eight years on the
Council.
COUNCIL RECOMMENDATION: Mr. Brian Hemmert, who oversees the Health Planning Council, has
recommended that Joe Meek be appointed to the Health Planning Council of Southwest Florida to replace Ms. Andrea,
to a two-year term commencing on January 3, 2025, and expiring on January 3, 2027. A recommendation email is
included in the backup.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
approval. -JAK
RECOMMENDATIONS: That the Board of County Commissioners adopts the Council Recommendation, and
authorizes the Chair to execute the attached resolution confirming the appointment.

The Health Planning Council of Southwest Florida, Inc. (HPCSWF) was authorized by
Florida Statute in 1982 to plan for the health care needs of the residents of seven
counties – Charlotte, Collier, DeSoto, Glades, Hendry, Lee and Sarasota (Area 8). The
responsibility for planning efficient, cost-effective health systems is shared with the
Florida Department of Health (DOH), the Agency for Health Care Administration
(AHCA), and a statewide network of 11 local health planning councils.

board representing health care consumers, medical providers, and administrators who
are appointed by their respective county commissioners and distributed based on
population.

Good morning- Per your request, below please find the recommendation for Mr. Meek to
be considered for the appointment of Board member for the Health Planning Council of
Southwest Florida. If you have any further questions or concerns, please feel free to

Mr. Meek received his MBA from Marquette University which led him to a career spanning 3
decades in finance, with 14 years of specific experience in healthcare. Mr. Meek is a skilled
CFO who has managed billions of dollars in assets throughout his career. Moving to Naples in
2007, Mr. Meek was the VP and Treasurer of Health Management Associates, Inc., the parent
company of the Physicians Regional Hospitals. Mr. Meek remains active in the community being
the Founder and President of Physician Practice Advisor, LLC with the mission of providing CFO
services to health care professionals who want to spend more time with patients. Prior to this
endeavor, Mr Meek was the CFO of Neighborhood Health Clinic – a non profit that provides
medical and dental care to this in Naples who are working but are uninsured, as well as finance
officer Naples Therapeutic riding center.
Mr. Meek meets the requirements set forth in FL Statute 408.033, and would be a wonderful
addition to the current Board of Directors of the Health Planning Council of Southwest Florida.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING JOE MEEK TO THE
HEALTH PLANNING COUNCIL OF SOUTHWEST FLORIDA, INC.
WHEREAS, Section 408.33, Florida Statutes, authorized the creation of the Health
Planning Council of Southwest Florida, Inc., as a non-profit agency to plan for the health care
needs of the residents of Southwest Florida; and
WHEREAS, Section 408.33, Florida Statutes, provides that the members of this Council
are to be appointed by the County Commissions having jurisdiction in the district; and
WHEREAS, there is a vacant Collier County seat on the Council; and
WHEREAS, the Executive Director of the Health Planning Council of Southwest Florida,
Inc., has submitted its recommendation to the Board of County Commissioners.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that JOE MEEK is hereby appointed
to the Health Planning Council of Southwest Florida, Inc., for a two year term commencing on
January 3, 2025, and expiring on January 3, 2027.
THIS RESOLUTION ADOPTED upon majority vote on this 12th day of November,
