Executive Summary
Recommendation to appoint three members to the Affordable Housing Advisory Committee.
OBJECTIVE: To appoint Catherine Myers and reappoint Gary Hains and Arol Buntzman to the Affordable Housing
Advisory Committee, each to a three-year term expiring on October 1, 2027.
CONSIDERATIONS:
This committee was created by Ordinance No. 91-65, as amended, which was repealed and replaced by
Ordinance No. 2013-27, which was further amended by Ordinance No. 2020-27. The purpose of this 11-
member committee as required and described by 420.9076 Fla. Stat. is to review policies, procedures,
ordinances, land development regulations, and the adopted local government comprehensive plan, and to
recommend specific actions or initiatives to encourage or facilitate affordable housing. The committee is
required to submit an annual report to the Board of County Commissioners that includes recommendations
on, and evaluates the implementation of, affordable housing incentives as required by 420.9076(4) Fla. Stat.
Terms are three years. A list of the current membership is included in the backup.
Membership must consist of one elected official and ten citizens from at least six of the following categories:
(a) One citizen who is actively engaged in the residential home building industry in connection with
affordable housing.
(b) One citizen who is actively engaged in the banking or mortgage banking industry in connection with
affordable housing.
(c) One citizen who is a representative of those areas of labor actively engaged in home building in
connection with affordable housing.
(d) One citizen who is actively engaged as an advocate for low-income persons in connection with
affordable housing.
(e) One citizen who is actively engaged as a for-profit provider of affordable housing.
(f) One citizen who is actively engaged as a not-for-profit provider of affordable housing.
(g) One citizen who is actively engaged as a real estate professional in connection with affordable housing.
(h) One citizen who actively serves on the local planning agency pursuant to s. 163.3174.
(i) One citizen who resides within the jurisdiction of the local governing body making the appointments.
(j) One citizen who represents employers within the jurisdiction.
(k) One citizen who represents essential services personnel, as defined in the local housing assistance plan.
There are three seats on this committee which expired on October 1, 2024. The pending vacancies were
advertised, and the following applications were received:

ATTENDANCE: During the past two years, Gary Hains has had three excused absences and one unexcused
absence, and Arol Buntzman has had 5 excused absences and two unexcused absences. Attendance records
are included in the backup.
COMMITTEE RECOMMENDATIONS: At its meeting on September 17, 2024, the committee reviewed
the above applications and voted unanimously to recommend the appointment of Catherine Myers and the
reappointment of Gary Hains and Arol Buntzman. A recommendation memo is included in the backup.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATIONS: That the Board of County Commissioners adopts the Committee Recommendations and
authorizes the Chair to execute the attached resolution confirming the appointments.

RESOLUTION NO. 2024 – ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING CATHERINE MYERS
AND REAPPOINTING GARY HAINS AND AROL BUNTZMAN TO THE
AFFORDABLE HOUSING ADVISORY COMMITTEE.
WHEREAS, on July 31, 1991, the Board of County Commissioners adopted Ordinance No. 91-
65 establishing the Affordable Housing Advisory Committee; and
WHEREAS, Ordinance No. 91-65, as subsequently amended, on April 9, 2013 was repealed and
replaced by Ordinance No. 13-27, and further amended by Ordinance No. 20-27, which recreated and
reestablished the Affordable Housing Advisory Committee in accordance with F.S. § 420.9076. T his
Advisory Committee consists of one elected official and ten citizen members appointed by the Board of
County Commissioners based on the membership categories described in F.S. § 420.9076(2)a.-k.; and
WHEREAS, there are three vacancies on this Advisory Committee; and
WHEREAS, the Board of County Commissioners previously provided public notice soliciting
applications from interested parties; and
WHEREAS, the Affordable Housing Advisory Committee has provided the Board of County
Commissioners with their recommendations for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, that CATHERINE MYERS, in the category of Banker, GARY
HAINS, in the category of Labor Engaged in Home Building, and AROL BUNTZMAN, in the category
of Non-Profit Builder are each hereby appointed to the Affordable Housing Advisory Committee, to
three-year terms expiring on October 1, 2027.
THIS RESOLUTION ADOPTED upon majority vote this 12th day of November, 2024.
