Agenda 11/12/2024 Item #16F14 (Budget Amendments for drainage facility and beach-related cleanup expenses related to Hurricane Helene and Hurricane Milton within the Pelican Bay MSTBU)11/12/2024 Item # 16.F.14 ID# 2024-1856 Executive Summary Recommendation to approve Budget Amendments in a total amount of $878,000 for drainage facility and beach-related cleanup expenses related to Hurricane Helene and Hurricane Milton within the Pelican Bay Municipal Service Taxing and Benefit Unit. OBJECTIVE: Ensure sufficient budget providing for uninterrupted disaster cleanup and recovery. CONSIDERATIONS: Collier County Ordinance No. 2002-27, as amended, established the Pelican Bay Municipal Service Taxing and Benefit Unit for the purpose of providing street lighting, water management, beach renourishment, ambient noise management, extraordinary law enforcement service, and beautification, including but not limited to the beautification of recreation facilities, sidewalk, street, and median areas, identification markers, and maintenance of conservation or preserve areas. Pelican Bay Services Division (PBSD) is solely responsible for advising the County on dredging and maintaining Clam Pass and manages such activities for the County. On September 26, 2024, despite Hurricane Helene’s distance offshore from the southwest coast of Florida, tropical storm force gusts caused surge and sand accumulation at Pelican Bay drainage facilities and beach. Drainage restoration and cleanup efforts were underway when on October 9, 2024, Hurricane Milton made landfall near Siesta Key as a Category 3 storm and pushed additional surge and sand ashore. The accumulation of large deposits of sand from Milton completely obstructed drainage across the Bay Colony Beach Dune Swale threatening public safety and property. In addition, the sand that pushed ashore exposed stumps and other debris, causing public safety hazards along the beach. To address these issues, the Division opened emergency purchase orders to vendors under existing contracts. For these vendors to continue to work and submit invoices, additional funds need to be transferred to the Disaster Recovery Fund (1813). FISCAL IMPACT: Budget amendments are required to transfer $748,000 from the Pelican Bay Beautification Fund (1007) reserves and $130,000 from the Pelican Bay Capital Fund (3041) Beach Renourishment Project (50126) to the Disaster Recovery Fund (1813). Of this amount, $398,000 will be designated for Hurricane Helene Project (50312) and $480,000 for Hurricane Milton Project (50320) related repairs and cleanup. GROWTH MANAGEMENT IMPACT: LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues at this time and requires majority vote for approval. -JAK RECOMMENDATIONS: Approve budget amendments in the total amount of $878,000 for Hurricanes Helene and Milton drainage and beach related cleanup expenses.
