Agenda 11/12/2024 Item #16F 4 (Approve the First Amendment to Agreement #17-7116 "Disaster Recovery Consulting Services") w/IEM International, Inc. to revise the Fee Schedule and authorize the Chairmanto sign the attached Amendment11/12/2024 Item # 16.F.4 ID# 2024-1630 Executive Summary Recommendation to approve the First Amendment to Agreement 17-7116 “Disaster Recovery Consulting Services” with IEM International, Inc., (“IEM”) to revise the Fee Schedule and authorize the Chairman to sign the attached Amendment. OBJECTIVE: To amend the County’s disaster recovery consulting services agreement, allowing for renewal. CONSIDERATIONS: On October 24, 2017, the Board approved Agreement 17-7116 (the “Agreement”) for Disaster Recovery Consulting Services with five vendors including Disaster Strategies and Ideas Group, LLC (“DSI”) (Agenda Item 16.E.6.). On June 25, 2019, the Board approved an Assumption Agreement with IEM whereby IEM accepted all rights, duties, benefits, and obligations of DSI under the Agreement (Agenda Item 16.E.2.). The Agreement was renewed through October 23, 2025 contingent upon approval of this amendment. IEM requested a revision to the structure of the Fee Schedule of the Agreement. This would be the first time that the fees under the Agreement have been adjusted since it was approved in 2017. IEM’s proposed changes are as follows: Current Fee Schedule Description Hourly Rate Pre-Disaster Rate $106.00 Post-Disaster Rate $60.00 Staff Not Deployed Rate $91.00 Proposed Fee Schedule Position Remote Rate On-Site Rate Project Manager $150.00 $170.00 Senior Consultant $130.00 $150.00 Consultant $110.00 $130.00 Junior Consultant $85.00 $105.00 Administrative Support $60.00 $80.00 The proposed Fee Schedule and rates are competitive with other vendors on the Agreement. Staff is recommending approval of the Amendment with an effective date of October 23, 2024. FISCAL IMPACT: The cost for these services will be based upon the intensity and scope of each engagement and will be budgeted in individual divisional cost centers or within Disaster Recovery Fund (1813). Historically, these services have been deemed eligible for FEMA reimbursement in the 65% to 75% range. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this item.
