Agenda 11/12/2024 Item #16F 3 (Donation of a Surplus vehicle to Corkscrew Regional Ecosystem Watershed Land and Water Trust Incorporated ("CREW:) and authorize the Procurement Director, as designee for the County Manager to sign for vehicle11/12/2024 Item # 16.F.3 ID# 2024-1621 Executive Summary Recommendation to authorize the donation of a surplus vehicle to Corkscrew Regional Ecosystem Watershed Land and Water Trust Incorporated (“CREW”) and authorize the Procurement Director, as designee for the County Manager, to sign for the transfer of the vehicle title, pursuant to Florida Statutes Section 274.05. OBJECTIVE: To provide Corkscrew Regional Ecosystem Watershed Land and Water Trust Incorporated (“CREW”) with a vehicle that has met the Collier County vehicle replacement standards and has exceeded its useful life that is scheduled for auction, which will be utilized to provide trail-based youth environmental educational programs for Collier County students. CONSIDERATIONS: The County has designated a vehicle as surplus that CREW would like to acquire as a donation from the County. The vehicle identified is Asset Number CC2-1250 (VIN: 1FTEX1E8XGFA73079), is a 2016 Ford F- 150 with approximately 113,705 miles and has accrued approximately $14,023.76 in repairs. The retainment of the asset would require further maintenance and rehabilitation. It was replaced this year as part of the vehicular capital replacement plan in the department. Although the vehicle has exceeded the County’s useful life criteria, it can be used by CREW to transport staff, supplies, and equipment for educational programs, rather than be auctioned. Pursuant to Florida Statute Section 274.05, local governments may donate surplus assets to qualifying nonprofit organizations or local government agencies. The asset was purchased for $31,888.74 on February 23, 2016, with a six-year useful life based on accounting standards and in the SAP financial system. The asset has been fully depreciated and has a net book value of $0 after the six (6) year useful life. The Fleet Management Division’s useful life of the vehicle was seven (7) years; however, for financial purposes, six (6) years was used. The vehicle has been in County service for eight (8) years and seven (7) months and is now past the beneficial period. This asset has begun to have increasing maintenance and repair costs, which is why it was replaced. FISCAL IMPACT: The estimated auction value of the vehicle is estimated between $8,733 and $11,340, which is revenue the County will lose because of the donation. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. LEGAL CONSIDERATIONS: Pursuant to Section 274.05, Florida Statutes, the County may deem this vehicle surplus property “that is obsolete or the continued use of which is uneconomical or inefficient, or which serves no useful function” and “offer the property to [a] private nonprofit agenc[y] as defined in s. 273.01(3) by sale or donation.” The CREW Trust qualifies as a private nonprofit agency pursuant to Section 273.01(3), Florida Statutes. By approving this item, the Board will be deemed to have found that in consideration for the best interests of the County, the value and condition of property classified as surplus, and the probability of such property’s being desired by the Crew Trust warrants the donation. Our mission is to preserve and steward the water resources and natural communities of the 70,000+ acre Corkscrew Regional Ecosystem Watershed (CREW) - the largest intact watershed in Southwest Florida. Purpose: A donated Ford F-150 pick-up truck will be used to support our trail-based youth environmental education programs conducted at CREW Trail systems in Collier County, including CREW Marsh Trails, CREW Cypress Dome Trails, and CREW Bird Rookery Swamp. These programs include CREW Trust’s SoilROCKS! program for second graders and our Walk Through A Watershed for third graders. Both field-based programs were designed and are implemented in partnership with Collier County Public Schools’ (CCPS) Elementary Science Department and Field Trip Specialists Program to support achievement of benchmarks for Florida state education standards. Since these programs were established, more than 7,000 CCPS students – the vast majority from Title 1 schools - have participated in these free programs. These programs have grown since their establishment in 2018 and 2011, respectively, from rather modest programs; nowadays, approximately 1,000 CCPS students participate in these programs annually. These programs are also offered at no cost to student groups affiliated with charter, private, and homeschool programs. Specifically, a truck would be used to transport staff, supplies, and equipment from the CREW Trust field station to education program sites throughout the trail systems.
