Agenda 11/12/2024 Item #16D 7 (Budget Amendments refecting the funding for Calendar Year2025 Older AmericanAct Programs)11/12/2024 Item # 16.D.7 ID# 2024-1900 Executive Summary Recommendation to authorize the necessary Budget Amendments to reflect the estimated funding for Calendar Year 2025 Older Americans Act Programs in the amount of $1,429,000.00 and the estimated cash match of $152,999.99, of which $49,815.99 is met through local vendors. (Human Services Grant Fund 1837) OBJECTIVE: To provide uninterrupted support services to Collier County’s frail, elderly clients; through providing access to health, wellness, and human services. CONSIDERATIONS: The Older Americans Act (OAA) Programs are federal initiatives that provide assistance to older persons and caregivers and are the only federally funded support services programs directed solely toward improving the lives of older persons. These funds are received by Collier County through the Area Agency on Aging of Southwest Florida, Inc. (AAASWFL). The current Standard Contract for the OAA Programs will end on December 31, 2024. Historically, the County’s Services for Seniors Program receives continuation funding awards from the grantor agency during the latter part of December for the upcoming grant cycle. To avoid disruption in services and ensure compliance with the grant service agreement requirements, the upcoming funding has been estimated based on the FY24 allocation. When the agreement is received any necessary Budget Amendments to reflect variation in the final allocations will be prepared and presented to the Board of County Commissioners (Board). Approval of this Item will appropriate a budget to reflect grant funding for FY25 in the amount of $1,429,000.00. The OAA grant has a local match requirement of ten percent (10%) in the amount of $152,999.99* which will be partially met through the local vendor match contribution ($49,815.99) requiring local cash match in the amount of ($103,184). (NSIP Estimated Budget not included in the match calculation) FISCAL IMPACT: Budget Amendments are required to recognize estimated grant revenue in the amount of $1,429,000.00 for the FY25 Older American Act Title III Grant Program funding from AAASWFL. The funds will reside in the Human Services Grant Fund (1837) Project 33928 (III-B); 33929 (C1); 33930 (C2); 33931 (III-E), and 33932 (NSIP). A local match of ten percent (10%) is required in the amount of $152,999.99 and will be met by a combination of local funding of $103,184 and an estimated vendor match contribution of $49,815.99. The NSIP program does not require a match. Budget Amendments are required for the local match portion in the amount of $103,184 available through carry forward (Reserves) in Human Services Grant Fund (1837). There is no impact to the General Fund (0001). GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Item.
