Grady Minor & Associates, P.A., under professional services Agreement Number 15-6450, for the 103rd & 104th Avenues Public Utility Renewal Project in the amount of $767,638, and authorize the Chairman to sign the attached Work Order. (Project Numbers 60139 and 70120) OBJECTIVE: To renew aging water, wastewater, and stormwater assets on 103rd & 104thAvenues North in Naples Park. CONSIDERATIONS: On October 13, 2015 (Agenda Item 16.C.2), the Board awarded Agreement Number 15-6450 (the “Agreement”), the Naples Park Infrastructure Improvements project, to Q. Grady Minor & Associates, P.A. The Agreement includes the engineering and construction administration services for the water, wastewater, and stormwater infrastructure in Naples Park Area. The Agreement has been used on the previous 95th, 96th, 98th, 99th, 105th, 106th, 107th, 108th, 109th and 110th Avenues North Public Utility Renewal projects. The proposed scope of work under Project Number 60139, “Naples Park Stormwater Improvements,” is consistent with the Stormwater Five-year Work Program of the 2023 Stormwater Management Annual Update Inventory Review/Capital Improvement Element (AUIR/CIE) approved by the Board on December 12, 2023, and with the goals, objectives and policies of the Conservation and Coastal Management Element and the Stormwater Management Sub- Element of the Growth Management Plan. The proposed scope of work under Project Number 70120, “Naples Park Area Basin Optimization,” is consistent with the FY 2025 Budget approved by the Board on September 19, 2024. On September 13, 2024, the County received a $767,638 proposal under the Agreement from Q. Grady Minor for 103rd & 104th Avenues North (see attachment). Staff found this proposal acceptable based on prior negotiation history. The sequence of avenue construction is determined by where the greatest frequency of water main breaks occurs in Naples Park. After this project is completed, twelve Naples Park avenues will have been rehabilitated in this comprehensive manner: 95th, 96th, 98th, 99th, 103rd, 104th ,105th, 106th, 107th, 108th, 109th and 110th Avenues North. Prior to that, in 2013 and 2014, water mains were replaced on 91st, 92nd, 93rd and 94th Avenues North. Collier County Water Sewer District (CCWSD) has established GIS-based integrated Enterprise Asset Management (EAM) where assets are routinely evaluated and conditions in the field updated by Operations Divisions and, where appropriate, they are listed under the Capital Improvements Plan (CIP) for Engineering and Project Management to implement the soonest possible. CCWSD EAM drives the priorities for investment in our Critical Infrastructure where replacements, re-hab, and repairs are planned and implemented prior to failure (Cat Red-F and Red-E) that would result in Utility Service outages and negative customer service impact. The Engineering and Project Management Division of the Public Utilities Department has completed QA/QC and programmed this program, which is a complete replacement, repair and renewal of critical infrastructure. FISCAL IMPACT: The funding allocation for the $767,638 work order (see attachment) and the table below. The source of funding includes the Storm Water Fund (3050), Water User Fees Capital Fund (4012) and Wastewater User Fees Capital Fund (4014).
