(Project Number 70136) OBJECTIVE: Collier County Water Sewer District (CCWSD) has established GIS-based integrated Enterprise Asset Management (EAM) where assets are routinely evaluated and conditions in the field updated by Operations Divisions and, where appropriate, they are listed under the Capital Improvements Plan (CIP) for Engineering and Project Management to implement the soonest possible. CCWSD EAM drives the priorities for investment in our Critical Infrastructure where replacements, re-hab, and repairs are planned and implemented prior to failure (Cat Red-F and Red- E) that would result in non-compliance with State/Federal Permits, essential service outages and negative customer service impact. The Engineering and Project Management Division of the Public Utilities Department has completed QA/QC and programmed this project to replace flow meters at the North County Regional Water Treatment Plant (“NCRWTP”) and the South County Regional Water Treatment Plant (“SCRWTP”), and replace the Lime Slaking systems associated with the Lime Softening treatment process at the “SCRWTP” to maintain system reliability and sustainability. CONSIDERATIONS: The County constructed the NCRWTP in 1992 with a potable water plant capacity of 12 million gallons per day (“MGD”) utilizing nanofiltration technology as the treatment process. In 1999, the County added an additional 8 MGD of potable water plant capacity utilizing low pressure reverse osmosis technology as the treatment process due to the higher chloride levels of the supplying raw water wells. The SCRWTP consists of two treatment processes, lime softening and reverse osmosis. The initial phase was completed in 1986 and designed to produce 12 million gallons per day of potable water utilizing a lime softening treatment process. The first phase of the reverse osmosis process was completed in 2004, which consisted of 4 skids (8 MGD), and the second phase expansion completed in 2007, which consisted of 6 skids (12 MGD), for a total permitted capacity of 20 million gallons per day of potable water. The existing flow meter at the NCRWTP has been in service for approximately 31 years. The existing flow meters at the SCRWTP have been in service for approximately 20 - 40 years. Historically, the recommended life expectancy for flow meters is 8 to 25 years; therefore, these flow meters have exceeded or are near their life expectancy and are in need of replacement. The scope of this project includes, but is not limited, to the replacement of the flow meters at both county regional water treatment plants. The two lime slakers at the SCRWTP have been in service for approximately 8 and 11 years respectively. It has been the experience of the plant staff that these lime slakers last approximately 10 years depending on operational performance. Manufacturer time to receive a new lime slaker takes many months to procure, receive delivery and install the piece of equipment. While age alone is not a definitive reason for replacement, it is important to consider the operational performance of the current lime slakers. The units have shown increased maintenance needs, including more frequent repairs and longer downtimes. These issues can lead to inconsistent treatment results, potentially impacting the quality of the finished water and risking compliance with regulatory standards. Delaying the replacement of the lime slakers poses a significant risk to County operations. Further, aging infrastructure can lead to unexpected failures, which may result in operational disruptions, compliance issues, and increased costs related to emergency repairs. By proactively replacing the lime slakers, we can mitigate these risks and maintain consistent water quality; therefore, both lime slakers at the SCRWTP should be replaced as part of this Project to ensure continued success of the lime softening treatment process. This item is consistent with the Infrastructure and Asset Management element of the Collier County Strategic Plan objectives. Page 2478 of 5419 11/12/2024 Item # 16.C.6 ID# 2024-1633 On April 17, 2024, the Procurement Services Division issued Construction ITB No. 24-8252, NCRWTP Water Flow Meter Replacement, SCRWTP Plant Flow Meters and Lime Slakers Replacement. The County bid advertised the bid for sixty-two (62) days, which included extending the Bid an additional seventeen days to promote additional bidder interest on the project. (“RF”) being the lowest, responsive, and responsible bidder. Staff recommends that the attached Agreement be awarded to RF in its low bid amount of $2,186,000. In addition to the total bid amount, staff has allocated $100,000 as an Owner’s Allowance to address potential unforeseen site conditions that might be encountered during construction, which will be included in the Purchase Order. Use of the allowance will be only as directed by the County, if necessary, with proper supporting documentation to be submitted by the contractor for any additional work that is authorized and actually performed. The County’s engineering consultant, Carollo Engineers, Inc., evaluated the bids and determined that RF met all the qualifications required for this project and submitted the lowest, responsive, and responsible base bid. RF’s bid is approximately 0.3% above Carollo’s $2,180,000 opinion of probable cost for the work. RF has been registered to do business in Florida since 2016 and has performed work for other Florida public agencies. Therefore, staff recommends that the Board award RF Environmental Services, Inc. Bid No. 24-8252, and approve the attached Agreement in the amount of $2,186,000, along with an Owner’s Allowance in the amount of $100,000. FISCAL IMPACT: Funding in the total amount of $2,286,000 is needed for the NCRWTP Water Flow Meter Replacement, SCRWTP Plant Flow Meters and Lime Slakers Replacement project (Project No. 70136). The source of funding is the Water User Fee Capital Fund (4012). A budget amendment is required to reallocate available funding within the Water User Fee Capital Fund (4012), from Project No. 70261 ($650,000) and Project No. 71065 (1,350,000) to Project No. 70136 in the total amount of $2,000,000. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. The bids for the project were received electronically on June 18, 2024 by the County. A total of three bids were received, with bid amounts ranging from $2,186,000 to $2,711,002. The apparent low bidder was RF Environmental Services, Inc. with a bid amount of $2,186,000. The scope of the project includes replacement of an existing flow meter at the NCRWTP and three existing flow meters at the SCRWTP all with new flow meters. Also included in the project is demolition and replacement of the lime slaking equipment with new equipment. The work is to be sequenced so that only one slaker is out of service at a time and the installation includes startup, testing, and commissioning. The Engineer’s Opinion of Probable Construction (OPCC) cost for this project was $2,180,000. When comparing the low bidder's total bid amount to the Engineer’s OPCC, the low bid was approximately 0.3% above the Engineer’s OPCC. According to recommended practice for estimate classification published by the Association for the Advancement of Cost Engineering (AACEI), the expected accuracy range for this Engineer’s OPCC is within +15% or -5%. This means that bids can be expected to fall within a range of 15% over the Engineer’s OPCC to 5% under that estimate. The apparent low bid received fell within this accuracy range. References were provided and reviewed per the experience qualifications included in the solicitation. The reference information was interpreted to meet the specified requirement.
