Executive Summary
Recommendation that the Board of County Commissioners, as ex-officio the Governing Board of the Collier County
Water-Sewer District (CCWSD), approve Agreement No. 25-054-NS, “HF Scientific Equipment, Products, and
Services,” with Lazenby & Associates, Inc., under a single source waiver, approve expenditures of up to $100,000 per
Fiscal Year for the duration of the five-year agreement, and authorize the Chairman to sign the attached Agreement.
OBJECTIVE: To procure and protect County CCWSD equipment used in the Wastewater Division to maintain
compliance with local, State, and federal laws, regulations, standards, policies and operating permits.
CONSIDERATIONS: On September 26, 2023 (Agenda Item 16.C.2) the Board approved a group of single- and sole-
source waivers, which included Lazenby & Associates, Inc. for $100,000 for Fiscal Year 2024 only, with direction to
staff to seek formal agreements with the various vendors.
The CCWSD has been using HF Scientific Chlorine and Turbidity analyzers and services to maintain its equipment for
over twenty years, and has invested approximately one million dollars in HF Scientific equipment for monitoring and
testing chemicals. This equipment is critical to the treatment process and is required to meet FDEP permitting
requirements at County facilities. Lazenby & Associates, Inc. is the exclusive representative providing HF Scientific
products in Florida.
Pursuant to Section Eleven, subsection 11, of Collier County Procurement Ordinance No. 2017-08, as amended, staff
requests that the Board find that it is in the best interest of the County to continue to waive competition and allow
procurement of the requested products and services required to meet the Water and Wastewater operational needs on a
single source basis. The Procurement Services Division posted a public notice to the vendor community of the County’s
intent to designate Lazenby & Associates, Inc. as a single source provider through the County’s bidding platform for
seven days and did not receive any response.
Staff recommends that the Board approve the attached Agreement No. 25-054-NS, HF Scientific Equipment, Products,
and Services, under a single source waiver for an estimated amount of $100,000 per fiscal year for a period of five years
from Fiscal Year 2025 through Fiscal Year 2029.
FISCAL IMPACT: Funds in an estimated amount of $100,000 are available in the FY 2025 Collier County Water-
Sewer District Operating Fund (4008), the Water Capital Project Fund (4012), and the Wastewater Capital Project Fund
(4014). The sum of $100,000 was used as it approximated what was actually spent in FY2023. As the utility system
ages, the quantity of materials purchased will vary depending on the actual repair/replacement needs and may exceed the
estimated expenditures over the life of the contract beyond $500,000 pursuant to Board approved operating and capital
budgets.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the
adequacy and availability of viable critical infrastructure and essential life-sustaining services.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

The County has invested over $1,068,000.00 as of FY23 in the HF Scientific products since 2005 which is
integrated with the SCADA controls. The equipment has proven to be reliable and County staff are trained on
the equipment.
County staff are trained on the equipment and can quickly and easily field swap units keeping
monitoring downtime to a minimum. The equipment is tied into the SCADA controls. The HF Scientific
equipment has been proven to be reliable and accurate, keeping the County in compliance with State
and Federal requirements. The costs associated to changing to a different vendor would be equipment
costs, training costs, significant downtime on regulation monitoring to integrate the equipment into the
SCADA program and train staff. Monitoring downtime could lead to health and safety issues.
The County has invested over $1,068,000.00 as of FY23 in the HF Scientific products since 2005 which is
integrated with the SCADA controls. The equipment has proven to be reliable and County staff are trained on
the equipment. The costs associated to changing to a different vendor would be equipment costs, training
costs, significant downtime on regulation monitoring to integrate the equipment into the SCADA
program and train staff. Monitoring downtime could lead to health and safety issues.
