Executive Summary
Recommendation to approve the selection committee’s ranking and authorize staff to begin contract negotiations with the
top-ranked firm, Jones, Edmunds & Associates, Inc., concerning Request for Professional Services (“RPS”) No. 24-8229,
“Design Services for Immokalee Recycling Drop-off Center and Scalehouse & Control Center,” so that staff can bring a
proposed agreement back for the Board’s consideration at a future meeting. (Project No. 70232)
OBJECTIVE: To approve the selection committee’s ranking for RPS No. 24-8229 and authorize staff to negotiate an
agreement to engage professional design services for the Immokalee Recycling Drop-off Center and Scale House &
Control Center (“the Project”). (Project No. 70232). This essential service will provide County-wide service levels for
Immokalee and new Towns/Villages in North Collier County.
CONSIDERATIONS: The Project will deliver final design plans for a new Recycling Drop-Off Center at the
Immokalee Solid Waste Property, located at 700 Stockade Road in Immokalee, Florida. The design will be modeled
after the completed Tim Nance Recycling Drop-Off Center situated at 825 39th Avenue NE. Additionally, a new
Scalehouse and Control Center will be designed to function similarly to the Scalehouse at the Collier County Landfill,
incorporating an inbound and outbound scale system. The Project's goal is to provide an additional recycling drop-off
location for the convenience of County residents.
On May 14, 2024, the Procurement Services Division posted RPS No. 24-8229, Design Services for Immokalee
Recycling Drop-off Center and Scalehouse & Control Center Project. The County received three proposals by the June
14, 2024, submission deadline. All three firms were found to be responsive and responsible.
A selection committee met on August 8, 2024, and after deliberation, scored the proposals and shortlisted all three firms
to provide presentations. On August 27, 2024, the selection committee reconvened for step 2 presentations and ranked
the firms as shown below.

Staff is recommending that the Board approve the selection committee’s ranking and authorize staff to begin contract
negotiations with the top-ranked firm, Jones, Edmunds & Associates, Inc. (“Jones”), in accordance with Florida
Statutes, Section 287.055, the Consultants’ Competitive Negotiation Act.
Jones is a civil engineering company with 50 years of experience specializing in civil and solid waste engineering
projects. With offices across Florida, including in Hillsborough and Hendry Counties, Jones, Edmunds & Associates has
successfully delivered services on numerous projects throughout Florida. Notable projects include the Pasco County
Scalehouse Replacement, the Walton County Solid Waste Transfer Station and Scalehouse, and the Brevard County
Mockingbird Transfer Station and Scalehouse.
If staff is unable to reach an agreement with the number one ranked firm, staff will continue negotiating with the second
ranked firm, so a proposed agreement can be brought back for the Board’s consideration at a future meeting.
FISCAL IMPACT: Funding for the subsequent contract is within the FY2025 Capital Budget. The source of funding
will be the Solid Waste Capital Fund (4074).
GROWTH MANAGEMENT IMPACT: This item is consistent with the GMP and AUIR CIP Program to serve a
growing customer base in North County customers, including the ability to provide County-wide essential service levels
for our customers in Immokallee and new towns/Villages planned in North Collier County.

INTRODUCTION
As requested by the Collier County Solid Waste Division (hereinafter, the “Division or Department”), the Collier County Board of
County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Professional Services
(hereinafter, “RPS”) with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms,
conditions and specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications
or Scope of Work stated.
BACKGROUND
The County’s Recycling Drop-off Centers are public service centers that allow the public to drop off materials that require
environmentally safe disposal and/or recycling of materials such as cardboard, electronics, and metals.
The County’s four major Recycling Drop-Off Centers are listed below:
1. North Collier Recycling Drop-off Center (NCRC), located at 9950 Goodlette Frank Rd N. Naples, FL.
2. Naples Recycling Drop-off Center (NRC), located at 2640 Corporate Flight Dr. Naples, FL.
3. Marco Island Recycling Drop-off Center (MRC), located at 990 Chalmer Dr. Marco Island, FL.
4. Tim Nance Recycling Drop-off Center (TNRC,) located at 825 39th Ave N.E. Naples, FL.

The Collier County Solid Waste Division of the Public Utilities Department seeks Professional Planning and Design Services for a
new Immokalee Recycling Drop-Off Center (IRC) including a Scalehouse with scales and Control Center. The new Recycling Drop-
off Center (IRC) will be constructed on the Counties Immokalee Solid Waste Property located at 700 Stockade Road in Immokalee,
Florida.
New Immokalee Recycling Drop-off Center (IRC)
The purpose of the new Recycling Center is to provide services equivalent to those available at the County's other primary Recycling
Drop-Off Centers. The design concept for the IRC is envisioned to operate the same as the Tim Nance Recycling Drop-off Center
(TNRC), formally known as the North East County Recycling Drop-Off Center (NERDC). At the TNRC the residential traffic follows
a flow-through, one-way style, allowing residents to conveniently drop off items on one side of the building. Simultaneously,
commercial traffic for waste pick-up and hauling is strategically positioned on the opposite side to minimize vehicular intersections.
For supplemental informational purposes, the County has supplied the TNRC As-builts drawings, to help facilitate and ensure a
streamlined and efficient level of effort for the planning and design.

New Scalehouse and Control Center
The purpose of the New Scalehouse and Control Center is to functionally operate the same as the scalehouses at the Collier County
Landfill. The Collier County Landfill design incorporates an inbound and outbound scale system, ensuring accurate recording of
transactions. The site's security and various processes, such as landfill gas operations, are monitored through SCADA and other video
elements.

Upon entering the Improved Immokalee site, every customer, including curbside haulers, commercial haulers, and residents, will
pass over the scales. This initial step serves the purpose of facilitating seamless transaction processing and provides customers with
clear directions on where to offload. The new Scalehouse, complete with adjacent inbound and outbound scales, is specifically
designed to emulate standard industrial design principles.
TERM OF CONTRACT
County reserves the right to modify this scope during negotiations for budgetary reasons.
The contract term, if an award is made, will commence on the date of the Notice to Proceed and end upon acceptance and approval
of the final payment.
Prices shall remain firm for the term of the awarded contract.
Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure.
DETAILED SCOPE OF WORK
I. Site Plan Programming & Development
The following deliverables and work scope include, but are not limited to:
a. Provide a conceptual site layout that does not interfere with existing operations or impact existing waste cells.
b. All civil design elements including topographical survey, geotechnical investigation, existing utility locates, and
stormwater management.
c. Prepare and submit required permit applications such as Site Development Plan Amendment, submit to regulatory
agencies, and obtain approvals.
II. Design Services: including, but not limited to:
a. Coordination with County agencies, such as Solid Waste, Information Technologies (IT), and Public Utilities Security,
for design work associated with area of expertise and meet subsequent design criteria’s with design submittals.
b. Architectural, Structural, Plumbing, Mechanical, Site Civil, Electrical and Fire Protection design, Telecommunications,
and Landscape Architecture.
c. Roadway improvements on Stockade Rd. as/if required by the County.
d. Stormwater management as required by the applicable agencies, for e.g., Growth Management and South Florida Water
Management District (SFWMD).
e. Interior layout of the building to provide an ergonomic, functional, and safe environment for staff and customers
including room dimensions, window locations, office and meeting space, breakroom, counter space, lighting, flooring,
lockers, bathrooms with shower, Americans with Disabilities Act (ADA) compliant features, and an equipment closet
with separate air handling and conditioning suitable to maintain cold temperatures required for IT and other
instrumentation. Utilize County standards when required (e.g., IT).
f. For Scalehouse and Controls Center - transaction drawers, and windows on scale-facing sides of the building,
cashier/scale instrumentation, inbound and outbound scales including drop arms, electric sign boards, traffic lights,
operational controls, and integration with scale software and ancillary equipment (for e.g., kiosks, security camera
system) similar to those currently used at the existing scale houses at the Collier County Landfill (CCLF) located at
3750 White Lake Blvd.
g. For Recycling Drop-off Center - venting for Household Hazardous Waste (HHW) storage areas per regulatory
requirements.

• Provide a recommendation letter of award with a “Reference Log” showing the date, time, and comments of all
contacted references provided by the prospective contractor.
• Consult with and advise the County as to the acceptability of the contractor and subcontractors, suppliers, and other
organizations proposed by the Prime Contractor for those portions of the work as to which such acceptability is required
by the Contract Documents.
• Consult with the County concerning, and determine the acceptability of, substitute material and equipment proposed by
the Contractor. Construction Administration during construction and close-out phases including but not limited to:
• Coordinate with CEI, County, and Contractor(s) as needed to ensure adherence to design. Attend construction kick-off
meeting.
• Review shop drawing submittals from the contractor.
• Catalog requests for information (RFIs) and prepare written responses.
• Mitigate any potential challenges that might hinder the project and its design, incorporating considerations of field
conditions and operations into the proposed design and cost framework.
• Conduct site visits as required depending on the pace and stage of the work, to observe the construction and meet with
the County after to discuss the project progress.
• Coordinate and lead a formal construction progress meeting no less than every two weeks with the County and
contractor.
• Prepare and distribute minutes of the construction progress meetings.
• Conduct formal inspection at the Substantial Completion stage.
• Prepare and distribute punch list completion items.
• Issue a Substantial Completion Certification letter.
• Conduct a final inspection after all substantial completion punch list items have been completed. The County may
request the consultant to provide a cost estimate for the Final Punch List.
• Review building and infrastructure as-builts provided by the contractor’s surveyor.
• Review final record drawings for scale-related construction for final site certification from the County.
• Issue Final Acceptance Certification letter; and
• Other relevant tasks normally conducted by and the responsibility of the Engineer of Record (EOR).

The mission of the Collier County Solid and Hazardous Waste Department is “To deliver the best value, high quality,
sustainable solid waste management services that meet our customers’ expectations.” With the significant growth
expected in the Immokalee area, the improvements and expansion associated with this project are critical to meet the
County’s mission. As such, you seek an engineering consultant with a proven performance record with municipal and
solid waste facilities to support your needs. Jones Edmunds and our trusted partner, The Lunz Group, will provide
Collier County with a new scalehouse and control center, roads, scales, and recycling drop-off center that meet
the County’s needs now and in the future. We have also included a local engineering firm, LJA, to assist with local
permitting and survey.
Our team has current relevant solid waste facility experience that we bring to this project. Our team recently
completed the Pasco County scalehouse replacement project. This project incorporated maintaining scalehouse
operations during the construction of the new facilities and a design approach to stay within the County’s budget.

Rich Koller, PE - QA/QC
Rich has over 34 years of experience in civil and environmental engineering, project
management, Design-Build, and construction administration, including managing projects at
all phases, from planning and design through permitting and construction. He has managed
several US Army Corps of Engineers (USACE) multi-discipline projects at MacDill Air Force Base,
Patrick Air Force Base, and Cape Canaveral Space Force Station, including Design-Build projects
and Request for Proposal requirements documents. Rich is also a Program and Project Manager for
many projects at Kennedy Space Center and has worked on a variety of project types including
site/civil land development, stormwater drainage, water supply and sanitary sewer collection and
treatment, solid waste facilities, roadway improvements, and building design and rehabilitation. As
part of the design process, he is also actively involved in constructability reviews. Rich is currently
the Jones Edmunds Project Manager for the City of Tampa Solid Waste Facilities Relocation Project.
John Harvey, PE, LEED AP - Project Manager
John will lead this project as the Project Manager. With over 36 years of experience in
civil engineering, he specializes in land development, highway design, drainage, and
construction. He has played a pivotal technical and management role in programming,
research, analysis, design development, permitting, documentation, and QA/QC for
numerous multi-disciplinary projects. His career has focused on large transportation and
commercial site development projects, which require effective planning and coordination of

Kokolakis Contracting to be their Design-Build partner for this project
that will redevelop two properties recently acquired by the City of
Tampa Police Department for use as their new Evidence Processing
and Forensics Testing Facility. John is the overall Project Manager for
Jones Edmunds’ services, which include the development of site plan
documents, property entitlements, and permitting for the 7.26-acre
site. Specific components of design and permitting include grading,
drainage, stormwater treatment, municipal utility services (sanitary
water, fire), wetlands, site security provisions, tree preservation/
mitigation, landscape architecture, and irrigation systems.
Solid Waste Facility Relocation | City of Tampa | QA/QC | John
will be performing QA/QC for this $60 million Design-Build project
with Kokolakis Contractors. The project includes a new scalehouse
and scales, administration building, parking garage, maintenance
facility, truck wash, and parking.
*Preston Ridge Nursing Center | Alpharetta, GA | John managed
the site planning, engineering, and land entitlement services on
7 acres of residual commercially zoned property encumbered by
significant natural features, adjacent developments, and roadways
around the perimeter. Balancing the development needs with the
physical and environmental constraints was achieved with creative
grading and landscaping that retains the land’s natural character.
Developers had avoided this property due to the myriad of rules,
including regulated streams and wetlands, substantial grade
variation across the site and with adjacent properties, heavily
forested areas controlled by the City, challenging soil conditions, and
several utility corridors across the property. The scope of services
included providing Engineer of Record services for civil-site planning
and design, landscape architecture, site lighting design, roadway,
and utility design and expediting support to the architect and land
development team. Through consistent communication of project
issues and progress, John successfully supported and guided the
development team through an efficient land development design and
permitting process.

Principal
Ken is the Jones Edmunds Managing Director for the Civil and
Environmental Discipline. The various environmental engineering
projects he has managed include designing and permitting new
facilities, transfer stations, scalehouses, landfill expansions and
closures, leachate storage, and transfer facilities, and gas extraction
systems. He has led roadway design projects, facility design, park/
recreation projects, and water/wastewater infrastructure projects.
Ken has also managed numerous construction administration service
projects. He is currently managing the Clay County MRF repairs
project.

Manager | Ken was the Project Manager for the design and
construction services of a new scalehouse at the West Pasco Solid
Waste and Resource Recovery Facility. Jones Edmunds worked

canopy-covered scales, and the addition of a second outbound lane.
West Pasco Administration Building | Pasco County | Project
Manager | Ken was the Project Manager for the design, permitting,
and construction of a 4,000-square-foot administrative building.
Jones Edmunds worked with Ardurra and Howard and Associates for
the new administration building on County-owned property west of
the West Pasco Landfill at Bryan Court off Softwind Lane.
Transfer Station Construction | Walton County | QA/QC | Ken
provided QA/QC and client services on this project to provide
construction contract administration and resident observation services
for the construction of the County’s new Class I Solid Waste transfer
station designed by Jones Edmunds. He performed QA on the project
construction services, verifying that the project was completed in
general conformance with the construction contract.
Perdido Landfill – Section 5 Cell 1A | Escambia County | QA/
QC | Ken provided QA/QC services. Jones Edmunds designed,
obtained permits, and prepared construction bid documents for the
Phase 5 Class I landfill bottom-liner expansion. The project included
constructing a new cell over an old, unlined landfill area; tying to
existing lined cells; dewatering, perimeter access roads, concrete-
lined stormwater swales, and early gas collection piping; and a lift
station and related work.
Bass Road Landfill Closure Permit Renewal | Osceola County |
Project Manager and QA/QC | Ken managed the project and
reviewed the permit application. Jones Edmunds prepared the
closure permit-renewal application for the Bass Road Closed Class I
Landfill, including the appropriate forms and engineering reports in

Alan serves as a Client Service Manager and brings knowledge and
experience to our Civil/Environmental Discipline. Alan previously
served as the Clay County Environmental Services Director, where
he oversaw all solid waste operations, including but not limited
to disposal and collection assessment programs, residential and
commercial solid waste collections by franchise haulers operating
in the County, Class I and C&D transfer stations, five residential
solid waste drop-off centers, ten closed landfills, materials recovery

| Alan provided guidance and quality control over this project, a
desktop siting analysis for a potential new landfill in Citrus County.

on a land swap, and the DOF requested that the County conduct
a landfill siting analysis to verify that the DOF land adjacent to the
existing landfill is the best location for the expansion.

several CMAR and Design-Build projects. Rich works closely with

Transfer Station Design and Construction | Reedy Creek Improvement
District | Project Manager | Rich led all design, permitting, and
construction-phase technical support efforts. He managed all facilities

needs for this highly successful 275-tons-per-day solid waste transfer
station to serve the Disney theme parks. The project included fleet

Mockingbird Transfer Station | Brevard County | Project Manager |
Rich led site layout, civil, infrastructure, facilities, and cost evaluation
for a new Titusville Transfer Station in northern Brevard County. He
coordinated with our team and vendors, advised County staff, and
directed site layout, civil, infrastructure, facilities, cost estimating,
and all permitting. The project included a feasibility study,
preliminary and final design, permitting the new transfer station, and
expanding a mulching area on the same site. The project included
a new 21,000-square-foot transfer station building, a 2,100-square-
foot office/break room building, and a new 340-square-foot
scalehouse facility for weighing inbound and outbound trucks,
fueling systems, equipment and truck parking facilities, and related
fleet vehicle facilities.
Central Regional Utility Service Area (CRUSA) Water Production
Facility Design | Polk County | Project Manager | Rich led the
Jones Edmunds project team and subconsultants. He provided client
support to Polk County Utilities throughout this CMAR project. As
Senior Civil Engineer, he oversaw the site development, including

Trent specializes in municipal, transportation, and correctional facility
design. Trent has experienced working with local city, county, and state
and federal agencies including the City of Lakeland, Sumter County,
the Florida Department of Corrections, and the United States Postal
Service. He has experience working on a variety of project typologies,
including academic buildings, fire stations, correctional facilities, public
and civic facilities, and more. Trent has a strong technical background
from experience gained working as a Project Manager at several
engineering firms and from more than 30 years with The Lunz Group.

Lakeland Fire Station No. 7 / ARFF* | City of Lakeland | Senior
Project Architect | The Lunz Group designed Fire Station No. 7 located
at the Lakeland Linder Airport, which serves as both a community station
and Aircraft Rescue Firefighting Station (ARFF). The facility provides one
house for dual uses and was designed with a base line 30% energy
savings and a 60% reduction in water consumption. It also capitalizes
on natural light in living and work areas, and the facility features glass
doors on all five bays. The facility was designed using the GBI Green
Globes Sustainable protocol and achieved two Green Globes Ratings,
making it the first and only Green Globes Certified ARFF in the country
and the highest-rated fire station in Florida at its time.
Polk County Sheriff Burnham McCall Training Center | Polk County
Sheriff | Senior Project Architect | The Lunz Group is working with
the Polk County Sheriff’s Office for the Architectural and Engineering
Service for the new Burnham-McCall Training Center Facility.

is an identified stormwater best management practice (BMP) that,
once implemented, would work toward meeting the total maximum
daily load (TMDL) goals for reducing nutrients to the Halifax River.
The project entails replacing the existing reinforced concrete pipe
along Buckingham Drive with an exfiltration trench, installing a weir
structure at the downstream end of the proposed exfiltration, and
retrofitting the outfall at the Halifax River with the installation of a
baffle box.

Central County Solid Waste Disposal Complex Phase III
Expansion | Sarasota County | Project Manager and Engineer
of Record | Tobin managed and served as the Engineer of
Record for the Phase III landfill expansion development and
construction. The project included preliminary engineering,
design, permitting, developing bid documents, construction
contract administration, construction quality assurance, and
certification. This landfill expansion is one of the largest Class I
landfills constructed in Florida recently, covering 53 acres at a
construction cost of $32.6 million and a construction duration
of 14 months. Aside from the significant scale of the project, it
featured numerous cost-saving, innovative design approaches
that provided value, increased capacity, and minimized
capital costs.
Ash Monofill Expansion | Lee County | Project Manager and
Engineer of Record | Tobin served as the Project Manager for
the 20-acre lateral expansion of the Lee/Hendry Solid Waste
Disposal Facility Ash Monofill. The project also involved Title
V Tier 2 testing, Title V permitting, and a $5-million expansion

Carol Sawyer has served as Project Engineer or Project Manager
on various solid waste projects, including rate studies, landfill
expansions, transfer stations, facility improvements, Title V
assistance, permitting, and construction-phase services. She has a
background in geotechnical engineering and is also involved in other
general civil engineering projects for geotechnical investigations and

roadways, retaining walls, and ramps at the inbound/outbound
scales.
Transfer Station | Walton County | QA/QC | Carol developed
much of the Concept Plan Report and prepared the FDEP solid waste
permit application for this project for the County’s new Class I Solid
Waste transfer station.
Central Disposal Facility South Landfill – Cell 1 | Brevard County
| Project Engineer | Carol served as the Engineer of Record for
the geotechnical aspects of the design and the earthwork CQA
Officer. Carol performed the QC/CQA testing in addition to
preparing design calculations and reviewing specifications, data,
and submittals from other firms involved.
NCLF Phase V and VI Landfill Expansion | Polk County Board of
County Commissioners | Project Engineer | Carol coordinated the
subsurface investigation and soils lab testing, analyzed the soils
data, and performed the geotechnical analyses for the Phase V
and VI landfill expansion designs and permitting. She prepared the
Geotechnical Infestation and Evaluation Report for the permit. Carol
was part of the CQA team during the construction of Phase V and
was responsible for reviewing and evaluating the earthwork testing
results. She also assisted with preparing the completion report.
Central County Solid Waste Disposal Complex Phase III Expansion
| Sarasota County | Project Engineer | Carol served as Project
Engineer and Geotechnical Engineer of Record for this Class I
Landfill Expansion Project. Part I of this project involved developing
a detailed geotechnical investigation and testing plan, coordinating
the drilling and testing effort, and preliminary geotechnical analysis.
Carol led this effort and worked closely with the landfill design
engineers to develop expansion options for the client. She was the
Geotechnical Engineer of Record for the final solid waste permit
application and provided senior review effort to other aspects of the
permit application.

MARK HADLOCK, PE
Solid Waste Design
Mark is a Senior Engineer in Jones Edmunds’ Solid Waste
Department. He will provide solid waste design support for this
project. He has been involved in all aspects of solid-waste-related
engineering design and construction projects over his career.
In addition, he has extensive experience in solid waste facility
design and rehabilitation. Recent projects in Alachua County, Clay
County, and Marion County are evidence of his qualifications and
experience.

| Mark served as the Project Manager on this project where Jones

MRF Repairs | Clay County | Senior Project Engineer | Mark is
serving as the Senior Project Engineer on this project where Jones
Edmunds is providing design, bid-phase, and construction-phase
engineering services for the improvements to the County’s Solid
Waste Materials Recovery Facility (MRF). The improvements are
needed because of many years of normal wear on the MRF building.
The MRF was constructed in the 1980s, and several systems need to
be replaced to maintain safe and efficient operations. These systems
include:
• Repair the roof and steel purlin supports.
• Install new push walls.
• Install a new outside concrete bunker.
• Replace the overhead lighting and demolish the old electrical
systems.
• Repair the damaged steel column and lower wall panels.
Transfer Station Modifications | Marion County | Project Manager
| Mark managed this project to repair and upgrade the County’s
existing transfer station in anticipation of processing out-of-county
disposal. This project followed a Transfer Station Evaluation project
where we identified the items to be upgraded. Jones Edmunds
provided civil, mechanical, and structural design associated with the
renovation, including lighting improvements, road widening, tunnel
scale system and displays, fire protection, communications system,
concrete curb cutting/lane widening, brushes structural steel supports
and replacement, signs and markings, and concrete repair. We
also prepared a bid package and provided bidding assistance and
construction services.

Construction Administration
Gregg has served as a Construction Contract Administrator on
various construction projects in Florida. He coordinates field
activities with clients, contractors, and our personnel. He oversees
pre-construction activities, including pre-construction conferences,
public engagement and coordination, and reviews of contractor
construction and submittal schedules. During construction, he reviews
shop drawings and contractor pay requisitions, fields and processes
contractor claims, processes change orders, responds to contractor
requests for additional information, investigates private property/
resident concerns, and provides construction reports for the Owner.

performed QA/QC services. Jones Edmunds provided engineering
and construction-phase services for the 20-acre expansion of the
landfill. We also implemented an innovative bottom liner design. The
new bottom liner system reduces construction complexity, duration,
and costs. We helped NRSWA to save approximately $1.6 million
(more than 40%) in construction costs.
Perdido Landfill Section 5 Cell 1A | Escambia County | Project
Manager | Danny served as the Project Manager for the construction
administration services of the landfill’s bottom-liner expansion. The
project included constructing a new cell, tying to existing lined cells,
dewatering, perimeter access roads, concrete-lined stormwater
swales, early gas collection piping, and a lift station and related

JAMILA MORRISON

Jamila is one of Jones Edmunds’ Construction Project Coordinators.
She is experienced with construction contracts, specifically with
EJCDC and AIA standard contracts. Additionally, Jamila helps
with funding coordination and compliance with grant agreements.
She has extensive experience working with FDOT and the Water
Management Districts, along with her experience managing the

Waste & Recycling combined to complete the design, permitting, and
construction services for the Phase V portion of the project within 36
months. The unique leachate collection system design and location of
portions of the Phase V bottom liner below the seasonal high-water
level resulted in significant construction cost savings, allowing for
future eastward expansion, and generated more than 200,000 cubic
yards of soil for future landfill operations.

He began his duties as a Survey crew rodman and was later promoted to instrument man and later Survey Crew Party Chief. Mr. Hackney left ABB for the University of Florida in 1991 to pursue a Bachelor’s Degree in Surveying and Mapping, returning in 1993 after graduation. As a project Surveyor, Mr. Hackney is responsible for Boundary Surveys of sectionalized lands, subdivisions, and metes and bounds parcels; Topographic Surveys for engineering design, Quantity Surveys; Condominium Surveys and preparation of condominium documents; Hydrographic Surveys; roadway Control Surveys, roadway Design Surveys and Right-of-Way mapping; subdivision planning and construction layout of all phases of subdivision construction, including home sites, utilities, roadways and buildings; Record Surveys/As-Built Surveys; field locations of environmental jurisdictional lines; horizontal and vertical control for aerial photography. North Central Landfill Scalehouse Facility
Client: Polk County
Jones Edmunds provided professional services for the permitting, designing, and
constructing of a new scalehouse facility at the North Central Landfill in Polk County.
The project consisted of a 765-square-foot building, observation platform, three
scales, operational systems, bypass lanes, pavement modifications, site utilities,
drainage, earthwork, and demolition. Jones Edmunds was responsible for the building’s
architectural, structural, mechanical, HVAC, and electrical design. The facility was
equipped with a state-of-the-art camera system that monitors incoming and outgoing
vehicles and the interior scalehouse operations. The video feeds are accessible from
the scalehouse or the remote administration building. The new scalehouse had to
be constructed, and the old scalehouse was demolished without interruption to the
approximately 700 customers who passed through the facility daily.

The roadway improvements included widening the
single inbound lane near the entrance, providing two
continuous inbound lanes from the landfill entrance to
the scale area, and designing a road-side swale and
culvert for drainage. In addition, we modified signage
and striping to improve traffic control. The scale area
work encompassed a new automated scale, operational
systems, pavement modification, site utilities, grating
improvements, earthwork, drainage, and demolition.
The project’s design phase consisted of developing
construction-bid documents, including design drawings
and technical specifications, corresponding with FDEP,
and preparing an engineering estimate of probable
construction costs. Bid-phase services included
responding to questions from bidders and preparing an addendum to the bid documents. Jones Edmunds also
provided local building permit application assistance in the form of responses to requests for information.
We also attended preconstruction meetings, reviewed shop drawings and other submittals, provided field
observation at critical points, and conducted a Substantial Completion walk-through.
MRF Expansion, Rosemary Hill
Client: Clay County
Our capabilities for Public Works County clients
are well demonstrated by the Materials Recovery
Facility, Household Hazardous Waste Building, and
Administrative Offices design project completed by
Jones Edmunds at the Clay County Rosemary Hill
Landfill. This project involved asbestos assessment
and abatement, demolition of a two-story wood frame
office building, expansion of the recycling center’s pre-engineered metal building to provide more working
floor area for processing and storage, and construction of a new two-story office building and drive-through
household hazardous waste facility. Also included with this project were the additions of two scales and a new
prefabricated scalehouse.
Transfer Station Design and Construction
Client: Reedy Creek Energy Services
Jones Edmunds and Wharton-Smith, as a Design-Build
team, were selected to design, permit, and construct a new
275-tons-per-day (tpd) solid waste transfer station for Reedy
Creek Energy Services to serve the Disney theme parks. The
new station replaced an aging transfer station. The project
involved developing a vacant site in the Reedy Creek South
Service Area with a new 12,000-square-foot transfer station
facility, 6,600-square-foot office and maintenance building,
parking, circulation roadways, vehicle storage, truck wash,
truck scales, and related utility and stormwater infrastructure.
The project included FDEP solid waste permitting and water
and wastewater construction permitting, and Environmental
Resource Permitting through the South Florida Water
Management District.

Jones Edmunds was the Prime A/E for this project and led the development of the site and facilities design
concept. We were responsible for all design, permitting, and construction-phase technical support. We
provided all facilities engineering disciplines, including civil, environmental, structural, mechanical, electrical,
plumbing, and fire protection. Reedy Creek engineers and facilities users reported during follow-up visits
months and years after operations commenced that they were very pleased with the new facility. The total
project cost was approximately $3.5M.
Imperial Lakes Water Treatment Plant Improvements
Client: Polk County
Jones Edmunds provided planning, design, permitting, and
construction-phase services for the Imperial Lakes Water
Treatment Plant improvements project to serve Polk County’s
Southwest Regional Utility Service Area. This project included
the design of a new 4,000-square-foot Process Facility. The
Process Facility was designed to house the raw water treatment
process (sand filters) and the chemical storage and delivery
systems and included an electrical room and operations office.
The Process Facility’s architectural design was a prefabricated metal building designed to resemble a horse
barn so that it blended in with the local community. In addition to the Process Facility, an existing masonry
electrical room was expanded. This required the removal of load-bearing walls and the construction of new
walls while maintaining the existing equipment in operational status. The project included comprehensive
permitting services, including preparing application packages and responding to requests for additional
information necessary to obtain the Levels 2 and 4 Polk County Development Review Committee Permits and a
Polk County Transportation Division Right-of-Way Use Permit. Architectural renderings were performed during
the project to allow residents of the Imperial Lakes community to see what the final project would look like.
MacDill Combat Training Facility
Client: US Army Corps of Engineers
Jones Edmunds provided architectural and engineering
design and permitting services under a Design-Build
contract for a new single-story, 6,933-square-foot facility
and renovating an existing 3,260--square-foot facility.
The facility complies with the MacDill Air Force Base
Design Guidelines and is LEED Silver certified by the U.S.
Green Building Council® LEED green building certification
program. The facility accommodates 15 full-time personnel, training classrooms, work areas, storage,
communications rooms, and more.
Rainbow Springs SP Office Building
Client: FDEP – Design and Construction
This project addressed the demolition of an existing office wing
and reconstruction of a new smaller square footage facility
more suited to the needs of the operators located at Rainbow
Springs State Park in Florida. In addition to the architectural,
structural, and electrical design, the mechanical system work
consisted of removing the existing HVAC and plumbing systems
in the demolished wing and providing all new HVAC and plumbing equipment in the new addition. The new
systems were also integrated with existing building systems that were not within the demolished wing.

Lunz Group Experience
The Lunz Group also has experience working with local city, county, state, and federal government agencies.
They have served multiple municipalities on a continuing basis since 1987 and have completed more than
500 projects under continuing contracts for 16 clients, eight of which are government clients. With a deep
portfolio of government projects, The Lunz Group team members are experienced in working with government
facilities. Ongoing projects currently under construction include Winter Haven’s Fire Station No. 3, the Plant
City Community Center, Bonnet Springs Park, the Campbell City Tax Collector Office, and many more. They
have completed many county projects throughout the years that have been constructed using the Construction
Manager at Risk (CMAR) method. Projects they have completed with the CMAR method include Polk County
park facilities, the NOAA Aircraft Operations Center, Austin Tindall Regional park, and multiple fire stations.
Alternative Delivery Experience
If the County decides to incorporate an alternative delivery method, Jones Edmunds has significant experience
with the Design-Build delivery method and design criteria packages. The Design-Build method allows for
expanded collaboration and communication between the owner, designer, and contractor compared to
the traditional Design-Bid-Build process. It can provide accelerated schedules, improved value engineering
opportunities, and single-point responsibility and accountability. To succeed and ensure the owner gets what
they expect, detailed scopes of work or preliminary conceptual designs ahead of entering a Design-Build
contract are essential. Jones Edmunds has performed the preliminary concept designs and participated as
the Engineer of Record within the Design-Build process. Jones Edmunds is a Design-Build Institute of America
member and has teamed with general contractors to provide civil and environmental engineering design
services on several Design-Build projects. Some current Design-Build teams we are on include two projects with
Kokolakis Contracting for the City of Tampa Solid Waste Facility Relocation and Impound Lot Relocation.
CMAR is another approach to completing a construction project. The procurement processes for using the
CMAR approach can be complicated, and Jones Edmunds understands and has extensive experience with this
type of project delivery model. We are currently working on several CMAR-type projects and have completed
these types of projects throughout the State, as shown below.
Permitting Experience
Jones Edmunds is known for our expertise in federal, state, and local regulations concerning solid waste
management, environmental resources (including stormwater), air resources, and groundwater monitoring. We
participate in rulemaking workshops and technical advisory groups to provide input, advocate for our clients,
and stay abreast of upcoming changes. Jones Edmunds has established relationships with regulatory agencies,

Jones Edmunds has permitted all types of projects,
from transfer stations, scalehouses, landfill cells, roads,
water and wastewater treatment plants, and many
other facilities. The key to all permitting is proactively
meeting with operations staff and regulators to ensure
all permit information is compiled correctly and
submitted. Meeting regulators at the project’s beginning
is critical to ensuring we understand what they want to
see in a permit submittal. We have built long-standing
relationships with all the permitting agencies through all the projects we have completed over the years.
We would anticipate for this project that we would need to submit a package to the Collier County Land
Development Review Division. Land Development includes a review of utilities, environmental (vegetation,
wildlife, wetlands), transportation, landscaping, stormwater, and building architecture. We will engage with
the County Development Review Division during the design development to ensure the County standards are
satisfied and the design will be permitted. LJA is on our team to provide their local knowledge and expertise in
working through the Land Development process.
Our team’s combined municipal experience in consultation, design, administration, permitting, governing
regulations, and construction phase services gives us a specific understanding of how to work with our
regulatory agencies, facilities management, department divisions, elected officials, and stakeholders, as well
as the local community. Our attention to detail and ability to fast-track submission often means much less time
in the permitting process – meaning a quicker project start-up for construction.
Public Involvement
Jones Edmunds employs staff specializing in public and community relations and has full-service graphics
capabilities to produce brochures, presentation boards, slide shows, and videos as educational materials.

Pasco County
Scalehouse Replacement
The Pasco County Utilities Department owns and
operates the West Pasco County Solid Waste and
Resource Recovery Facility. The 800-acre property
has various solid waste processing and disposal
facilities, including a mass burn waste-to-energy
(WTE) facility and Class I, Class III, and ash monofill
landfills. These facilities operate as part of the County’s
integrated solid waste management system in addition
to other ancillary support facilities. The facility has
two scalehouses, one for each entrance, that are
used to weigh vehicles that enter and exit the facility.
The primary scalehouse that serves the Class I and
commercial solid waste traffic was constructed in the
early 1990s. The secondary scalehouse serves as the
citizens’ drop-off and was constructed in 2011.
The County desired to update the primary scalehouse
to provide a larger building and updated facilities. The
existing primary scalehouse had two inbound scales
and an inbound bypass lane on the inside lane. There
was one outbound scale and an outbound bypass lane
on the inside lane.
The following elements were included with the new
primary scalehouse for the Resource Recovery Facility:
• The existing scalehouse was demolished and
replaced with a new concrete block facility. A
pre-engineered metal overhead canopy structure
covers both the building and the scales.
• The outside inbound scale was relocated to
become the inside inbound scale adjacent to
the new building. The outside lane became the
inbound bypass lane. A new inside outbound
scale was installed, and a new
outbound bypass lane was added
outside.
Jones Edmunds performed all the site civil,
including demolition, new and relocated
scales, and bypass lanes. The Lunz Group
provided the new scalehouse and canopy’s
architecture, structural, mechanical, electric,
plumbing, and fire protection.
There were no change orders during the
construction of this project.

Walton County
Transfer Station Design and Construction
Walton County’s existing transfer station was at the end of its
useful life and needed to be replaced. It was not originally
designed to be a transfer station and was neither optimally
functional nor properly located for transfer operations on the
County’s solid waste management site.
Jones Edmunds worked closely with County staff to develop a
Concept Plan for a new solid waste transfer station capturing
the County’s longer-term goals and objectives for solid waste
management. We assessed sizing, site options, and costs
and provided a schematic site and facility design, which the
County approved. Jones Edmunds completed the final design,
including contract drawings, permitting, and specifications
for bidding and construction. The design involved surveying,
geotechnical investigations, and civil, environmental,
architectural, mechanical, electrical, communications,
plumbing, and structural designs. The architectural design
was performed by The Lunz Group.
Key design elements for the transfer station included
access drives capable of handling large transfer tractor
trailers, trailer parking, leachate management, truck
scales, scalehouse, personnel breakroom and restroom

accommodating future expansion.
Jones Edmunds worked with the City of DeFuniak Springs for
water and sewer utility services. We obtained FDEP water
and sewer service connection permits, coordinating FDEP
applications and final design details with the City. We also
completed FDEP Solid Waste Processing Facility Permitting
and Environmental Resources Permitting. Jones Edmunds coordinated pre-application meetings with agency
and County staff to help smooth the application and approval process.
We provided bidding and construction support, coordinating contractor progress meetings, responding to
contractor questions, reviewing shop drawings and other submittals, and reviewing payment requests. We
performed engineering observations, substantial completion inspections, punch list management, and final
contract completion.
Jones Edmunds also provided full-time resident construction observation, providing daily monitoring of the
construction work, which helped ensure a high-quality construction project and minimized contractor questions
and change requests. The change orders on this project included:

Brevard County
Mockingbird Transfer Station and Scalehouse
The Brevard County Solid Waste Management Department
(SWMD) operates the existing Titusville Transfer Station (TTS) on
South Street (State Road 405) in Titusville, Florida. The TTS serves
north Brevard County and accepts residential and commercial
solid waste from franchise haulers, private citizens, and municipal
haulers. The solid waste brought to TTS is loaded into SWMD
transfer trailers and hauled to the Central Disposal Facility (CDF) in
Cocoa for disposal. The TTS was constructed in 1976 and has a
design capacity of 250 tons per day. The transfer station is past its
useful life and needs replacement.
Jones Edmunds assisted SWMD with feasibility studies, preliminary
design, and permitting through the St. Johns River Water
Management District (SJRWMD) and USACE for constructing a
new transfer station building at the County-owned Mockingbird
Way mulching facility approximately ½ mile north of the TTS site
on State Road 405. Siting the new transfer station at the MBW
property simplifies construction, allowing the existing TTS to remain
in operation until the new transfer station at MBW is operational.
The new facility consolidates operations, provides equitable
facilities for staff, and improves efficiency.
The project includes a new 21,000-square-foot transfer station
building with a tipping floor and a transfer trailer truck tunnel with
truck scales inside the tunnel for monitoring loads. The transfer
station building is modeled after the County’s Sarno Road transfer
station.
The project also includes a 2,100-square-foot office/break room
building and a new 340-square-foot scalehouse facility for weighing inbound and outbound trucks. In addition,
the project includes a mulching pad expansion on the MBW property.
Jones Edmunds and The Lunz Group provided the final design, which includes the following elements:
• Full architectural, structural, mechanical, electrical, plumbing, and fire protection design for the transfer
station, office/breakroom, and scalehouse.
• Site design, including paving, grading, drainage, electrical, communications, water and wastewater
utilities, and landscaping.
• Completion of Brevard County Zoning Amendment and Land Development Site Plan review process.
• Completion of FDOT Drainage Connection Permitting.
Jones Edmunds is currently providing construction support. Construction services will include coordinating
contractor progress meetings, responding to contractor questions, reviewing shop drawings and other

Pasco County
Administration Building
Jones Edmunds was contracted by Pasco County to
provide design and permitting services for a new
administration building located on approximately 10
acres of County-owned property west of the West Pasco
Landfill. The building is approximately 5,000 square
feet with concrete masonry unit (CMU) construction
with nine offices, a “bullpen” area with ten cubicles,
men’s and women’s restrooms, a conference room, an
IT/telecom room, a mechanical room, and a break
room.
Design services included all site work, architectural,
structural, mechanical, electrical, and plumbing. Jones
Edmunds provided the County with work scopes for
survey and geotechnical so that the County could
procure these services from an in-house County crew
for survey and a geotechnical firm under a continuing
services contract with Pasco County. Ardurra, Inc.,
Howard and Associates, and Carastro and Associates
provided architectural, Mechanical, and Electrical
services. Jones Edmunds performed all civil site
work, including entrance road and parking design,
stormwater design, and water and sewer design,
and we provided construction contract administration
services.
Change orders on this project included the following:

Lee County
Composting Facility Expansion
The Lee County Solid Waste Department (SWD) owns and
operates the Lee County Composting Facility (LCCF) at the Lee/
Hendry County Regional Solid Waste Disposal Facility. The
LCCF is permitted to receive and process up to 90,000 wet
tons of biosolids per year and has an operational capacity
of approximately 60,000 wet tons of biosolids per year. The
facility includes covered composting buildings, uncovered
processing/curing/storage areas, a covered storage area, and
support and maintenance facilities. Nine covered composting
buildings comprise single-span metal structures with plastic
membrane roof coverings that allow for ambient airflow
through the buildings while preventing rain from entering. Fans
attached to the building also provide air movement within the
structure to preserve its integrity and enhance passive airflow
through compost piles. Jones Edmunds designed and permitted
these facilities in two phases, with construction completed in
2009 and the second in 2015.
With the current project, the County wanted to increase the
capacity of the LCCF by adding a 10th composting building
and expanding the curing area. More specifically, the
improvements included:
• A 50,000 +/- square-foot fabric-covered metal-frame
composting building.
• Electrical service, fans, and interior and exterior lighting
for the new building.
• Compost contact water management improvements
consisting of catch basins to collect contact water from
the composting expansion. An evaluation and proposed
remediation to damaged asphalt pavement, road base,
and subgrade in the composting processing area.
• Expansion of the asphalt curing pad, totaling
approximately 3 acres of new asphalt pavement.
• Stormwater management improvements for the new
building and curing pad expansion consisting of
grading, storm inlets, and treatment swale additions for
discharge into the existing site stormwater system.
• Water main extension to add fire hydrant(s) to serve the
new building, considering operational needs and fire
suppression requirements.
• Pilot-scale implementation of an odor control system.
The LCCF has remained in operation throughout the construction
of the capacity improvements to avoid interrupting composting
operations at the site. The proposed facilities were constructed
adjacent to the existing compost facilities, allowing them to
remain in operation.
The County employed a CMAR delivery method. The CMAR
provided design reviews, prepared construction cost estimates,
provided value engineering recommendations, and managed the performance of all goods and services
necessary for successful bidding, procurement, and project construction. The County retained and involved the
CMAR in the review of the 30% design and subsequent design phases. Jones Edmunds supported the County’s
efforts in conjunction with the CMAR during project construction. This included a shop drawing review, site
observations, testing data review, pay application review and substantial and final walk-throughs. The project
is expected to be completed in August 2024.

Polk County
Central Regional Water Production Facility
Jones Edmunds teamed with Reiss Engineering to
complete the design and construction phase services
for a new Central Regional Water Production Facility
(CRWPF) in Polk County. The project involved
consolidating five water production facilities into one
regional facility capable of treating 4 million gallons
per day (MGD) within the Central Regional Utility
Service Area. Jones Edmunds provided engineering
services for roadways and parking designed for truck
circulation, along with paving, grading and drainage,
and site utilities. We also managed all architectural,
mechanical, electrical, and structural design partners.
Our portion of the design included an emergency
power generation system and fuel tank farm, a new
control building with an electrical equipment room
and ozone generation rooms, a high-service pumping
station, and ground storage reservoirs.
This project was a continuation of previous preliminary
design phases, where Jones Edmunds performed a
Phase 1 Environmental Site Assessment, ecological
survey, topographic and boundary surveying,
geotechnical investigations, preliminary design
of site-civil, yard piping, architectural, structural,
mechanical, plumbing, fire protection, and electrical
for the CRWPF. Jones Edmunds collaborated with Reiss
on preliminary design work for the CRWPF process
and controls design in producing a Preliminary Design
Report (PDR) as the basis for this final design project.
This collaboration included supporting Reiss with pilot
testing treatment processes from one of the production
wells. Jones Edmunds spearheaded State and County
permitting, including a Level 3 Condition Use Approval through Polk County Land Development Review, FDEP
Environmental Resource Permitting and Domestic Wastewater System permitting, and Florida Department of
Health (FDOH) Public Water System permitting.
The project was procured and constructed using a CMAR contracting method. The CMAR was hired by the
County during the design phase and participated in design reviews, which led to a smooth transition to CMAR
bidding and construction. We supported Polk County by reviewing CMAR value engineering suggestions and
frequently meeting with the County and CMAR to optimize project execution. We worked closely with the
CMAR throughout construction, assisting in real-time on
technical issues and minimizing requests for information
and potential change orders. The partnering approach
between Jones Edmunds, the CMAR, and Polk County
was critical to quality, schedule, and cost savings in the
execution of the work.
The project included two change orders that resulted in a
net decrease of $3,378,520. The deductions were for the
Owner’s direct purchase of materials and equipment and
the final reconciliation of the final contract. The Change
Orders did not include any increase in contract time.

Visioning Meeting
Within ten days after the Notice
to Proceed, the key design
team will meet with County
staff to kick off the project and
gather information. The visioning meeting will initiate the project and provide a chance to gather additional
site information, discuss the various design options, and confirm operational procedures to be used during
construction. Our design team including the Project Manager, civil engineers, and architect shown in our
organizational chart will attend the meeting. Before the meeting, the design team will develop a draft design
criteria table that will outline the proposed basis of design for the elements of the building.
Schematic Design
Based on the discussions at the visioning meeting, we will finalize the design criteria table and develop a
preliminary building floor plan and site layout for County review. We recognize that this will be an interactive
process that may take a few rounds of revisions and County input before an optimized solution is reached. We
expect that schematic design review meetings and web conferences will be held to discuss the floor plan and
site plan until the County approves a final layout, allowing design development to proceed.
Field Investigation
Immediately following the visioning meeting, Jones Edmunds will initiate surveying. Once the schematic design
is approved, we will begin geotechnical investigations.
Survey
Surveying will be critical for refining preliminary design concepts and options and ensuring a high-quality
final design with minimal construction conflicts. Our surveyor will perform a topographic and utilities survey

of the proposed facility areas and relevant portions of the existing site improvements as needed for design.
Key survey information to be collected or updated includes property boundaries, easement and adjacent
right-of-way lines, existing site elevations, aboveground improvements, surface-marked utilities, sanitary sewer
structures, stormwater structures, existing building footprints, trees, and related work.
Geotechnical Investigations
Geotechnical investigations are necessary to support site preparation, fill placement, excavations, foundation
design, and embankments. The investigation will use a combination of standard penetration tests (SPTs) and
auger borings to obtain soil stratigraphy data, limerock bearing ratio (LBR) and other soil laboratory data,
permeability data for drainage, and groundwater level data critical for the design of structures, roadways,
and stormwater conveyance systems. Utility notifications will be made, and surface locating will be completed
before any subsurface drilling work begins.
Final Design
Based on the approved schematic design, Jones Edmunds, The Lunz Group, and LJA will perform the final
design, consisting of a design development (DD) phase including design drawings, technical specifications,
calculations, preliminary construction schedule, and an opinion of probable construction cost. The DD
submittal is a 60% level of design completion and includes all design trades: civil, architectural, structural,
HVAC, plumbing, electrical, fire protection, landscaping, etc. Upon County approval of the DD documents,
the construction documents (CD) phase will occur, including a 90% (pre-final) review set followed by final
design documents for bidding and construction. Building drawings will be presented with plan views, sections,
schedules, notes, and details.
Permitting
Jones Edmunds and LJA will provide the required permit application packages and respond to requests for
additional information (RAI) from each agency for the pre-construction permits needed for the project. We
propose to have permit application packages drafted for County review and signatures concurrent with the DD
(60%) submittal. Anticipated permits required for this project include the following:
• FDEP – Solid Waste Permit
• FDEP – Environmental Resources Permit
• FDEP – Water Construction Permit
• FDEP – Wastewater Construction Permit
• County – Land Development/Site Plan Approval
In addition, Jones Edmunds will work with Collier County and their contractor for required County building
permitting, typically occurring at the start of the construction phase.
Public Involvement
Our approach to public outreach is to listen, engage, educate, and inform the public, elected officials, and
relevant agencies about the project on a schedule and in a manner that best fits the project and is consistent
with any funding source requirements. This process can include many activities such as public meetings,
meeting one-on-one with business owners, media engagement, and even one-on-one meetings with elected
officials. Early identification of key stakeholders, including project advocates, goes a long way toward project
success.

Jones Edmunds’ public outreach activities underpin the entire project but are especially visible during
construction when project activities most inconvenience residents. Our public outreach team will inform your
residents of project activities and impacts using newsletters, signage, door hangers, and other strategies.
In addition, our construction services team could staff a project hotline to take, track, and resolve citizen
concerns.
Project Management
Jones Edmunds uses an established and proven project management system that includes the following:
Focusing on You: Our approach begins with you. This involves continually communicating with the County staff
to understand your vision, goals, objectives, and expectations. We will submit progress reports as the project
moves forward. Scheduled design review meetings allow for identifying potential project hurdles and keep the
entire team focused on the deliverables and schedule. We will frequently communicate via telephone, face-to-
face meetings, and email throughout each aspect of the project based on your specific needs and concerns.
Creating the Project Vision: We will start by working with the County to create the vision of the County’s
desired scalehouse. Defining the project vision will involve meeting with your team. To maximize the usefulness
of the meeting, we will develop a draft work breakdown structure and detailed schedule that will facilitate
discussion. We will review the scope of work with your Project Manager to confirm that it meets the project
vision. After the scope is accepted by the Solid Waste Department and Procurement issues a Notice to
Proceed, the scope will be used as the basis for the Project Plan.
Planning the Project: A specific Project Plan is created with the defined end result and the right team onboard.
The Project Plan is the road map for how we will work with the Solid Waste Department to deliver the defined
project vision. We use our customized in-house project management software for planning projects – Deltek
Vision. This industry-leading web-interface software incorporates all of our business functions, including
resource management, project management, and accounting. We use Deltek Vision for each project – the
scope of work and fee, project initiation, detailed task scheduling, staff resource projections, and budget
control.
Executing the Project: The Project Plan will be updated to respond to your needs. Every week, we will
review the work completed last week, review work to be completed this week, identify obstacles that have
the potential to impact the schedule, and determine how to negotiate the obstacles so that the project is not
delayed.
QA/QC: Our QA/QC process begins with developing a clear understanding of the scope of work, client
expectations, and required level of effort. QA/QC must be performed throughout the project. If performed
effectively, early, and continually throughout the project, it results in good decisions being made at the right
time with an overall increase in efficiency, quality, and client satisfaction. To successfully deliver on this project,
our Project Manager must be experienced, have the proper project management tools at their disposal, and
have a proven system to guide projects to completion.

Team Concept to Managing Overall Cost and Schedule
Jones Edmunds will begin work on this project upon receipt of a Notice to Proceed from the County. The
schedule for this project is shown as calendar days and will be based on a mutual agreement between the
County and Jones Edmunds. Preliminarily, the project tasks are estimated to be completed as shown in the
attached preliminary schedule.
We propose submitting deliverables as they are completed as outlined in the schedule with our proposed
schedule for review meetings. We will frequently communicate via telephone, face-to-face meetings, and email
throughout the project based on your specific needs and concerns.
Jones Edmunds also has established internal procedures for keeping projects on schedule. Before any project
is initiated, a Project Plan is developed. This Plan includes the project schedule milestones and dates for quality
control reviews. The Project Plan is developed in Deltek Vision. Jones Edmunds has a corporate-wide QA
process that implements QA/QC on all projects. This effort is an integral part of the Project Plan and schedule
and thus enforces project schedule compliance.
The Project Manager and the QA/QC team are responsible for ensuring that suitable project reviews take
place at the appropriate stages of the project. Once the technical approach and concept are established, the
Project Manager presents the recommended approach to the client for review, discussion, and modification
if necessary. This process also helps clarify or better define project requirements and your vision and goals,
maximizing the project’s success.
Cost
Similar to schedule compliance, cost control is provided through Deltek Vision. Our Project Manager will
use the real-time data provided through Deltek Vision and their knowledge of client goals to track project
financial performance weekly and provide daily guidance to the team to stay on track. Various reports can
be generated through Deltek Vision, sorting project information by task or employee. This allows our Project
Manager to access data critical to monitoring and controlling project costs efficiently. In short, Jones Edmunds’
internal system of information management, along with proactive collaboration by our Project Manager,
ensures the level of planning and the quality of execution needed to meet the County’s goals on this project.
The projects highlighted below demonstrate some of Jones Edmunds’ approaches to project design and
development that have led to significant cost-savings for our clients while maintaining efficient performance and
our ability to complete projects on time. Additionally, these projects highlight our ability to adapt to changing
conditions that affect our clients to ensure that their citizens are served.
Escambia County Section 5 Cell A Landfill Expansion - From the beginning
of the Section 5 Cell 1A development, finding cost-saving options was
paramount in our considerations. This started by developing a cost-
benefit comparison of the Cell 1A construction with a mechanically
stabilized earthen (MSE) berm originally designed by others or using a
traditional design. Although the MSE berm did provide the opportunity
for increased disposal capacity, the construction cost of the berm and
related structures was disproportionately more expensive than the value
of the added capacity. Eliminating the MSE berm saved the County
millions of dollars in construction costs on the Cell 1A project.
The project also progressed under two separate construction contracts – one for stormwater infrastructure
and the other for the landfill cell. This was done to expedite the schedule and provide opportunities for local
earthwork contractors to bid on the stormwater project.

City of St. Cloud Reclaimed Water Pumping Station – Jones Edmunds prepared separate Procurement
Contract Bidding Documents to allow the City to pre-purchase major pump station equipment to achieve an
SFWMD deadline that provided $800,000 in grant funding for the project. We prepared separate open-bid
construction documents for the general contractor to install the pump station and associated equipment, which
allowed the construction work to be completed within eight months and meet the deadline to receive grant
funding. Jones Edmunds also used a similar pre-procurement strategy to replace the polishers for the City’s
MIEX treatment system to meet the schedule needs of the City.
East Port Stage 1 Improvements, Charlotte County Utilities – Jones
Edmunds provided value engineering services to the County and the
lowest responsive bidder for the East Port Stage 1 Improvement project.
The County’s budget was approximately $12 million for improvements
to the 6-MGD WRF. Jones Edmunds worked with the Contractor and
County Engineering and Construction staff to evaluate and recommend
roughly $1.6 million of modifications to the Contract Documents to
match the plant improvements with the County budget. The project was
able to move forward and remain on schedule due to these services and cooperation between the parties.
City of St. Cloud Southside Wastewater Treatment Facility Expansion – Through the value engineering and
CMAR project delivery method for the City of St. Cloud Southside Wastewater Treatment Facility Expansion,
Jones Edmunds prepared 95% design drawings and specifications and CMAR RFP documents for selecting a
CMAR for the City’s wastewater expansion project. This project’s scope was to build an entirely new 6-MGD-
AADF WWTF easily expandable to 9 MGD. Our value engineering reduced the CMAR’s overall Guaranteed
Maximum Price (GMP) for the project and saved $1 million on the $27-million facility upgrade GMP.
Who will be responsible to assure that schedule and costs will be met?
As Project Manager, John Harvey will ensure that all task schedules are met and will have oversight and
resource management assistance from our Quality Assurance/Quality Control lead, Rich Koller. John will
monitor and coordinate with each Task Leader to keep the project on a schedule acceptable to the Solid Waste
Department. In addition, our QA/QC system sends automatic reminders that QC reviews for each identified
milestone client deliverables are approaching the project schedule. Alan Altman will provide client services to
ensure overall client satisfaction on each step of the project to prioritize work efforts and resources so that the
project is completed within the allotted schedule.
John will also be responsible for day-to-day monitoring and control of the project budget. This will be
accomplished by a weekly review of the project information available from Deltek Vision, frequent internal
review meetings with the project team to ensure we are meeting Collier County’s vision and success factors,
and routine meetings and communications with your Solid Waste Department. Our team of senior professionals
working and communicating together will work collaboratively to stay within task budgets and keep the overall
project within budget.
Change Order History on Similar Projects
Jones Edmunds construction engineering services (CES) Team has numerous in-place processes to control
construction budgets and uses real-time data to monitor what has been installed and to log stored materials.
This provides real-time data on all materials installed and a daily check of our records against the Contractor’s
records, allowing immediate resolution of disputes well before the monthly pay application is submitted. Our
main goal on any construction project is to be an extension of the County’s staff and to help make any situation
easy, especially more difficult situations such as potential claims issues.

The pay applications will typically have several unit-price items that we will monitor and control throughout
the project. Payment will only be made on the actual units of work completed or installed by the Contractor as
verified by the Jones Edmunds CES team or on stored materials at the invoiced price. Once work items of the
contract are 100% complete, unused unit price items will be issued as a credit back to the County as a credit
change order. This approach mitigates construction overruns and provides a mechanism to complete additional
work within the original construction contract price.
The construction contract time is initially set in the bid documents, and changes in the contract time can only
be initiated and approved by an official contract change order that is reviewed, negotiated, and executed by
the Engineer, County, and Contractor. We will propose contract times based on our experience with similar
projects that will meet the County’s needs and not increase bid prices. When the Contractor initiates in writing
a Request for Information (RFI) or pending change modification request, our Construction Project Coordinator
will electronically log it and route it to our Construction Administrator and the appropriate discipline-specific
Engineers of Record to review and evaluate before it is discussed and reviewed with Collier County staff.
Jones Edmunds’ internal review of any proposed contract price modifications (change orders) follows this
procedure:
1. The appropriate staff reviews all technical aspects of the change order to ensure that any changes to the
original project are necessary or will provide a substantially improved project.
2. The costs included in the change order are compared to recent bid costs and other cost estimates that
Jones Edmunds’ CES staff have been associated with to ensure that the costs align with the current
expected pricing.
3. The Jones Edmunds CES team will discuss the proposed change order with Collier County, outlining our
recommendations based on the proposed actions and costs.
4. We will negotiate the cost with the Contractor so that Collier County is getting the best value possible
based on the situation that caused the change.
5. We will attend meetings with the Collier County staff assigned to this project to help explain why the
change to the project is necessary and why the additional fee is justified. This includes:
a. Presentations to the Board of County Commissioners.
b. Individual meetings with County decision-makers who may need to authorize the use of additional
funds.
c. If needed, public meetings to detail why the additional funds or time are necessary for the project.

Jones Edmunds expects to lead all work for this project from our Tampa office. We will use our associates
in our Alachua, Winter Haven, and Titusville offices to improve the schedule, take advantage of particular
expertise, or to collect and distribute onsite information. Jones Edmunds has also worked very closely with our
main subconsultant, The Lunz Group, who is located in Lakeland, on several similar projects. Naples-based
engineering firm LJA will also be assisting us with the permitting, surveying, and as needed, local presence.
We use up-to-date technology, employing an extensive network of company-wide resources to maintain local
service for our clients. Our staff and team routinely share work and resources between offices and firms. We
use internet meetings, videoconferencing, telecommunications, and collaboration sites to help coordinate team
members. We monitor projects weekly to ensure that we can meet all project commitments and that resources
are appropriately allocated. We will use this approach to ensure that the allocated personnel and resources
are maintained to provide our services on time and within budget.

How We Will Manage the Project
Once we receive an executed contract, we will
hold a kickoff meeting with Collier County and
appropriate subconsultants to review the project scope, budget, schedule, and other elements
of our Project Plan (discussed below); transfer information; and establish administrative
procedures, including lines of communication, schedules, contacts, and priority issues.
Jones Edmunds’ emphasis on and success in meeting project schedules and controlling
costs is attributed partly to the strength and flexibility of our standard project management procedures. The
following describes Jones Edmunds’ typical schedule and budget control procedures. Quality Assurance/
Quality Control is intentionally discussed separately.
• Project Plan – This plan distributes essential information to the project team that is critical to properly
fulfilling the executed agreement. This document outlines the scope of work and identifies the project
personnel, project schedule, project vision/critical success factors (developed with the client’s Project
Manager if desired), document control, quality assurance personnel and plan, communications plan,

and methods for reporting progress to the client. Jones Edmunds staff will not initiate any project until
the Project Plan has been completed and reviewed.
• Schedule Control – Jones Edmunds maintains established schedules throughout short-duration and simple
to complex projects. We hold regular meetings with the client and project team members to review the
status of the scope of work, deadlines, and budgets. These meetings will be held both in person and
virtually. Additionally, we regularly prepare project status reports that the Project Manager reviews and
compares to the Project Plan established at the beginning of the project.
• Cost Control – Our customized version of Deltek Vision allows us to track project costs easily and
provides project performance and billing information. Our managers use accounting information and
their knowledge of the project’s status to track performance weekly.
• Project Communication – We believe that successful communication is one of the key aspects of a
successful project. Good communication must occur between all parties, including the consultant,
the client, and the stakeholders throughout the project. If the client desires, we can help with public
involvement by using such tools as a project website and public meetings. Our Project Manager and the
client’s Project Manager will frequently communicate through meetings established in the scope, emails,
phone calls, and regular project status reports. We know that regularly provided, tangible assurance of
project progress is vital to project success.

Recent, Current and Projected Workloads of the Firm
Jones Edmunds is prepared to commit the necessary resources to complete this project for Collier County.
With our current workload, we have assigned team leadership and staff who will be available to complete
the Immokalee Recycling Drop-off Center and Scale House & Control Center Improvements. Our procedures,
computer software, and databases allow us to track project progress and monitor available resources for
assignment to projects. We monitor labor projections weekly, enabling us to meet project commitments and
properly allocate resources.
Jones Edmunds team members meet weekly to determine the progress of project tasks concerning milestone
dates and the amount of the budget exhausted. Based on these assessments, we make additional personnel
and/or resources available to meet established milestone deadlines. That said, we are committed to keeping
assigned key personnel engaged on this project as we do for all our projects.
John Harvey, our proposed Project Manager, and Ken Vogel, our Project Principal, will oversee and monitor
this resource assessment and allocation process so that we will meet the demands of this project. The personnel
listed in this submittal will be available for and assigned to this project. The table below lists our current
availability percentage for each identified key personnel. It is based on our current backlog and the available
hours of our project-focused team. This assumes that we maintain current staff levels and account for all
projected bookings.
Built with a staff of 50 experienced professionals, The Lunz Group team includes nine licensed architects
alongside additional staff composed of designers, technical personnel, and a dedicated administrative staff.
With this staffing level, The Lunz Group can successfully accommodate several projects simultaneously. Their

Ability to Handle the Work
In addition to our expected long-term availability to commit significant resources to Collier County, our
management practices and systems will ensure that project tasks are organized and coordinated to provide
all requested services. Through Deltek Vision, our project planning and management system, we input project
milestone dates into our planning module. Milestones are reported and tracked by our Department Managers
and Managing Directors. In addition, the milestones are reviewed during Monday morning department
meetings to ensure schedules are met, and additional resources are applied, if needed, to meet a commitment.
We also input corresponding projected weekly hours per person to reach each milestone. Projections are
available to all staff daily, showing their entire workload, and are reviewed by managers and each staff
member. This process helps identify areas where additional resources may be needed to accomplish a task
milestone. We implement this process routinely so all projects are coordinated and balanced. During weekly
staff meetings, associates are assigned daily activities to achieve project goals. We have clearly defined,
easily manageable roles for each of the experts on our team.
Further, built into our team is more-than-adequate redundancy across all areas to cover the unexpected while
staying on schedule. We continue to communicate with our associates daily to ensure projects are staying on
track and any obstacles are cleared. Our project managers must regularly update these “dynamic plans” for
accuracy.
