Agenda 11/12/2024 Item #16C 2 (Collier County Water-Sewer District (CCWSD) retify admenistraraively approved Change Order #2 adding sixty days to Agreement #19-7622 w/U.S. Water Services Corporation for the Pump Station 121.02 Repair and Renovations )11/12/2024 Item # 16.C.2 ID# 2024-1622 Executive Summary Recommendation that the Board of County Commissioners, as ex-officio the Governing Board of the Collier County Water-Sewer District (CCWSD), ratify administratively approved Change Order No. 2 adding sixty days to Agreement No. 19-7622, with U.S. Water Services Corporation, for the “Pump Station 121.02 Repair and Renovations” project, and authorize the Chairman to sign the attached Change Order. (Project No. 70240) OBJECTIVE: To ratify administratively approved Change Order No. 2 adding sixty days to the Agreement No. 19- 7622 pertaining to the “Pump Station 121.02 Repair and Renovations” project. CONSIDERATIONS: Collier County Water Sewer District (CCWSD) has established GIS-based integrated Enterprise Asset Management (EAM) where assets are routinely evaluated and conditions in the field updated by Operations Divisions and, where appropriate, they are listed under the Capital Improvements Plan (CIP) for Engineering and Project Management to implement the soonest possible. CCWSD EAM drives the priorities for investment in our Critical Infrastructure where replacements, re-hab, and repairs are planned and implemented prior to failure (Cat Red-F and Red- E) that would result in Utility Service outages and negative customer service impact. The Engineering and Project Management Division of the Public Utilities Department has completed QA/QC and programmed this project. Pump Station (“PS”) 121.02 is located within the Collier County right-of-way at 57 West Avenue, approximately 160 feet south of Bonita Beach Road. It receives wastewater flows via a gravity sewer and repumps wastewater flows from eleven other wastewater pump stations. PS 121.02 is a critical component of the wastewater infrastructure, is approximately 46 years old, and has reached the end of its useful life. On October 26, 2021 (Agenda Item 16.C.4), the Board approved the issuance of a Purchase Order to U.S. Water Services Corporation (“WSC”) to repair and renovate wastewater pump station 121.02 in the amount of $561,270.71. The Project material submittals were approved and ordered for fabrication. Based on the material delivery date confirmed by the manufacturer for the pumps and control panels, it was expected that construction would occur sometime after February 2023. On December 12, 2023 (Agenda Item 16.C.4), the Board approved Change Order No.1 to WSC’s Purchase Order to add stormwater improvements to the scope components in the vicinity of the Pump Station 121.02 site repair and renovate wastewater pump station 121.02 in the amount of $115,336.42, with an additional 120 days for the stormwater improvements work. Change Order No. 2 adds sixty (60) additional days to the substantial and final completion dates, as a result of unforeseen time delays experienced during construction, to acquire a dewatering permit, coordinate with the permitting agency as a result of changes to the FEMA Flood elevation Maps, and design modifications due to unforeseen issues with the existing gravity sewer. Change Order No. 2 was administratively approved by the Procurement Services Division on October 3, 2024, as authorized in the County’s Procurement Ordinance No.2017-08, as amended, Section Nineteen, Contract Administration, subsection 3.b. FISCAL IMPACT: There is no fiscal impact associated with Change Order No. 2 since the Change Order only includes extending contract time. GROWTH MANAGEMENT IMPACT: There is no impact to the current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities.
