Agenda 11/12/2024 Item #16C 1 (Request fro Professional Services #23-8193 Design Services for Transmission Water Main Improvements to Johnson Engineering LLC.,)11/12/2024 Item # 16.C.1 ID# 2024-1616 Executive Summary Recommendation that the Board of County Commissioners, as ex-officio the Governing Board of the Collier County Water-Sewer District (CCWSD) award Request for Professional Services No. 23-8193, “Design Services for Transmission Water Main Improvements (Vanderbilt Beach Rd. and Airport Pulling Rd.),” to Johnson Engineering, LLC., in the amount of $2,426,537.13, authorize the Chairman to sign the attached Agreement, and approve the necessary Budget Amendments. (Projects 70268, 70285 & 70286). OBJECTIVE: To obtain professional engineering design and construction administration services for the Transmission Water Main Improvements on Vanderbilt Beach Road & Airport Pulling Road (the “Project”). This is a part of CCWSD's Enterprise Asset Management (EAM) where replacements, re-hab, and repairs are priorized prior to failure (Cat Red-F and Red-E) that will result in Utility Service outages and negative customer service impact. CONSIDERATIONS: Collier County Water Sewer District (CCWSD) has established GIS-based integrated Enterprise Asset Management (EAM) where assets are routinely evaluated and conditions in the field updated by Operations Divisions and, where appropriate, they are listed under the Capital Improvements Plan (CIP) for Engineering and Project Management to implement the soonest possible. CCWSD EAM drives the priorities for investment in our Critical Infrastructure where replacements, re-hab, and repairs are planned and implemented prior to failure (Cat Red-F and Red- E) that would result in Utility Service outages and negative customer service impact. The Engineering and Project Management Division of the Public Utilities Department has completed QA/QC and programmed this project due to the age, over 36 years, and condition of the existing water infrastructure along Vanderbilt Beach Road from the Carica Pump Station to the east right-of-way limit of Airport Pulling Road, then south along Airport Pulling Road to Pine Ridge Road, the CCWSD must replace the existing aging water mains in this corridor and install new transmission water mains. The Project provides for the design and construction administration services for the proposed Vanderbilt Beach Road and Airport Pulling Road Transmission Water Main Improvements, and is consistent with the Infrastructure and Asset Management element of the Collier County Strategic Plan objectives. On April 9, 2024 (Agenda Item 16.C.2), the Board approved the selection committee’s ranking and authorized staff to begin negotiations with the top-ranked firm, Johnson Engineering, LLC. (“Johnson”). Staff commenced negotiations with Johnson in April 2024. Johnson originally presented a proposal in the amount of $3,449,264, which staff negotiated down to $2,426,537.13 following a series of negotiation sessions coordinated by the Procurement Services Division. The proposed scope of services includes preliminary design analysis, complete construction design and bid documentation, engineering post-design services, and public information services to deliver a challenging project within significant collector roadway right-of-way. The construction cost for the project is estimated at $16.5 Million. Staff recommends that the Board approve the attached Agreement with Johnson in the negotiated amount of $2,426,537.13 to provide the detailed scope of engineering services required for the Project. The Board's approval of this item will also be an acknowledgment of the cost reasonableness of the contract amount based upon staff's competitive negotiation as required by the Consultants Competitive Negotiations Act, Florida Statute §287.055. The source of funding is the Water User Fee Capital Fund (4012). Budget amendments are required to reallocate available funding within the Water User Fee Capital Fund (4012), from Project No. 70257 to Project No. 70268 and Project No. 70285 in the amount of $360,000.00 and $720,000.00, respectively. Performance and Payment Bonds For projects in excess of $200,000, bonds shall be submitted with the executed contract by Proposers receiving award, and written for 100% of the Contract award amount, the cost borne by the Proposer receiving an award. The Performance and Payment Bonds shall be underwritten by a surety authorized to do business in the State of Florida and otherwise acceptable to Owner; provided, however, the surety shall be rated as “A-“ or better as to general policy holders rating and Class V or higher rating as to financial size category and the amount required shall not exceed 5% of the reported policy holders’ surplus, all as reported in the most current Best Key Rating Guide, published by A.M. Best Company, Inc. of 75 Fulton Street, New York, New York 10038. 9. Vendor shall ensure that all subcontractors comply with the same insurance requirements that he is required to meet. The same Vendor shall provide County with certificates of insurance meeting the required insurance provisions. 10. Collier County must be named as "ADDITIONAL INSURED" on the Insurance Certificate for Commercial General Liability where required. This insurance shall be primary and non-contributory with respect to any other insurance maintained by, or available for the benefit of, the Additional Insured and the Vendor’s policy shall be endorsed accordingly. 11. Premiums shall be billed to the project and the Contractor shall not include Builders Risk premiums in its project proposal or project billings. All questions regarding Builder’s Risk Insurance will be addressed by the Collier County Risk Management Division.
