OBJECTIVE: To purchase aquatic mechanical harvesting equipment with attachments as an alternative solution to remove and control vegetation growth in water bodies while improving water quality and maintaining best management practices in the County’s stormwater infrastructure. The Florida Department of Environmental Protection (“FDEP”) Grant LPA0524 provides $110,000 in funding assistance. CONSIDERATIONS: On December 12, 2023, (Agenda Item 16B16), the Board approved a grant award for $110,000 and Agreement No. LPA0524 with FDEP to acquire aquatic mechanical harvesting equipment to remove and control vegetation growth in water bodies. On March 1, 2024, the Procurement Services Division issued ITB No. 24-8238 for the “Purchase of Aquatic Weed Harvester Boat with Trailer.” Staff extended the bid submission deadline to perform additional vendor outreach and promote competition. Regardless, the County only received one bid by the extended April 9, 2024, deadline. Staff reviewed the bid and determined that Weedoo Greenboat, Inc. was responsive and responsible, with minor irregularities. Staff recommends the Board award the attached agreement with Weedoo Greenboat, Inc., (“Weedoo”) for $115,955.00. The bid is approximately 4.08 percent lower than the $120,890.00 independent cost estimate. An additional price analysis was conducted utilizing the United States Federal Government, General Services Agreement, Contract No. 47QMCA20D0042, MAS Schedule 336612. The total cost for the same equipment is $116,060.85 ($115,713.35 equipment plus $347.50 delivery), a difference of 0.09 percent more than the bid price. Staff concluded that the bid offered is fair and reasonable. Weedoo incorporated in Florida in 2010, and will be a new vendor for the county. This item is consistent with the Collier County Strategic Plan to plan and build public infrastructure and facilities to meet the needs of our community effectively, efficiently, and sustainably. FISCAL IMPACT: The total cost to purchase the equipment and attachments is $115,955.00. Funding in the amount of $110,000 is available within the Transportation Management Grant Fund (1841), Project (33888). The source of funding is FDEP Grant LPA0524. A budget amendment in the amount of $5,955 is required to reallocate funding from the division's operating cost center (172929) within Stormwater Utility Fund (1005) to Stormwater CIP Fund (3050), Project (33888). The source of funding is general and unincorporated general funds. GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Growth Management Plan, Transportation Element, Objective 1 to maintain the major roadway system at an acceptable Level of Service by implementing improvements as identified in the Annual Update and Inventory Report (AUIR) or by working directly with other responsible jurisdictions to implement needed improvements to their facilities. TERM OF CONTRACT The contract term, if an award(s) is/are made is intended to be for a one-time purchase only. Surcharges will not be accepted in conjunction with this contract, and such charges should be incorporated into the pricing structure. The County Manager, or designee, may, at his discretion, extend the Agreement under all of the terms and conditions contained in this Agreement for up to one hundred eighty (180) days. The County Manager, or designee, shall give the Contractor written notice of the County's intention to extend the Agreement term not less than ten (10) days prior to the end of the Agreement term then in effect. All goods are FOB destination and must be suitably packed and prepared to secure the lowest transportation rates and to comply with all carrier regulations. Risk of loss of any goods sold hereunder shall transfer to the COUNTY at the time and place of delivery; provided that risk of loss prior to actual receipt of the goods by the COUNTY nonetheless remain with VENDOR. DETAILED SCOPE OF WORK The Road Maintenance Division, Stormwater Maintenance, seeks to purchase a compact, self-contained, one-operator, weed harvesting boat, transportation trailer, and attachments to remove vegetation overgrowth within the stormwater system. The attachments include a root rake, hydraulic dredge, skimmer bucket, hydraulic pole saw, and Bimini top. These attachments shall be interchangeable for quick installation by the operator working in the field. The boat must be able to navigate in shallow water, small and large canals, ponds, and lakes. I. Specifications: The specifications below are for a compact aquatic weed harvester boat (or an approved equal). The omission of essential details from these specifications does not relieve the awarded Vendor from furnishing a complete boat with a trailer and attachments. The boat shall conform to all applicable OSHA, State, and Federal safety requirements. 1. Aquatic Weed Harvester Boat with Trailer: A compact aquatic weed harvester boat for the removal of bottom-rooted and floating plants, shoreline grasses, small trees, and debris. The harvester shall be capable of cutting, transporting, and offloading vegetation and debris to the shoreline or floating barge(s). 1.1. Harvester Boat 1.1.1. One operator 1.1.2. Skimmer Bucket: A lightweight aluminum bucket skimmer loader insert with an easy installation. The skimmer shall be constructed of aluminum and equipped with a mesh material insert to skim fine materials. Mesh is stretched over the skimmer frame, the skimmer is then tied into the loader bucket, and the workboat pushes the skimmer through the waterway as it travels. The information will be used to evaluate the acceptability of the harvester boat, transportation trailer, and attachments as specified in this solicitation. Collier County reserves the right to request any and all product information prior to recommending award. 4. Warranty: A three-year hull and deck warranty at delivery time. The standard manufacturer warranty will apply to the installed manufacturer’s equipment. The awarded Vendor shall provide a copy of the Manufacturer's warranties at no charge. 5. Manuals: Provide one complete set of manuals (1. Operation Manual, 2. Maintenance Manual, and 3. Engine Manual) at no charge at the time of delivery. 6.
