Executive Summary
Recommendation to approve the release of two code enforcement liens with an accrued value of $263,200, for a reduced
payment of $29,995.80, in the code enforcement action titled Board of County Commissioners vs. Matthew D. Williams,
relating to the property located at 1378 Highlands Dr., Collier County, Florida.
OBJECTIVE: To have the Board of County Commissioners accept an offer to release two code enforcement liens with
an accrued value of $263,200 for payment of $29,995.80 in relation to Code Enforcement Special Magistrate Case Nos.
CEPM20120007449 and CENA20120007767.
CONSIDERATIONS: As a result of code violations on this property, the Code Enforcement Special Magistrate
ordered the following imposition of liens against Mathew D. Williams:
In Case No. CEPM20120007449, the violations consisted of broken windows throughout the duplex. The lien was
recorded in the Official Records on January 23, 2013, at O.R. Book 4878, Page 2052, in the amount of $22,742.29.
Fines continued to accrue, and the amount of $255,000 is based on 1,020 days of accrued fines ($250 per day from
October 13, 2012, through July 29, 2015). A county vendor brought the property into compliance on July 29, 2015.
In Case No. CENA20120007767, the violation consisted of litter consisting of but not limited to tires, pet cages, wood,
plastic buckets, PVC piping, sink, bed, mattress, and broken furniture. Fines continued to accrue, and the amount of
$8,200 is based on 164 days of accrued fines ($50 per day from October 13, 2012, through March 25, 2013). The lien
was recorded on June 25, 2013, at O.R. Book 4936, Page 3976, in the amount of $10,250.29, which includes operational
costs of $2,050.29. A county vendor brought the property into compliance on March 25, 2013.
In 2015, Perci Romero purchased the property as a bank foreclosure. Mr. Romero later filed a Quit Claim Deed to his
company, Yuzada Investment LLC, recorded on March 21, 2018, at O.R. Book 5489, Page 0874.
Pursuant to Resolution No. 2023-90, a request for reduction of fines may be considered, in part, when a lien encumbers
property under new ownership, the lien amount is fixed and no longer accruing on a periodic basis, the underlying
violations have been abated and/or when payment of the lien would impose a severe financial hardship on the owner.
The property is being actively maintained, and Yuzada Investment, LLC. offered to pay $29,958.80 to settle the lien.
The recommended payment of $29,995.80 is based on ten percent of the Collier County Property Appraiser’s Assessed
Value of $299,958 and meets the criteria outlined in Resolution 2023-90. There are no known violations at this time.
Code Enforcement is recommending a reduction in the amount of $233,204.20 in accrued fines, as outlined in the
attached Code Lien Relief Application. All operational and vendor (boarding) costs were paid in 2014. There are
currently no known violations on the property.
FISCAL IMPACT: Acceptance of payment of $29,995.80 to settle the lien will correlate to what is outlined in Collier
County Resolution 2023-90.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: The County Attorney’s Office has reviewed this item and approved it as to form and
legality. Majority support is required for approval. This item conforms to the Board’s policy contained in Resolution
2023-90. RTT
RECOMMENDATIONS: To approve the recommended reduction of fines in the amount of $233,204.20, accept
payment amount of $29,995.80, release the lien, and authorize the Chairman to sign the attached releases and
satisfaction of liens for recording in the Official Public Records.

Highlands Dr. and met with a person on site,
"Nick" 603-1464
I could not gain entry into this home. I
ordered a prop card. And saw that this is a
Duplex.
Who wanted to be anonymous. I asked Nick
of the issues of blight and the disturbance.
He told me of the Suicide attempt of the
neighbor Norma Gables. I ask him of the
rooming and his he be charged rent he
confirmed he was being charged rent by a
man named Kevin. I saw no Dogs but heard
them barking I did see 2 dog cages and short
tie up ropes attached to the fence to the East
of the home. I contacted Animal Control Dana
Algera. About the Dog and the Tying up and
the cages. I will look into the issue of this
home being foreclosed. The property
appraiser said the Duplex Home belongs to
Matthew Williams 3676 14th St. North 34103-
3831 of Naples Fl
