Executive Summary
Recommendation to approve final acceptance and accept the conveyance of the potable water and sewer utility facilities
for Allegro at Hacienda Lakes, PL20230012818.
OBJECTIVE: To have the Board of County Commissioners, as Ex-Officio Governing Board of the Collier County
Water-Sewer District, approve final acceptance and accept the conveyance of these potable water and sewer utility
facilities, in accordance with the Collier County Utility Standards and Procedures, Ordinance No. 2004-31.
CONSIDERATIONS:
1. The Developer of Allegro at Hacienda Lakes has constructed the potable water and sewer utility facilities
within dedicated easements to serve this development (see attached location map). The potable water and sewer
facilities were offered for conveyance to the County, as described in O.R. Book 6394, Page (P.G.) 493, and are
located within County utility easements dedicated by the plat of Cadenza at Hacienda Lakes, recorded in Plat
Book 74, Pages 16-20, of the Public Records of Collier County, Florida. The value of these potable water and
sewer utility facilities (assets) was $181,466.28 and $83,932.32, respectively.
2. Staff recorded all final acceptance documents associated with the facilities being conveyed to the County in the
public records of Collier County, which were reviewed and approved by the County Attorney’s office as to
form and legality. The county acquired its interest in potable water and sewer utility facilities through the
Utilities Facilities Warranty Deed and Bill of Sale recorded in O. R. Book 6394, PG 493 (“the Utilities
Facilities Deed”).
3. The Development Review staff conducted a final inspection on June 20, 2024, in coordination with Public
Utilities to discover defects in materials and workmanship, and these facilities have been found to be
satisfactory and acceptable.
4. Staff recommends final acceptance of the subject utility facilities in the amount of $265,398.60. Staff also
recommends acceptance of the Utilities Facilities Deed and the facilities described therein.
5. This final acceptance is in accordance with Collier County Ordinance No. 2004-31, as amended.
6. Staff is unaware of any issues that would serve to negate the recommendation to release the applicable security.
FISCAL IMPACT: Approval of this Executive Summary will have no specific financial impact. However, approval of
this executive summary will result in the Collier County Water-Sewer District receiving title to the potable water and
sewer utility facilities, which have a total gross value of $265,398.60 (no depreciation applied) and an asset will be
recorded in the financial records of the county.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a majority vote for
Board approval. – DDP
RECOMMENDATIONS: To approve final acceptance and accept the conveyance of the potable water and sewer
utility facilities for Allegro at Hacienda Lakes, PL20230012818, and accept the conveyance of the Utilities Facilities
Deed and the facilities described therein.
