“I understand the cost of spending, but I'm also going to... make the statement that the
commissioner needs to be educated on the fact that when an MSTU is trusted upon a
community, it is that community requesting to spend those monies. It is not tax
money, it is our additional money that makes our neighborhood and it irks me that
perspective is not understood professionally. To say, look, honestly, the least
affordable community is putting money out to look nice. I wonder if they have the
same perspective with the Pelican Bay in their motion. And they're in the seat of
another in the seat. For the record, I'm not happy that they don't acknowledge that,
and they consistently misunderstand the MSTU and the CRA even though we're
cooperative and very symbiotic in what we do. The big difference is that it's an
additional tax we choose to pay. And I don't like others that don't pay telling us how
we can spend it. That's just my opinion.”
14. Public Comments:
Jim Longwell - commented regarding the following: speeding, formally requested a
patrol, finance additional fee,drainage. “ I see things happening gradually, you’re
doing well.”
Sharon Kurgis, was present to represent all her neighbors, commented regarding the
following: Isles of Collier Traffic light. No drainage in the lake Turner Oaks on
Republic, Constitution and Liberty Lane. They have plat maps that show a drain at
one time but not sure if it still exists will send it to staff later to research if the drain
is clogged, damaged or disconnected.

•Dead Royal Palm tree in median 18 to be removed.
•New American flag installed after hurricane Helene and Milton
•Portions of the fabric screening at the CRA shop has been replaced because of damage from
hurricane Milton.
•A Substantial amount of Landscape debris was collected from both hurricane Helene and Milton.
•New electrical meter for Bayshore drive has finally been delivered, Simmons Electric to install in
November.
•Planting at roundabout has been removed to make way for the holiday decorations. We will
replant after the holiday.
•The tree lighting is scheduled for Thursday December 5 at the CRA parking lot corner of
Bayshore and Coco. A & M landscaping has schedule time to clean the parking lot area prior to
the event.
•The new landscaping at the bridge has been identified, this was a collaborative effort with A & M
landscaping, Naples Botanical Garden and Jim Bixler. New landscaping will be completed prior
to the tree lighting event.

• CONSTRUCTION ENGINEERING INSPECTION (CEI )
Staff has completed the scope of work to retain a CEI consultant required by CC procurement, in
the interest of time staff will work with procurement to select an approved firm from the library.
• POST CONSTRUCTION DESIGN SERVICES
Stantec Engineering’s contract is scheduled to end November 8, 2024. This coincided with the
completion of the bid review. Staff has requested a new proposal for post construction services,
staff will work with Procurement to get a contract processed.
• AGREEMENT WITH PARKS AND RECREATION
Staff is meeting with Parks and recreation to discuss a partnership in terms of operation and
maintenance.
• SIGNAGE
Staff has completed a draft job site sign, as soon as the contractor is approved staff will order the
sign.

FRA October 23-25: Sessions attended by Staff and Advisory Board:
Grants Strategic Planning; Finding Money – RMA Consultant Group has been
identifying funding beyond the CRA’s and creating CIP’s(Capital Improvement Projects)
for CRA’s to stack Grants finding matching grants and paying for the match with another
grant. Instances were finding at least 6 grants to stack on one project
Master Planning from the Ground Up – Creating Neighborhood Initiatives CNI’s (grant
funding available), Affordable Housing Options, Partnerships and Funding that includes
property management by the Florida Housing Authority
Communication Strategies – to inform, engage and build trust with community,
stakeholders and partners. Creating communication plan for internal/external partners,
identifying achievable goals that includes vision and purpose of the plan
Take aways and recommendations:
1.CRA’s (BGTCRA & ICRA) can partner to hire a Redevelopment Grant Writer to apply
for and include grant reporting requirements, training staff for the reporting for the 1st
year. Stacking Grants, reporting, responsible for any audits if applicable.
2.Hire a Redevelopment Consultant to create the Gateway Triangle Master Plan to
include, infrastructure improvements, road, sidewalk and lighting improvements on
Shadowlawn. Looking at the feasibility of business and retail marketing and retention,
grant opportunities for property owners and implementation. Economic Development
impacts through aggressive grant writing and partnerships with consultants, Zoning
Adjustments, Public Parking Structures.

Overview of the US Open Pickleball Championships
This April, Naples will be welcoming more than 50,000 visitors from all 50 states and 31
countries. These guests don’t just attend our week-long event; they immerse themselves in the
charm, beauty, and vibrant community of Naples. This is an opportunity to showcase Bayshore
and Thomasson Drive as the welcoming gateway to the Pickleball Capital of the World.
Proposal for Beautification and Banner Installation
We are proposing to install US Open-branded banners along Bayshore Drive and
Thomasson Drive from April 11 through May 16, 2025. These banners would proudly
display the US Open Pickleball Championships, giving visitors and locals alike a warm and
celebratory welcome as they arrive at this world-class event.
Key Points:
•Fully Funded Installation: The US Open will cover all costs associated with the
design, production, installation, and removal of the banners. (unless elected to co-
sponsor the event with the US Open)
•Joint sponsorship opportunity – If elected to co-sponsor the event, we will include
additional sponsorship recognition at the US Open which can include a table,
distribution of materials, website, social posts etc.
•Community Enhancement: The banners will not only highlight the event but will
enhance the community’s visibility on a national and international scale, showcasing
Naples as a top destination while supporting tourism and economic vitality to the
district.
•Visibility: Strategically placed along Bayshore and Thomasson, the banners will
increase awareness for the US Open, while drawing attention to Bayshore's unique
character.

grown into the area’s most significant annual attraction. The banners will act as a visual

and scenic areas—benefiting the community economically and culturally.

Included in your materials are preliminary images of the proposed banner designs, reflecting
the excitement and vibrancy of the US Open Pickleball Championships. We are open to any
adjustments that will align with Bayshore’s beautification standards and objectives.

Two women have been arrested for possession of fentanyl during a
routine traffic stop by deputies.
Collier County deputies said they stopped a silver Lexus SUV
Monday night after the driver, Nora Weissenborn, blew a stop sign at
the Bayshore Drive and Holly Avenue intersection.
That’s when deputies said both Weissenborn and her passenger, Mary
Marks, became confrontational.
They said Marks came out of the car and when deputies searched it
they found a crack pipe and a plastic bag with fentanyl inside.
Both women face multiple charges.

Man hospitalized after stabbing in East Naples

night.
EAST NAPLES, Fla. — A man was Med Flighted to a hospital after he was stabbed in East
Naples Wednesday night.
According to the Collier County Sheriff’s Office (CCSO), deputies responded to a stabbing
at around 9:06 p.m. in the area of U.S. 41 and Bayshore Drive.

When deputies arrived, the man who was stabbed was “bleeding profusely from his head,
neck, and facial area,” according to a police report.
According to the police report, a witness and the victim went to a vacant undeveloped lot,
looking for a woman. When they got to the back corner of the lot, they found a tent that
belonged to this woman.
When they arrived at the tent, the suspect, Kelvin Reynolds, was inside, and a verbal
argument later escalated to the stabbing of the victim.
Reynolds jumped on top of the victim and swung both hands at his neck and upper torso
with a box cutter knife. The victim suffered deep lacerations and puncture wounds to his
face, head, neck, and torso after being knocked to the ground, which likely caused
permanent injury and/ or disfigurement, the police report states.
The witness said he was trying to break up the fight and eventually pulled Reynolds off the
victim and immediately called 911.
Reynolds was placed under arrest and is facing a charge of aggravated battery.

Bayshore, the eclectic and bohemian
district of Naples, has undoubtedly seen a
remarkable transformation in recent years.
Diane Sullivan, real estate investor and en-
trepreneur, insists that the district is just
getting started, sharing how her extensive
visions are coming to life this fall and win-
ter.
Kicking off the holiday season, The
Bayshore Warehouse and The Bayshore
Gallery will host their inaugural soft
launch parties on October 25th. Refresh-
ments, live music, and community flair are
to be expected at any event Sullivan puts
her hands on. Following the soft launches,
Bayshore will introduce its annual Fall
Markets and Christmas-themed celebra-
tion, lighting up the streets and hearts of
the charismatic area. Composed of ven-
dors, carolers, a visit from Santa, and
more, the Christmas extravaganza will be
held every first Thursday of December, this
year’s being the 5th.
The Bayshore Warehouse
A key project in Sullivan’s ongoing ef-
forts to energize Bayshore is the opening
of The Bayshore Warehouse at 3270 Bay-
shore Drive. The unique pop-up style ven-
ue, compromising over 4,000 square feet
of artist studios and event space, will host
a wide range of community gatherings,
from yoga and dance classes to large-scale
events. World-renowned artist and Naples
native Carmelo Blandino will be the initial
artist featured at the launch party.
Incorporated in the warehouse is a
70s-themed laundromat, adding another
quirky, community-oriented element to the
space. Complete with murals by local art-
ists and an area for people to relax, connect
to Wi-Fi, and explore the atypical platform,
Sullivan envisions it as much more than a
place to do laundry. “If I’m going to have a
laundromat, why not have the coolest one
in town?” she said.
The Bayshore Warehouse, with its
half-acre of outdoor space overlooking the
water, is designed to accommodate up to
500 people. Sullivan explains the urgent
demand for an establishment like this, say-
ing, “I can’t tell you how many people over
the years have approached me wanting art-
ist studio space. The Warehouse seemed
like the appropriate solution to a need in
Bayshore.”
The Bayshore Gallery
What better way to accommodate art-
ist’s studio space than with a gallery? The
Bayshore Gallery will showcase a rotat-
ing selection of local and emerging artists
along with curated fashion and lifestyle
pieces. A mix of both established and sur-
facing talents are on the radar. Sullivan
shares, “Many people in the Naples art
scene are involved in the gallery. There are
more artists from Naples that want to be in
the gallery than I have space to host them.”
It’s designed to be consistently versatile,
sparking community engagement and ar-
tistic conversations in Bayshore.

Milton may be eligible for federal disaster assistance. FEMA may provide financial help
with temporary housing expenses, basic home repairs, vehicle replacement and other
