Dear Collier County Commissioners -
As a resident of Florida and the Naples Village Walk community on Vanderbilt Beach Road I am
concerned (and actually disappointed) that a high capacity rental apartment development is being proposed for a
5.8 acre space across from Village Walk. I and many of my Village Walk neighbors, as well as your own
Collier County Planning Commission Staff, feel the design of this facility does fit in with any of the
surrounding developments. In fact the CCPC Staff Report last year stated that “the proposed density is not in
character with the surrounding low-density residential developments”.
According to the CCPC Staff Report “adequate justification for the Mattson on Vanderbilt 25.5 DU/A
cannot be found based upon the low-density residential character of the surrounding community”. Quoting
from the CCPC staff report - “The inability to comply with LDC standards for required usable open space and
parking appears to be a self-created circumstance caused by requesting such a high-density development. CCPC
Staff does not support the proposed reduction of usable open space from 60% to 40% in a dense urban rental
apartment community. The appropriateness of the site for residential use and the requested density must be
justified, and the provision of affordable housing units should be discussed in terms of proximity to
employment, goods and services, access, and transit availability. A GMPA must, according to state statute,
provide sufficient data and analysis to justify the proposed amendment. Staff has not found this standard to be
satisfied.”
I believe the plan needs to be significantly modified due to the lack of open space. Open space is a
requirement of all Planned Unit Developments (PUDs), and those composed entirely of residential dwelling
units require a minimum of 60% usable open space pursuant to Section 4.07.02.G.1 of the LDC. However,
Mattson at Vanderbilt proposes 40% usable open space for the overall site area, including the parking
areas. Also, given the minimal setbacks from the road, “packing in” 151 apartments up to 60’ in h eight will not
match either spatially or visually with any of the three neighboring developments. All three of these
neighboring developments have significantly greater setbacks and much more open space around their
buildings.
Another concern is - what will the county do if the runoff from the Mattson on Vanderbilt development
causes flooding in Village Walk? We recently found out that the Village Walk pond and canals receive all of
the runoff from this section of Vanderbilt Beach Road. Since the majority of the 5.8 acre Mattson development -
with the vast majority being either rooftops or paved areas - will create a significant amount of runoff that very
well may threaten the homes in Village Walk. Please investigate the histo rically high water levels Village Walk
had during this current year's spring and summer - without the additional Mattson runoff.
The Boards Executive Summary on January 2024 regarding this development stated -
• There are no adverse environmental impacts as a result of this petition.
• There are no concerns about impacts on other public infrastructure.
• The site’s use will create minimal impact on the surrounding area.

I and my Village Walk neighbors disagree, and we are hoping this proposal will not be approved due to
the significant negative impact it will produce on our Village Walk and neighboring communities. This
development will have adverse effects on our traffic infrastructure and our overall environmental quality. It also
will not fit in spatially nor visually with the surrounding developments on this section of Vanderbilt Beach
Road.
