Executive Summary
This item requires that Commission members provide ex-parte disclosure. Should a hearing be held on this item, all
participants are required to be sworn in. Recommendation to approve a Resolution renaming a platted street from Eustis
Avenue, between S. 1st Street and S. 9th Street, to Howard Way. The street is located in Immokalee, in Section 4,
Township 47 South, Range 29 East, Collier County, Florida. (PL20240010038)
OBJECTIVE: To have the Board of County Commissioners (“Board”) approve the attached Resolution renaming
Eustis Avenue, between S. 1st Street and S. 9th Street, to Howard Way.
CONSIDERATIONS: Transportation Management Services Department is requesting to rename a platted street in
Immokalee from Eustis Avenue, between S. 1st Street and S. 9th Street, to Howard Way. The request is being made to
honor longtime cattleman and Immokalee resident, Huey Howard.
The street was originally platted as Avenue “E” as shown on the Palmetto Park subdivision plat, Book 5, Page 4, and
subsequently identified as Eustis Avenue. The street is maintained by Collier County.
Pursuant to Ordinance No. 2007-62, an advertised Neighborhood Information Meeting was held at the CareerSource
SWFL Conference Room, located at 750 S. Fifth Street, Immokalee, FL, 34142. The NIM was held on Wednesday,
September 18, 2024, at 5:30 p.m. Eleven members of the public attended in person, and three attended via Zoom. Many
of the attendees were Howard family members who were very appreciative of the efforts to honor Huey Howard;
however, the family requested that Dorcas Howard, the late matriarch of the family, a schoolteacher and principal, be
included in the honor as she was instrumental to the Howard family success. The family suggested an on-site ceremony,
with Huey Howard in attendance, to unveil the street name change and sign installation, if approved by the Board of
County Commissioners.
FISCAL IMPACT: Fiscal impact will be incurred in the form of staff time spent amending the affected address
records. The fiscal impact on fire, police (Sheriff’s Office), Post Office, EMS, and 911 Emergency Services will be
incurred in the form of costs to update records and maps. It shall be the responsibility of the petitioner to bear the cost of
replacing street signs on all public and private streets.
Additionally, the post office will handle all address changes and the residents should not submit a change of address
form. Updates will be required to Driver’s Licenses to identify the new street name.
GROWTH MANAGEMENT IMPACT: No Growth Management Impact is associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality. An affirmative vote of four (4) is needed
for Board approval pursuant to Sec. 22-357 of the Code of Laws and Ordinances. - CJS
RECOMMENDATIONS: To approve the attached Resolution renaming that portion of Eustis Avenue between S. 1st
Street and S. 9th Street, to Howard Way.

Dear Mr. Bellows:
Transportation Management Services is submitting a Street Name Change Petition, and supporting
documentation, to rename that portion of Eustis Avenue between S. 1't Street and S. 9th Street to Howard
way.
ln addition to the standard submittal requirements, this petition also includes:
1'. A letter of support from the lmmokalee Local Development Advisory Board of the Collier County
Community Redevelopment Agency (CRA).
2. A pre-approval emailfrom the Addressing Department regarding Howard Way as an acceptable
street name in Collier County. This documents that Howard Way is not a duplicate street name in
the County, which is not permitted.
The request honors Huey Howard, a longtime lmmokalee resident and cattleman. Mr. Howard has
contributed to the economic vitality and history of Collier County as a rancher and as a Black man breaking
barriers in the 1960s south, to create a large cattle ranch through the sheer love of agriculture. Recent
com memorations include:
1. Awarded the inaugural Floyd Crews Legacy Award in recognition of his service as a long-time
Collier County Farm Bureau member.
2. Named Friend of the Land by Protect The Harvest, a national agricultural advocacy groupin2022.3. Honored by the lmmokalee Pioneer Museum at Roberts Ranch during the 2020 annual lmmokalee
Cattle Drive and Jamboree.
The Collier County Board of Commissioners discussed the commemoration of Mr. Howard at a public
Hearing on July 9,2024, at which time the Board supported moving forward with the petition for the
Street Name change to honor Mr. Howard for his contributions to the county.

Collier County Ordinance No. 2007-62 states that anyone wishing to rename a County street must
submit a petition of sixty-six percent of the property owners abutting the street to be renamed. The
proposed name may not duplicate an existing name.

Section 22.357. - Duly advertised public hearing to rename a street,
(1) b.:
Public notification process when renaming platted sfreefs or roadways where the change is initiated by
a private individual. The applicant shall be responsible for conducting at least one neighborhood
informational meeting. This meeting shall be held 30 days prior to changing of the roadway and the
petitioner is required to installstreef signs . The location of the neighborhood information meeting shoutd
be reasonably convenient to those property owners affected by the renaming of the street and the
facilities shall be of sufficient size to accommodate expected attendance. The applicant shall cause a
display advertisement, in type no smaller than 12 point and said advertisement shatt not be placed in
that portion of the newspaper where legal notices and classified advertisements appear. The
advertisement shall state the purpose, location, and time of the meeting and shatl be placed with a
newspaper of general circulation in the county at least seven days prior to the neighborhood
i nform ation al meeting.

On March 14,2000, the Collier County Board of County Commissionem created the
Collier County Conulunity Redevelopment Agency and established the Inrmokalee
Community Redevelopment Area (ICRA), recognizing the crilical need for
redevelopnrent and comprehensive plamring in or.rr contmnnity.
The Immokalee Local Redevelopnrent Advisory Board, appointed by the Collier
County Boald of Contmissioners, seryes as the printar.y vehicle lor conrmunity and
professional input to the Community Redevelopnrent Agency (CRA) on nlatters
relating to the lmmokalee Community Redevelopnrent Area. This nine-nrember board
plays a vital role in shaping lhc future of lmrnokalee.
One of the top priorities in the Inturokalee Community Redevelopment Area plan is the
preseration and euhancenrent of or.rr rich mix of cultures and her.itage. Narnirrg a slreet
after a pioneer like Huey Howard, the first Black cattle r.ancher in Southwest Florida,
aligns with our commitmcnt to honor the diverse histories that have shaped our
community. This street was chosen because Mr. Huey Howard and his fanrily have
resided on this street since 1963. East Eustis Avenue, located on the east side ofsouth

nrotion to support the proposed nante change of West Eustis Avenue to Howard Way in

development names will provide for more efficient response in the arrival ofemergency vehicles
such as police, fire and ambulance: and
WmREAS, Collier County has implemented rhe Enhanced 9_l-l System and incorrect
addresses delay response times for emergency vehicles; and
WHEREAS, the lack of properly numbered stalctures may result in the misrouting of
delivery vehicles, mail, carrier, and home delivery vehicles; ald
WHEREAS, the rack of properly numbered structules may resurt in unnecessary
inconvenience, discomfort and driving for persons untamiliar with the County; and
WHEREAS, Section 336.05, Floida Statutes, authorizes the Board of Countv
Commissioners to name and rename streets and roads; and
WHEREAS, Sections 10_02.04 A.3.b. and 6.06.01.e.2. of Coltier County l,and
Developmenr Code reqEire that no street, building, subdivision or development shall duplicare
the name of any other street building, development or suMivision in the unincorporated area of
Collier County; and
WHEREAS, duplication of names of developments, buirdings, streets and subdivisions
not only causes confusion to the generai pubJic bur can be a threat to public safery and public
safety services.

health, safety and genelal welfare of ils citizenry.
SECTIONTWOT FINDINGS OF FACT.
The Board of CouDty Commissioners of Collier County, Florida, after a public hearing
with due public notice, has determined that the pubiic health, safety, comfort, good order,
convenience, alld general welfare would hest be served by the exercise of the power granted to
said Board by said Chaptet lZS, Florida Starrrer, and the adoption ofthis Ordinance.
SECTIONFOUR: DEFIMTIONS.
Unless specifically defined below, words or phrases used in rhis Ordinance shall be
interpreted so as lo give them the meaning they have in common usage and to give this
Ordinance its most reasonabte applicatton.
A. Accessory structure: An acccssory structure is a sbucture of nature customarily
iDcidental and subordinate to the principal stmcture ard, unless otherwise provided, on
the same premises. On the same prcmises with respect to accessory uses and structures
shall be construed as meaning on the same lot or on a contiguous lot under the same
ownership.
B. Administrative official: The County Manager or his Designee is hereby d€signated as the
Administrative Official and shall be responsible for the implementation and enforcement
of this Ordinarce.
C. Auxiliary Official Address Number: AD Official Ad&ess Numb€r used ro idenrify an
accessory structure, a mobilc home or recreational vehicle within a mobile home rental
park or recreational vehicle park, an apanment or condominium unit, individual units
within a commercial site, or any other structure which has been determined bv thc
Adminishalive Officia.l to .equirc an auxiliary official address,
D. Development: The act, process or result ofplacing buildings/and or structures on a lot or
parcel of land.
E- Emergency seryicc: Means, but is not to be limited to fire and police protection,
ambulance service and the delivery ofmedical services by a physician.

SECTION THREE: STATEMENT oF INTENT AND PURBOSE.
It is the inreot and purpose of this Ordinance to promote the public heal0l, safefy and
general welfare of the citizens :urd persols in Colljer County, Florida by requiring the posting of
official address numbers on principal or accessory structures, establishing a procedure for
numberihg and renumbering developments and procedures for narning, renarning and monitoring
street narnes ill the unincorporated areas of Collier County for the purpose of providing
emergency services such as fire, police, and ambulance; to facilitate delivery of mail, otficial
notices, goods and merchandise; and assist in locating various points of intercst thrcughout the
county.

F. Grid: A pattern of lines, govemed by a poiDt of origin, on a map of Collier Coulty to
identify refercnce poinrs for the assigning of addresses-
G, [,ot: For purposes of this Ordinance, a Iot is a parcel of land of at least sufficient size to
meer the minimum requirements of the zoniflg district in which it is located, for use,
coverage, and area, and to provide such yards and other open spaces as are required. Such
lot shall have frontage on a public street or on an approved private sueet and may consist
of:
(l) A single lot of record;
(2) A portion of a lot of record;
(3) A combination of complere lots of record, or complete lots of record and portion$
of lots of record, or portions of lots of record; or
{4) A parcel of land describ€d by metes and bounds.
H. Master plarned community: A master planned community is a plan of development for
an area of land in which all of its geographic pans are joined together by a system of
streets which in tum share common,rccess to the county,s major street system.
ChaEcteristics include common recreation amenities. common open space aDd a master
property owners association,
I. Occupant: Any person, association, parmership, trust, organization or corporation, other
than the owncr, who is occupying or leasing the principal or accessory structurE for a
period exceeding 30 days.
J. Official address number: The official idenrification numtler assigned to a p ncipal or
accessory structure by the Administrative Official for the puryose of providing its
expeditious location.
K. Owner: Arly ard all persons, partnerships, trusts, organizations or corporations which
own the fee title to the property upon which a principal structure or accessory sfucture is
located.
L. Principal structure: The structure which serves as the principal use permitted i. the
zoning district within which it is located.
M. Private streeL Thoroughfare, used for vehicular traffic, which dffords the principal
means of access to abutting properties, used exclusively for the rcsidena therei[.
N. Public street: Right-of-way either paved or unpaved, which is intended for vehicular
traffic.
O- Neighborhood Informationai Meeting: A meeting to provide the public with general
information penaining to the changing of address numbers or strcer names; usually for
ten (10) or more properties.
SECTIONFIVEI REQUIREMENTS FoR
NUMBER.
POSTING OF OFFICIAL ADDRESS
The owner or occupant of a lot upon which a structure is located sha.ll post all Official
Address Number on the principal or accessory struclure located on said lot, in accordance
with the requirements of this Ordinance or within 90 days of the notification of the
address charge as p.ovided in Section Eleven.

In addirion ro posting the official Address Number on the principal or accessory
structure, it shall also post the official Address Number on the seawall, on the end of a
dock or pier or on the boathouse, in accordance with this Ordinance.
official Address Numbers and./or the range of Official Address Numbers shall be posted
within the upper third or in the area defined in Secrion 5.06.00 of the Land Development
code of commercial and residential signage that utilizes the following sign types: pole
sign, ground sign and directory signs.
SECTION SIX: EXEMPTIONS FR0M POSTING OFFICIAL ADDRESS NUMBER.
A' Unimproved lots upon which no structures are located, with the exception of those Iegal
nonconforming waterfront lots for which a Conditional Use has been granted allowing
the construction of a boat dock facility; such lots must post a sign showing the street
address number facing and visible from the road right-of-way as demonstrated in Exhibit
4.
B' The Administrative official may grant an exception to the requirements of Section Five
and Seven, after application for an exception by the owner and a determrnation by the
Administrative Official that one of the following may apply:
l The architectural design is such thal strict enforcement will interfere with the
function and utirity of the architectural theme of the structure.
2. In the case of multi-residential structures, mobile homes and recreational vehicles,
strict compliance is not reasonably possible due to the arrangement, number and
location ofunits involved. Relerence Exhibits I and 2.
3' Where unusual conditions exist or where the literal interpretation of Section Five
or Seven will create a hardship, the Administrative Officia.l may deviate from the
specifications of Section Five or Seven provided such deviation will not
circumvent the intent and purpose of this Ordinance.
Il the granting of an exception, the Administrarive Official may specify conditions and
specifications upon which exception is granted.
SECTION SEYEN: SPECIFICATIONS FoR POSTING OFF.ICIAL ADDRESS
NUMBER(S).
A. Official Address Number(s):
l' One and two-family structures shall have Official Address Numbers in Arabic
design and have a minimum height of four (4) inches.
2' All other new structures shall have numbers of Arabic design and a minimum
height of six inches. Existing buildings, other than one and two-family structures,
shall have address numbers that comply with the six-inch minimum height and all
other specifications of this section. Numbers shall be mounted in a secure fashion
to the .structure's front wall or other fixed appurtenance in the front of the
structure within five (5) feet of the main entryway or main path of travel which
Ieads to the main entrance from a public or private street or shall be otherwise

3. Numbers ior all stluctures shall be mounted at a height between four (4) lbet and
ten (10) feet above the adja.ent stre€t grade or exterior randing beleath, but never
higher thar fifteen (15) feet above the adjoining grade_ Thcy shall be sufficiently
legible as to contrasting background, arrangement, spacing, size and uniformity of
integers so that the numbers may be read witi ease during daylight hours by a
person possessing at leas/" ml40 vision if he vjews the numbers from the center
linc of the abutting street. The numbers shall be placed so that trees, shrubs and
other obstructions do not block the line of sight of the numbers from the center of
the street.
4. Wherever practicable and in accordance with these specifications, the Official
Address Numbq on all structurcs shall be plirced as close to a Iight source as
possible in order to make it morc visible at night, If not near a light source, the

5. Addrcss Numbers on signs must comply with the Collier County Land
Development Code Section 5.06.00.
Apartment Buildings: In the case of an apartment building which contains a se es of
individual apartment units within a principal apartment building, the following shal]
apply:
( I) The principa.l apartmenr building shall be considered as the principal shucture and
shall be numbered in accordance with Section Five aad Seven, A, above.
(2) In addition to the Official Addrcss Number of the main apartment building, when
thg building does not have an uniquely assigned address number, such number
shall include a by-lino indicating the Official Address Number range of the
apartment unit(s) wirhin the apartment building. Unit [umber shall be displayed
using numbers no less than four (4) inches in height and the p ncipal address
numbers shall be no less than six (6) inches in height and shall be indicated a.s
demonstrated i. Exhibit l.
Mobile Home aod Recreational parks: In the case of a mobile home park or recreatioDal
vehicle park, the park and the lots within the park shall be numbered as follows:
l. The mobile home park or recreational vehicle park shall be considered as tbe
p ncipal structure aod shall be numbered in accordaoce with Sections Five and
Seven, A, above.
2. In addirion to the Official Address Number of thc mobile home or recreational
vehicle park, ea.h lot ]ocated within rhe park shall bc given an auxiliary Official
Address Number which shall bc indicated as demonstrated in Exhibit 2.
Private Eotryway: In instances where a main entryway of a structure(s) is not cleariy
visible from a public or private sbeat, the owner shall be required, in addition to tl|e
rcquirements of Sectiol Five and Section Seven, to post the Official Address Number
and/or Official Address Number range in a conspicuous place within ten (10) feet of rhe
point of intersectioh of rhe driveway serving the structure(s) and the .ight_of-way of the

Mailbox Numbers: Wherever required by law that the Official Address Number be
placed on a mailbox in order to receive U.S. Mail, the owner shall be required to post the
Official Address Number on bo$ sides of the mailbox using numbers no less than three
(3) inches in height or if on the rop of the mailbox, numbers no less rhan two (2) inches in
height; in addition to the Official Address Numbe. on the principal or accessory srructure
as required in this Ordinance.
Numbering of Waterfront property: ln the case of a waterfront lot, (see also Section 6.A,
above), the owner shall be rEquired to post the Official Address Number on the seawall,
the end of the pier or dock, or on the Owner,s boathouse according to tie tbllowing
specificarions:
l. Official Address Number(s) shall be Arabic in design and have minimum height
of six inches, Such numben shall be mounted in a secure fashion on the waterside
of the structure so as to he clearly visible by passing boat operators using the
abutting waterway.
2. Official Address Numbers shall be mounted at a height between four lbet and ten
feet above the abutting waterway as measured from the National Ceodetic
Vertical Darum. They shall be sufficiently legible as ro contrasting background,
arangement, spacing, size and uniformity of integers so that the numbers may be
read with ease during daylight hours by a person possessing at least 20140 vision
if he views the numbers from within l0O feet on the abutting waterway. The
numbers shall be so placed that other obsructions do not block the line of sight of
the numbers from the abutting waterway.
3. It shall be re{uired rhat all Official Address Numbers be pl,Lced close to a Iighr
source or made of reflective materials so as to be visible at night by the operator
of a passing boar or by shining a flashlighr on the number.
Commercial Sfucturcs, or Multifarnily Structure:
l. Buildings with three (3) or more dwelling units, having a rear access roadway or
alleyway, rea! entry doors into the Enirvsuites shall be malked as follows:
a. Unit and suite numb€rs on s[uctures shall be Arabic in design and have a
minimum height of ibur (4) inches. Such numbers shall be mounred in a
securc fashion to the ulit or suite rear entlance door or other fixerl
appurtenaDc.€ in the fronr of tbe door within five (5) feet of rhe rear
enryway or main path of travel which leads to the rEar entrdrce from the
rcar access roadway or alleyway or shall be otherwise separately mounted
immediately adjacent to the rear access entrance door on the stucture
wall.
b. Numbers shall be mounted at a height betwecn four (4) fe€t and ton (lO)
feet above the adjacent street grade or exterior landing beneath, but never
higher tharl fifreen (15) feet above the adjoining grade. They shall be
sufficiently legible as to coDtrasting background, arrangement, spacrng,

size and uliformity of integeG so that the numbers may tle read with ease

views the numbers from the centerline of tle abutting roadway or
alleyway. The numbers shall be so placed that rrees, shrubs and other
obstructions do not block the line of sight of the numbers from the center
of the street.
Whercver practicable and in accordance with these specifications, the unit
or suite number shall be placed as close to a light source as possible in
order to make it more lisible at night. If not near a light source, rhe
number shall be made of reflective material.
Official Address Number or numbers shall be mounted to the sign face, be
a pan of the sign copy, or be mounted to the sign structure. This area shall
be free of obstructions so that the line of sight of the numbers is visible
from the center of the stre€t and should refer to Section 5.0,6.00 of the
Land Development Code for signs.
d.
SECTION EIGHT: APPLTCATION FOR NEW OFFICIAL ADDRFSS NUMBER.
Any residential property requiring a new Official Address Number shall be applied for
with the Administrarive Official. In order to have an address assigned to a residential property,
the applicant must provide a legal description of the subject propeny to rhe Administrative
Otficial- In order to have an address assigned to a commercial prcperty, the applica-nt shall
provide an approved site plan ro the Administrative Official.
SECTION NINE: REQUIRED CONDITIONS FOR NEW CONSTRUCTION OR
BUILDING REPAIRS.
All new constuction or building repairs requiring a county buildjflg permit shall comply
with the requirements of this Ordinance prior to rhe final sfuctural inspection or tinal building
repair inspection by the inspections section of collier county,s Building Review and permitting
Department. A Cedficare of Occupancy shall not be issued untji it has beefl verified by the
Adminjsrrarive Official thar rhe buildiog has been propedy addressed.
SECTION TEN: PRoCEDURE T.oR ESTABLISHING A UNIFoRM GRID
NUMBERING PATTERN FOR ASSIGNMENT OF ADDRESSES
OR CHANGE OF ADDRESS.
A. The followiog Grids are established in Colljer County for the assigning of addresses to
structures:
l. City of Naples Grid:
A pattern of intersecting lines running nonl/sourh and east/west. The point of
origin for this grid shar be central Avenue and the curf of Mexico in the ciry of
Naples wirh lines running east/west aDd north/south of point of origin. The
interval of lioes shall continue:

A pattem of intersecting lines running rrorth/south and eas/west with the point of
ori8in starting at Main Street (S_R.29) and First Street (S.R. 846). The inrerval of
lines shallcontinue:
North to the Collier County line;
South ro Oil Well Road (S.R. 858) and Immokalee Road (S.R. 846);
West to the Collier Counly line, east line of Range 27 and Oil Well Crarje
Road: and
Ea$ to the Collier Counly line.
Odd numbers will bc assigned to the buildings on rhe north and west sides of rhe public
or private streets, even numbers will be assiped ro the buildings on the south aIld east
side ofthe public or p.ivate steet.
The assignment of ntmbers on comer lots shall be determined from the public or privare
sheet on which frontal access to the building is obtained unless unique and unusual
circumslances exist as determined by the Administmtive Official.
In cases in which the public or private stre€t runs both north/south and east/west, the g d
direction shall be determined by rhe predominant proportional Iength of the public or
private street.
Main arterials which pass through more than one $id shall not have more than one
addressing system.
Where more than two units exist within a building, the entire building shall have a
principal number with an auxiliary official Address Number for each indivlduar unit,
unles$ ir is more reasorlable or practical to assign Official Address Numbers lo each unir.
The Administrative Official shall at his discretion, relinquish prccedence of the specified
grid system in cases where it would be more rcasonable or practical to assign a skeet
address based on a numbering system used by a municipality or subdivision.

SECTIONELEVEN: PROCEDURE
ADDRFSSES,
FOR CHANGING NON-CONFORMING
Where the existing building number does not coDform to the requirements provided for
by this Ordinance, the Administrative Official shall provide a ,,change of address notice,
to the Owner of the building. A building number shall be considered non_confbrming if
it does not conform wirh the grid numbering system esrablished by this Ordinance, if the
number is out of sequence with other numbers on the street, or if an odd or even number
is on rhe wrong side of the street.
A neighborhood information me€ting is not required when changing addresses for less
than ten propenies. The Adminisrrative Official shall norify rhe owncr of each properry
and all appropriate government agencies of the address change rhrough the use of a
"Change of Address Norice,, seff by U.S. Mail. ResideDts have 90 days ro charge ro the
correct address. A copy of the ;Change of Address Notice,, shall be kept on file in rhe
Addressing Section of the Collier County Community Development Environmental
Services (CDES) Division. Within ninety (90) days from the dare of rhe ..Change of
Address Notice," rhe Owner or Occupant of the propeny shall conform to the address
approved.
The "Change of Address Notice,, shall contain rhe following:
l The correct address number, previous number urd requircment that the property
Owner or Occupant post the number in accordance with the requircments of this
Ordinance withill nilety (90) days from rhe date of rhe Norice.
2. The name of rhe property owner and legal description.
3. The date of rhe norice.
Public norification process when changing addresses for ten o, more properties: The
Administratiye Official shall conduct at least one neighborhood infomationat meering in
additjon to rhe above written norice requirements. This meeting shall be held 30 dnys
prior to the "Change of Address Notice, being maited. The location of the neighborhood
informatioral meeting should be reasonably convenie[t to those propeny owners who are
required ro receive notice and the facilities shal be of sufficient size to accommodate
expected artendaoce. The Adminisrrarive Official shall initiate an advertisement, in type
no smaller tlan l2 point and said advertisement shall be placed in the local or community
section of the newspaper. The advenisement shall state the purpose, location, ard time of
the rDe€ting and shall be placed with a newspaper of general circulation in the county at
least seven days prior to the neighborhood informationa.l meeting.
SECTION TlryELl'Er DULY ADVERTISED PUBLIC IIEARING .r.O RENAME A
STREET.
Pursuant ro Section 336.05, Floida Statutes, the Board of County Commissioners is
authorized to rEname streets and roadways in the uhincorporated ar€as of the County. A duly
advertised public hearing, aDd a super-majority vote of at least four affirmative votes, shall be
.equired to effectuate the renaming of the street or roadway. However, State roads lying in the

Transportation (FDOT).

the street and the facilities sball be of sufllcient size to accommodate expected
anendance. The applicant shall cause a display advertisement, in type no smaller
than 12 point and said advertisement shall nor be placed in thar portion of rhe
newspaper where legal norices and classified advertisements appear. The
advertisement shall state the purpose, location, and time of the meeting and shall
be placed with a newspaper of general circulation in the county at least seven days
prior to the neighborhood informational meeting.
3. Notification for unplatted streets and roadways: The AdmiDistrative Official shall
conduct at least one neighborhood informational nreding if the name change
involves more than l0 property owneN and is not required to go before the Board
of County Commissioners. This meeting sha.ll be held 30 days prior to changing
of the roadway and the petitioner is required to install strcet signs. Tbe location of
the neighborhood informational meeting should be reasonably convenient to those
prcperty owners affected by the renaming ofthe srreet and the facilities shall be of
sufficient siz€ to accommodate expecled attendance. The Adminisrative Official
shall cause a display advertisement, in type no smaller than 12 point and said
advertisement shall not be placed in that portion of the newspaper where legal
notices aDd classified advertisemeots appear. The advertisement shall state the
purpose, location, and time of the meeting and shall be placed with a newspaper

of general circulation in the county at least seven days prior to the neighborhood
informational meeting.
SECTION THIRTEEN: PROCEDURES FoR RE.NAMING oF DEYELOPMENTS,
SUBDIYISIONS, STREETS AND BUILDTNGS.
A. A street can be renamed by one of the following three methods:
L Renaming platted and unplatted srreets by perition:
a. Applicant must first verify with the Addressing Section of the Collier
County CDES Operations Department that the proposed street name is not
a duplication.
b. A petition signed by sixty-six percent of ail of the properry owners
abutting the street to be renamed may be submitted to the Administrative
Official with the necessary application, site plan of the street to be
renamed and a list of all property owners abutting the street to be renamed.
In the event that more than otte property is owned by the same entity, each
such property shall reprasent a separate signature, to be counted against
the required percentage. The application shall include: (l) the petitioner,s
name, address and telephone number; (2) a legal description or location of
rhe street; (3) the present street name; and (4) the reason for requesting
name change' Applicable administrative fees in accordance with Fee
Resolution No. 2005-384 or its successor Resolution are required to be
paid for the cost of notifying each abutting propefty owner o[ the proposed
street name change.
2. Renaming of streets where duplicate names exist or one will be created because of
changes to the Transportation System:
a. The Transportation Administrator or his designee may submit an
application to the Board of County Commissioners for a street name
change where the public health, safety and general welfare would be
affected thereby.
3. Street renaming by Board of County Commissioners:
a' The Board of County Commissioners may request a change of street name
at any time after notice by publication and a public hearing.
B' The Administrative official shall determine whether the proposed street name is a
duplicate of any existing street name. Upon submittal of a public petition, application or
request for street renarning, the Administrative Official shall determine if the proposed
name is in conflict with any existing stre€t name and verify the ownership of the property
owner(s) requesting the street name. In determining if the proposed name is in conflict
with existing street names, and if the request involvss a Transportation project, the
Administrative official strall confer with the Transportation Administrator to review the
name change for duplication, assimilation, confusion or repetition,
C' Upon reasonable review of the platted street name petition, application or request for the
renaming of a street, County staff will schedule a public hearing before the Board of

County Commissioners, notify the property owners abutting the street of the proposed
strEet name change, auld make a recommendation to the County Manager,s Office.
Notification of a public heaing beforc the Board of County Commissioners shall tre
given to abutting properry owners fifteen (15) days prior to the public hearing. After a
duly advertised public hearing and upon the Boatd of County Commissioners, approval,
the Adminishative Official wjll notify all appropriate govemmenral agencies irnd
property owners abutting the street being renamed.
The Addressing Section has the responsibility of maintaining street address maps and
assigning street numbers.
Unplatted strert name changes have the same criteria as platted street name changes but
are not required to go before the Board of Cou[ly Commissioners and are
administratively changed by the Collier County Addressing Section.
Procedure for cbanging or rEnaming a deyelopment, subdivision or building:
l. A development, subdivision or building can be renamed by a propeny owner or
dcveloper with approval from the Addressing Section as long as thc name ls not
duplicated or an overused name. The Addressing Section has tbe authority to
approve a renaming request.
2. A "Development name change,' applicatjon fom must be completed and contain
the following;
Address checklist
Location map
Any addresses in the development or subdivision
A cover letter staling the reason for the change with a fee according to Fee
Resolution No. 2005-384 (or any successor) is required.
3. The approved name is changed in the computer database files and a letrer of
approval for the name charge is sent to the p€titioner and the appropriate agencies
staring the old name, new name, legd description and addresses within rhe
development or subdivision affected by the change.
4. An appeal shall be filed with the Collier County Board of County CommissioDers
wirhin ten (10) days of rhe disagreement, decision or detemination and the
aggrieved person shall furnish a copy of such appeal to the Adminisrrative
Official. Thc appticabie liling fee in accordance wirh Fee Resolution No 2005-
384 or its successor resolution is r€quircd for each appeal.

must be submitted to the Addressing Section with the appropriate fee.
2. The Addressiog Section wjll verify the requested names for duplicarion or
overuse.

h order to eliminate duplicarions, at the disqetion of the Adminishative Official, no
stseet, developmen! coDmunity, building or subdivision whete signage is used or will
eventually be used in marketing, advefiising or to ideDrify ownership or geographical
location shall bear the same name or an alike sounding name in the unincorporated area
of Collier County, exc€pt under the followhg conditions:
1. Similar Sounding names or designations shall be determined using the following
paramelers:
a. Roadways wilh the same name and having only different prefixes or
suffixes shall be allowed to be used ordy three times within the same
"masiter plamed community', and must be contiguous.
b. Only five (5) variations of roadways with the same name having only
different prefixes or suffixes shall be permitted within unincorporated
Collier Couoty.
c. Developments and signs used in marketing or advertising ownership
related to developmenfs, bearing the sarne name, collective phrase or
could b€ considered a duplicate use by the Administative Official is
prohibited.
2. The major sEeet wilhin a master planned community; subdivision or development
may utilize the same na.me as the development unless it is an overused street
ftune,
3. Registered ftanchis€ Bames.
4. Identical building names and businesses owned by the same owDer/entity 8nd
offering the identical service in dillereot county locations can utilize the same
buildiDg name that has been used three times or more.
Ar the time of subdivision plat or site development plan apgoval, street names of borh
intemal and extemal steets are assigned by the developer and reviewed by the
Administrative Official prior to final approval of the subdivision or development plan.
Developers should not prcceed with printing and advertisiry activity that utilizes project
and street rlames prior to final atrrynoval of such names by the Addressing Section of the
Collier County Comrnunity Development and Environmental Services (CDES) Division.
The Addressing Section shall review the name to avoid duplication and similadty of
street rumes as regulated by this Ordinance and defined above. The Addrcssing Section
also has the responsibility of maintaining street address maps and assigning streer
nrrmbers.
1. Dwelopment names changes have to bc approved by the Addressing Section of
Collicr Courty but do not go beforc the Board of County Commissione$. It is the
petitiouer's respoasibility to rotify the property owners of the new dev€lopm€nt
name and county staf to send mailings to agencies with location map, change
compute! databas€ and filcs of the new development !ame. Applicable

2. Requests to feniure a unplatted street, both private and public, are made by

SECTION FIITIEEN: PROVIDING STREET SIGNS ON RENAMED PUBLIC oR
PRIVATE STREETS.
It shall be the responsibility of the peritioner to bear the cost of replacing srreet signs on
all public and private stre€ts. ln the cas€ of public streets, signs will be replrrced by the Collier
County Transportation Operations Department following pa],rnent of a fee to be determined by
the Director of the Trans!,ortation operations Depanment. In the case of private streets, it sha
be the responsibility of rhe petitioner to provide for rhe slreer sign(s) displaying the new name in
accordaice with the Collier County Land Development Code.
SECTIONSIXTEEN: APPEALPROCEDURE.
A. The Collier Counry Board of County Commissioners shall hear and decide appeals from
the requirements of this Ordinsmce when there is a disagreement of an inte.pretation,
requirement, or determinatio. made by the Administrative official in the entbrcement or
adminisration of this Ordinance. Such appeal shall be filed with the Collier Counry
Board of County CommissioDers within ten days of the disagreement, decision or
determination and the aggrieved person shall fumish a copy of such appeal to the
Administrative Offrcial.
B. The applicabJe filing fee in accoidance with Fe€ Resolution No. 2OO5_384 or its
successor resolution is required for each appeal.
C. Any person adversely affected by the decision of the Collier County Board of County
Commissioners may appeal such decislon to the Circuit Cou( as provided by law.
SECTIoN SEYENTEEN: ABROGATION AND GREATER RESTRICTIONS.
A, This Ordinance is not intended to repeal, abrogate, or impair any existing easements,
covenants, or deed restrictions. However, where this Ordinance and another conflict or
oyerlap, whichever imposes the more stringent restrictions shall prevail.
B. In the interpretation and applicarion of this Ordinance, all provisions sha be: (l)
considered as minimum requirements; (2) Iiberally construed in favor of the goveming
body; and (3) deemed neither to limit nor repeal ary other powers granted under Stare
Statute.s.
SECTION EIGHTEEN: WARNING AND DISCLAIMER oT.LIABILITY.
The degree of protection re4uired by this ordinance is considered reasonabre for
regulatory pu.poses. This Ordinance shall not create liabiljty on the part of Collier County or by
any officer or employee thereof for any damages that result from reliance oD this ordiflance or
any administrative decision lawfully made thereunder.

SECTION MNETEEN: ENFORCEMENT AND PENALTTES.
A. Any person or entity who violates any provision of rhis Ordinance shall be punished as
provided by law.
B. In addition to the criminal penalties provided by law, power is hereby authorized to
institute any appropriate action or proceeding including suit for injunctive relief in order
to prevent or abate violation of this Ordinance.
SECTION TWENTY: REPEAL.
Collier counry ordinance No. zoo3-r4 is hereby repealed in its entirety.
SECTIONT\MENTY.ONE: CONFLICTANDSEVERABILITY.
In the event this Ordinance conflicts with any other ordinance of Collier County or other
applicable law, the more restrictive shall apply. If any phrase or portion of this ordinance is held
invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a
separate, distinct, and independent provision and such holding shall not affect the validity of the
remaining portion.
SECTION TwENTY-Two: INCLUSTON IN coDE oF LAws AND ORDTNANCES.
The provisions of this Ordinance shall become and be made a part of the Code of Laws
and Ordinances of Collier County, Florida. The sections of the ordinance may be renumbered or
re-lettered to accomplish such, and the word ,.ordinance" may be changed to ..section,,, ..article,,,
or any other appropriate word.
SECTIONTWENTY-THREE: EFFECTIYEDATE.
This ordinance shall be effective upon filing with the Department of state.

A Neighborhood Information Meeting (NIM) was conducted for the above referenced project on
Wednesday, September 18, 2024, at 5:30 pm at the CareerSource SWFL Conference Room, located at,
750 S. Fifth Street, Immokalee, FL 34142.
Eleven (11) individuals from the public attended the meeting (see attached sign-in sheet). The meeting
was simultaneously conducted through Zoom and had three (3) participants.
Individuals associated with the project team in attendance included the following:

• Lorraine Lantz, Transportation Planning
• Mike Sawyer, Transportation Planning
• Jennessee Delgado, Transportation Planning
Other County Staff present:
• Timothy Finn, Collier County Zoning
• Yuridia Zaragoza, Immokalee CRA
Kathy Eastley opened the meeting at 5:35 pm and provided a PowerPoint presentation outlining the
details of the proposed Street Name Change Petition.
Following the presentation, the meeting was opened to attendees for comments and questions. The
following is a summary of the questions asked, comments made by the attendees, and responses given
by the project team.
Question/Comment: Ivan Howard began the public comment portion of the meeting by thanking the
county for this wonderful gesture to honor his father. He then explained that his mother, Dorcas Howard,
worked at the local elementary school and walked on Eustis Avenue daily, in her commute to work. So, to
rename the street to honor the family is very meaningful. He stated that the family was in full support of
the gesture and appreciated it.

Question/Comment: Twana Howard Davisson agreed with her brother and stated that her dad would
appreciate the honor. Family members in the audience included multiple generations who spoke about
some of Mr. Huey Howard’s life experiences, his involvement in Immokalee, and what the community of
Immokalee means to the Howard family.
Other comments included that Huey Howard was a churchgoer, an entrepreneur, a trucker, and a laborer
before he was a rancher. They provided highlights of Mr. Howard’s career as a rancher who helped
immigrants and provided jobs to the community. Many of the comments paid tribute to Mrs. Dorcas
Howard who was instrumental in the community as well. She began her career as a teacher at the
Bethune School and later served as the principal of Village Oaks Elementary School. She was recognized
for her dedication and commitment to education and for working for the Collier County School District for
over 50 years. She was a role model for her family and the community.
Response: Staff stated that they would include information in the information forwarded to the
Board of County Commissioners acknowledging the role of Dorcas Howard in the success of Huey
Howard and the entire Howard family.
Question/Comment: Why was the entirety of Eustis Avenue not included in the name change, why only
a segment?
Response: The entirety of Eustis Avenue was not included in the requested Steet Name Change
as the Seminole Tribe property on the east end was excluded, and the Immokalee Water Sewer
District property on the west end was not included. This was the recommendation of the
Addressing Department.
Question/Comment: How was the name Howard Way determined? Why does the name not include Huey
Howard or Huey and Dorcas Howard?
Response: The staff explained that the direction provided by the Board of County Commissioners
at their hearing on July 9, 2024, was to submit a petition to rename the street to Howard Avenue.
However, that was a duplicate as Collier County already has a Howard Avenue. Direction was then
provided to request the name change to Howard Way and, upon consultation with the Addressing
Department, it was determined that there was no conflict with the name. Staff further explained
that renaming of streets with the first and last name was a commemorative gesture typically made
posthumously.
Question/Comment: Will there be a ceremony if the street name is approved?
Response: Staff responded that the scheduled Board of County Commissioner (BCC) hearing date
was October 22, 2024, and that they would investigate the question and get back to them. Staff
stated that they understood that the family wants to mark the happy occasion and have Mr.
Howard feel honored.
Question/Comment: If there is a ceremony will there be remote access available?
Response: The BCC hearing is available online and you can register to participate remotely. We
would have to investigate any other type of access if a ceremony were to be scheduled in
Immokalee.

Question/Comment: Will the meeting minutes be provided to the BCC?
Response: Yes, the PowerPoint, meeting summary, and audio recording of the meeting will be
made available to the BCC.
Question/Comment: Lucio Juarez lives at 505 Eustis Avenue and many of his neighbors were unaware of
the meeting, why were they not notified?
Response: Staff explained the notice procedures for the NIM, and the BCC hearing are based on
providing notice to the property owner of record, found from the Property Appraiser records.
Renters are not directly notified.
Generally, the Howard family was very supportive of the street name change and thanked staff for their
efforts; however, the family would like to acknowledge Huey Howard’s wife Dorcas Howard, who was an
educator and principal at the local elementary school. She was instrumental in the Howard family's
success and should be included in the honor. The family also suggested an on-site ceremony, with Huey
Howard in attendance, to unveil the street name change if approved by the Board of County
Commissioners.

No, the Board of County Commissioners must approve the change. The Hearing is tentatively
scheduled for October 22, 2024.

5. Will new street signs be installed?
Yes, the County will install new street signs at each intersection, and County maps will be updated to
show the new street name.

I, Lucio Juarez, do not agree with changing the name of the street because if they change the name,
one has to go around changing it at school, at the clinic, at the bank, at the water light office, and
having to go and change the license and pay $35 and lose half a day of work. They want to name it
after a person that I don't even know. They say that he has a lot of land and cattle, but this person
has not given me anything for me to support the change of name after this person. They should
have addressed him at the September 18th meeting so that I could meet him.
That’s my opinion.
