My name is Bryan Makos and together with my wife and our two liƩle boys, we live in the Ventana Pointe neighborhood
here in North Naples off Immokalee Road & Richards Street. I’m wri Ɵng to convey our deep opposiƟon to two
apartment development projects that are proposed to take place on either side of our small family neighborhood.
The first proposed apartment complex is the JLM Living East project (PL20220003804 & PL20220003805), which will
back to the west side of our neighborhood, and the other is the LEO@Naples project (PUDZ-PL20220007256 & GMPA
PL20220008004) which will back to the east side of our neighborhood.
My family, and those of the 77 households here in Ventana Point oppose these projects for numerous reasons:
The most obvious are the noise and light polluƟon that would come with development and the destrucƟon of the
beauƟful green space. There’s also the addiƟon of more children to already overcrowded schools and the inevitable hit
that our property values will take by brackeƟng a single-family neighborhood with apartment complexes.
In addiƟon to these reasons, our biggest concern is that of the traffic these projects will add to an already overcrowded
Immokalee Road. As the situaƟon stands, we must turn right out of our neighborhood and proceed eastbound on
Immokalee before reaching one of three U-turn lanes (please see aƩached map) where we then flip around to go
westbound, to get to schools, grocery stores, doctors, restaurants, parks, and all facets of life.
In the morning, these U-turn lanes become backed-up with cars from our neighborhood of 77 homes (perhaps 150 cars),
and due to the Ɵdal wave of traffic constantly pouring westbound on Immokalee, making the U-turn is a hazardous
situaƟon. It’s not uncommon to sit in the U-turn lane for more than 10 minutes before you must risk making the turn
into oncoming traffic or else no one goes anywhere. It’s quite simply life-threatening.
These U-turn lanes are each about 250 Ō in length, and can accommodate roughly 15 sedans, factoring the average car
length of 14 Ō. with 3 Ō. of separaƟon between cars. Throw a semi-truck or dump truck into the mix and it’s a whole
bigger problem.
Now, with the proposed JLM Living East apartment complex, they are asking to cram an addi Ɵon 350 units into a
postage stamp of land. If half those units have one car and half of the units have two that’s 525 new cars trying to turn
onto Immokalee during the school and work commutes.
Now, what if the LEO@Naples project gets approved for the 350 units they are asking for? Where will their chunk of
some 525 cars go in the morning since they too share the same three U-turns? We’re talking 1,000 new cars trying to
use the same U-turn lanes that already cannot handle the burden from our community of an esƟmated 150 cars.

I would encourage you to please walk in our shoes - come out to our neighborhood some morning and try the U-turn in
rush hour. You’ll see my concern is no exaggeraƟon, and you’ll also see how the proposed developments are simply
untenable.
My family, my neighbors and I ask you – please stand up for us. Please factor our concerns when it comes Ɵme to make
a decision. Please represent current Naples residents such as us, instead of potenƟal Naples residents and the desire for
profit from out-of-state developers.

I am in FULL AGREEMENT with Burt Saunder's proposal to issue a one year moratorium on all new
applications to develop land along Immokalee Road from-75 east to Oil Well Road.
The current traffic situation is already ridiculous and the JLM East Project will only make it even worse.
This section of Immokalee is backed up most of the day and there are now constant traffic accidents,
some with fatalities. If you have not done so, please take a ride up and see for yourselves before you
make your decision on this moratorium.
I live in the LaMorada Community and my lanai faces Woodcrest which runs just east and parallel to
Collier Blvd (951) and intersects with Immokalee Road. I've lived here for 4 years and used to be able to
sit outside and enjoy my lanai most days and evenings. Now the noise and traffic is unbearable and is
impacting my quality of life. I dread to hear about any more building until the county transportation staff
has time to do some catching up and implement some much needed traffic improvements.
I urge you to give Commissioner Saunders your full support and approve the one year moratorium.

I live in the Lamorada development and attended the January 4, 2024 meeting to voice my opposition against the land
east of Grenadines Way, but to no avail, as did I not get to speak as the council went off on a tangent about TRAFFIC on
Immokalee and Vanderbilt Roads.
When I first purchased my home on Grenadines Way from Lennar they told us that the land behind us was a PRESERVE
and would remain that way....unfortunately I received a letter stating that JLM-east project would be building 305 rental
units including low-income housing which has now been approved. Why take that strip of land when out towards Ava
Maria is so much land that could be built by JLM....Why take down beautiful trees which aid in the environment....shame
on council for approving this land. It seems like GREED is more the answer.
Now with 305 new homes along with, I'm sure more being built, will only impact Immokalee Road more and also the new
road being built, Vanderbilt Road.
In my eyes when driving on either road, the speed that some cars go, with weaving in and out there will be more accidents
than need be. Turnarounds are not working, perhaps MORE TRAFFIC LIGHTS will help the situation.
Perhaps with Burt Saunders proposed one year moratorium on the JLM east development will give council time to do a
TRAFFIC WORKSHOP to see exactly what can be accomplished to aid this situation in the best way possible.
I plead with the above council members to OPEN UP THEIR MINDS and do what is right for all constituents from Collier
Blvd east to Ava Maria....
Thank you for your dedicated time to resolve the problem the best way possible. Trust I will be receiving a letter stating
GREAT accomplishments in this regard.

The letter highlights concerns with regard to traffic and safety on Immokalee Road given the proposed

Academy.
As residents of LaMorada we urge the District Commissioners to support Commissioner Saunders

I have lived in the GGE since 2006. In this time, we have seen TREMENDOUS growth. Most specifically in
the last 4-5 years. The roads leading into and out of the estates are over max capacity. The morning an
afternoon commutes add time and stress to working families and students trying to get to and from
school. Then, heaven forbid, there is an accident. Then traffic is backed up even worse for these
commutes. Sometimes hours of delay. The roads were not built, or extended in time for all the growth.
I ask that you consider the impact on all of us living in the estates as you consider the One-Year
Moratorium. This will give a chance for the Vanderbilt extension project to be or nearly be complete to
add another road in and out of the estates. I also ask that during this time thoughtful consideration is
given to the growth that is yet to be approved and the road projects that need to be done before this
growth.
We do not need multi-unit apartment complexes that add hundreds of cars to our already over capacity
roads. GGE are single family homes for people who want space or for those who want more affordable
community living. Let's keep GGE what it was meant to be. The people living and the wildlife need your
help in limiting the growth.

I am writing in support of District 3 Commissioner Burt Saunders' proposal to suspend all
development along Immokalee Road for a period of time.
My wife and I reside in the LaMorada community along Immokalee Road. As one who lives with the
traffic daily, I am writing to say the JLM-East project will only serve to bring more frustration and
congestion to an already unbearable situation. Most days, we cannot even leave our community
entrance (on Woodcrest) during rush hour(s) due to backed up traffic from people trying to avoid the
traffic on Immokalee. The major issues center on poor planning along that road. The traffic light
patters are too long, there is too much development between lights with inadequate outlets, and
construction of turn-outs to do U-turns just encourages accidents. It seems each day we see more
and more horrific accidents along this road.
I am writing to ask your support for Commissioner Saunders proposal to stop additional development
along this stretch of road until better planning can be implemented.

Good morning all,
I am unable to attend the above listed meeting but would like to communicate my thoughts and understanding
of the above-mentioned project.
Since I cannot attend this meeting, please have this letter read into the record. (I’ve also emailed a copy to Mr.
Mike Bosi)
To whom it may concern,
The state has provided ample opportunity via Live Local to assist communities with development of affordable
housing.
Therefore, the need to expand affordable house in an area as requested by this petition should now be viewed
through a narrowed lens of expansion.
For example, the traffic on Immokalee road is beyond heavy, yet I understand the traffic study will say the road
meets serviceable and passes this additional load test.
But I ask, have you been on Immokalee road at 7am or 5pm. I live in Ventana Pointe and the 5 miles from I-75
to our community entry takes more than 25 minutes on most days at those times.
The expansion of Immokalee road to 3 lane never anticipated this level of density. Growth yes, but not to this
number of units per acre.
I understand the two areas; West of Ventana Pointe and East of Ventana pointe will be developed, but they
should be in keeping with density similar to Ventana Pointe. Ventana Pointe is approximately 3 units per acre.
The parcel in question is over 9 units per acre. This density will negative affect the property values of Ventana
Pointe and other surrounding properties and have a negative effect on the traffic on Immokalee road.
Please note there is a postponed petition pending for the 30-acre parcel to the East of Ventana Pointe ALSO for
increases density and affordable housing at nearly 10 units per acre.
The two parcel plus Ventana Pointe would have a total of 727 units over 80 acres, Immokalee Road was never
intended for this, and the comment made at CCPC about expansion of Vanderbilt Road relieving pressure,
might as welcome be stated by the developer themselves, since anyone of any knowledge of the people
traveling this road know the expansion of Vanderbilt will not even elevate 10% of the current over density let
alone account for this absurd request.
I work in an industry and our firm that supports affordable housing; I simply feel this is the wrong place for this
additional density for reasons described above. The petitioner self-imposed a reduction in density from 350
units down to 305 units, but that simply is not enough. In my professional opinion this density should be capped
at a maximum of 5 units per acre in residential areas such as this. The need for affordable housing is real, but
Live Local has this pipeline of affordable housing filling and I believe we need to be respectfully to an existing
community value such as Ventana Pointe.

Commissioner William L McDaniel, Jr:
I am a property owner in LaMorada on Immokalee Road. I like Living in Naples and enjoy the South
Florida life style. The one aspect of that life style that I do not enjoy is the traffic on Immokalee Road.
It can take up to half hour during rush hour to get to I-75. My wife and I enjoy having dinner at the
many local restaurants but find the drive time from 4:00 – 6:00 PM a major deterrent. The expansion
of Vanderbilt may relieve the problem but that project is far from completion. I was recently informed
that a new project has been proposed for our area that will add 300+ more cars to the daily commute.
It is already a major problem and more cars utilizing these roads will only make it worst.
Commissioner Burt Saunders has proposed a one year moratorium on Development in this area. I do
not know if that will solve our problem but it is a step in the right direction. I ask you to support that
proposal. If you have not personally driven on Immokalee Rd at rush hour, I ask that you or one of
your staff do so and see for yourself how big a problem the traffic has become.

Subject: Urgent Action Needed: Protecting Community Health and Safety
Dear Collier County Commissioners,
I am writing to bring to your attention a critical issue that poses potential risks to the health and
safety of our community, particularly regarding the RF radiation emitted by cell phone towers. While
we have previously discussed the vulnerabilities of our cell phone tower infrastructure to hurricane
impacts, it is equally important to address the potential health effects of RF radiation exposure,
especially for those living and working in close proximity to these towers.
Attached to this email are photographs depicting a cell phone tower located near the Corkscrew Fire
Department on Motley Road. This tower serves multiple carriers, including Verizon, AT&T, and T-
Mobile, and is situated just 50 feet away from the fire station. My concern is that the RF radiation
emitted by this tower could have adverse health effects on the firefighters and personnel working at
the fire station.
Researching the potential health effects of living close to a cell phone tower is a complex and
ongoing endeavor. While there is a wide range of studies on this topic, the consensus among
scientific organizations like the World Health Organization (WHO) and the International Agency for
Research on Cancer (IARC) is that there is currently no clear evidence linking exposure to RF radiation
from cell phone towers to adverse health effects at levels below international guidelines.
However, it is also recognized that more research is needed, particularly on the long-term effects of
chronic exposure to RF radiation. Exposure levels can vary based on factors such as distance from the
tower, the number of antennas on the tower, and the surrounding environment. While regulatory

agencies like the Federal Communications Commission (FCC) have established safety guidelines to
limit RF radiation exposure from cell phone towers, some individuals may choose to take
precautionary measures to reduce their exposure.
Given the proximity of the cell phone tower to the Corkscrew Fire Department and the potential risks
associated with RF radiation exposure, I urge the county to prioritize the health and safety of our
firefighters and personnel. This may involve conducting further studies to assess the extent of RF
radiation exposure at the fire station and exploring potential mitigation measures, such as relocating
personnel or implementing shielding materials.
In conclusion, while the scientific evidence regarding the health effects of RF radiation from cell phone
towers remains inconclusive, it is essential that we take proactive steps to safeguard the well-being of
our community members, especially those who serve on the front lines of emergency response.
As a concerned citizen and resident of Golden Gate Estates, Naples FL 34120, I feel compelled to
address the potential risks posed by the RF radiation emitted by the cell phone tower located in close
proximity to the fire station.
Several months ago, a decision was made to hire a contractor to build a new fire station out on
Desoto Blvd. I strongly recommend that Corkscrew Fire Department be relocated to this new location
as a mitigating measure to eliminate any liability risks the county may face. In the interim, temporary
trailers can be utilized to ensure continuity of emergency response services.
Living just 50 feet from the cell phone tower, the firefighters at Corkscrew Fire Department are
subjected to RF radiation exposure 24/7. As someone who frequently passes by the fire station during
my morning runs, I have personally experienced the effects of RF radiation, including a sensation of
pressure building up inside my skull. It is deeply concerning to me that our firefighters are exposed to
these potential health risks on a daily basis.
While the scientific evidence regarding the long-term health effects of RF radiation exposure remains
inconclusive, the well-being of our community members, especially those who serve on the front lines
of emergency response, must be prioritized. The decision to relocate Corkscrew Fire Department to a
safer location would not only mitigate potential health risks but also demonstrate our commitment to
ensuring the safety and welfare of our firefighters and personnel.
I urge the county commissioners to consider this recommendation seriously and take immediate
action to address the concerns raised. Our community's health and safety depend on it.

Since purchasing a residence at this location it has become apparent that the cellular signal is so poor
that the use of Cellular Telephones is problematic if not not-existent. This is becoming a concern as it
has a direct bearing on accessing Emergency Services, them contacting myself and the day-to-day living
needs.

Mr. Commissioner McDaniel,
I am asking that you please do something about the cell phone service in Golden Gate Estates. I have lived in Collier all
my life, had a cell phone since 1996 and lived in the same house (south Everglades Blvd) for 23 years.
When I began teaching at Sabal Palm Elementary in 2005 was the first Ɵme I complained about service. I oŌen thought
to myself, “Why do I even carry a phone?” (and this was a dumb phone).
I tutor, aŌer school, to make ends meet. I cannot even look up something that happens at a “teachable moment” or use
a video, web page, game, etc as a resource.
Since Hurricane Irma, cell service has been the worst. Again, I ponder why I have a cell phone, but this Ɵme it’s a smart
phone. I pay for 4 phones, as I have two young adult sons. The only reason I have kept Verizon as my carrier since 1996
(yes, it was GTE back then) is because my son is in the military and it’s very reliable for him and is there a beƩer service?
Really? From social media the consensus is NO!
Every carrier has its problems and they seem to be cyclical. Will there ever be a tower that we can rely on. The growth is
insane in our area and the nonexistent towers are not able to support the users.
This last month all four of my phones have gone to “No Service” or “SOS Only” at least 50% of the Ɵme in our area. My
husband would like to have a small home/moblie small engine repair business, but he is concerned with the cell service
and missing calls/texts.
I have contacted Verizon and FCC to discuss the issue. I do not have the Ɵme, energy, or cell service to do this on a
regular basis. When a customer pays $250 monthly for 4 paid off phones and cannot get proper service, there is a
problem.
What can you do to recƟfying this problem that thousands of your people are dealing with?

Commissioner: First, thank you for your continued support for Renaissance Hall at Old
Course. I wish to bring you up to date on issues impacting our progress.
Throughout December 2023 I have communicated back and forth with the Clerk of the Courts
regarding Renaissance Hall at Old Course. I met with representatives of both the Clerk and
Manager’s Office for several hours on December 7 th sharing financial information about the
project, taking questions on matters from spreadsheet parameters to square footages. In
response to her December 14th E-mail, I provided additional follow-up documents on December
19th which are attached. These included:

The most recent Pro Forma available.
This Pro Forma updated the information provided in person in the Manager’s Office week
earlier. Each pro forma shared detailed cash flow to all parties including Collier County and
Foundations. I am troubled by comments received recently suggesting to others that these pro
forma omitted cash flow to the two parties, particularly the County. That is mistaken; each do.
The Clerk corresponded with RN again on December 29th and cited the information provided on
December 14th as insufficient. Paragraph 2 insinuates the Clerk “had requested a copy of the
complete funding package submittals to HUD that document all sources of capital supporting the
project” suggesting it had not been provided. That is an overstatement. Ms. Kinzel’s email of the
December 14th simply asked the following:

In our -page response, I responded:
I am uncertain as to the exact statements requested; nonetheless, I can provide the following informa Ɵon to
place HUD lending in perspecƟve. PGIM is a controlled corporaƟon of PrudenƟal and provides borrowers access
to real estate capital. It is an authorized originator of HUD 221(d)(4) mulƟfamily loans and the 10th largest HUD
lender in the United States. The PGIM/HUD 221(d)(4) capital serves as RHOC’s primary mortgage. Its
characterisƟcs are a 24-month construcƟon loan and fixed 40-year term. RHOC is able to rate lock this debt
upon the laƩer of PGIM and HUD’s issuance of a firm commitment. RHOC can seek HUD firm commitment upon
the issuance of an amended FDEP Soil Management Plan. FDEP approval was previously approved, but a recent
amendment is required due to local government’s request for Rural Neighborhoods to seek approvals necessary
to construct the drainage swale in Track 5 of the PUD. This request to FDEP is pending.
Moreover, Rural Neighborhoods does not possess the product as she now requests. PGIM, a
subsidiary of Prudential, is one of numerous designated loan originators for US HUD and, as such,
the HUD application is an in progress, work product of their firm. The draft application to HUD they
are preparing includes more than a thousand pages of environmental reports, plan dr awings,
borrower, and guarantor financials et al. Much of this information is considered proprietary (both
by PGIM and Rural Neighborhoods), and I believe this an intrusive government demand for a private
sector work product and, frankly, inappropriate until electronically submitted to US
HUD. Thereafter, to the extend available to us would gladly Collier County.
The Clerk is also requested supporting documentation regarding the “arrangement” with Moorings
Park and Community Foundation. Though she is dissatisfied with the Grant Letters of Agreement
provided, these award letters are the sole executed document betwe en the parties except for the
“Draft MOU re Shared Cash Flow” which she possesses (and which I have contemporaneously
shared with individual Commissioners and you as it has undergone drafting. Ms. Kinszel has
characterized the arrangement with the Foundations as “loans.” This, too, is mistaken. It is a
voluntary arrangement by Rural Neighborhoods to further affordable housing in Collier County.
Ironically, the earliest Development Agreement passed by the BCC and executed with RNs calls for
an “arrangement.”. Having been present for presentations to the BCC at the Developer selection,
several Developers outlined strategies on how funds could benefit future local affordable housing. It
is disingenuous to portray this as somehow nefarious or a surprise.
From the Development Agreement:
The parƟes agree to a mutual review of pro forma total development costs and income and expense
projecƟons prior to Developer accepƟng a financial commitment from an outside lender and/ or equity
investor. The parƟes agree to the inclusion of parƟcipaƟng FoundaƟons in the mutual review. The parƟes
further agree that excess profits of the Development( should there be any) will be directed to a trust fund
at the FoundaƟon in partnership with Collier County, dedicated solely to the development or preservaƟon
of affordable housing in Collier County. [Emphasis Added].
Indeed, in recent weeks, the Clerk and/or Collier County has advocated its own inclusion in this
shared income formula as a consideration for its “grant” investments. Though this is uncharacteristic
of local government in our experience, Rural Neighborhood s has nonetheless generally
accommodated this request (as the Clerk’s office is well aware through the aforementioned pro
forma spreadsheets and draft MOUs). In her correspondence on the 29th, the Clerk notes “It is
apparent from the current pro forma that they [the Foundations] are participating partners.” In
rebuttal, it is no less clear that Collier County is a participating partner . In contrast, in the instance of
the Foundations it was always anticipated as the original Development Agreement required.

The current impact of this back and forth is a postponement in the Lease approval scheduled for
January 9th. These actions together with remaining environmental issues will delay our receipt of a
HUD Firm Commitment. The Lease to be presented calls for HUD Firm Commitment on or before
February 29th, 2024. This is increasingly unachievable for reasons not attributable to RN’s work. Rural
Neighborhoods will requests the Lease be modified to extend the date of this deliverable prior to
its consideration by the BCC on January 23rd.
I personally answer documentation requests by the Clerk in good faith and personally. Though
onerous (and unprecedented in their request for proprietary work products), I respect government’s
oversight. Numerous deal points and grant agreements legislate d and approved by the BCC are
increasingly revisited and seemingly subject to renegotiation. Indeed, our efforts to meet the legal
requirements of our original and amended Development Agreements, e.g. shared proceeds, are
questioned.
I am appreciative of the support Collier has invested in Renaissance Hall. I am available to answer

for the 3:00 PM Time Certain issue re the EssenƟal Services Rental Housing Community scheduled for Tuesday, October
25th. The Ɵme certain request was made to ensure that Eileen Connolly-Keesler would be able to parƟcipate as the lead
for the local foundaƟons and their $10M+ contribuƟon.
I have aƩached the ExecuƟve Summary and our Financial ContribuƟon analysis. Here are salient points for consideraƟon
on Tuesday:
The gross contribuƟon level shown in the ExecuƟve Summary for Phase I is significant at 1st glance but the
Manager’s Office has included $4.25M expended for the land nearly 5 years ago. This reference to sunk costs in
the golf couse increases the $11,494,866 in local government direct contribuƟons to the rental housing by 37%.
The FoundaƟons and Rural Neighborhoods are “in” for a matching $15.5M as shown in the
aƩachment. Increased interest and construcƟon inflaƟon is borne by the partners as well.
Rural Neighborhoods is the sole parƟcipant with risk for the planned $63.8M Debt. Our charitable group bears
construcƟon compleƟon guarantees, loan guarantees and operaƟng deficit guarantees for the 99-year lease
period.
Rural Neighborhoods takes no Developer Fee nor cash flow for the iniƟal 10 years. The iniƟal cash flow is swept
and dedicated to loan repayment.
Last, in the end of the ground lease, land and building improvements return to local government ownership.
In recent dialogue, I am told the Clerk has commented that clubhouse and pool seem excessive to her for
affordable/workforce housing. In response, I would comment that (1) the essenƟal services rental community targets
most households between 80% to 120% AMI and include medical technologists, bursing staff and beginning teachers – it
is not the poorest among us. Similarly, our market studies found that most comparable proper Ɵes (including Whistler’s
Green and others in the immediate market) all offer residents a clubhouse/pool complex.

My partners and I specialize in converting existing hotel product into Class A workforce housing using all private
funds. We are working to convert the Golden Gate Inn (adjacent to the County-owned golf course) into approximately
215 multi-family units, with monthly rents priced at 80%-100% of AMI ($1400-$1550 a month or so).
We have already met with Commissioner Saunders, as well as have had multiple meetings with County Staff. We believe
that we can work with the County to benefit the greater good as the surrounding area is redeveloped. We understand
that shared access, parking, etc would likely be needed and we would work with Staff to come up with the appropriate
solutions.
I’ve attached a quick brochure on our approach that also shows similar projects we’ve successfully completed elsewhere
in Florida. The community would be professionally managed, offer Class-A amenities, and would follow all agency
compliance for apartment standards. Residents would undergo background/credit checks and no short-term rentals
(Airbnb, etc) would be allowed in any capacity. Additionally, because this would be an adaptive reuse of an existing
building we will be able to deliver attainable housing much more quickly than a ground up project.

I hope this email finds you well. My name is Cindy Darland, Executive Director
of The First Tee of Naples/Collier.
The First Tee is a positive youth development program that teaches character
development and 9 Core Values (Honesty, Integrity, Sportsmanship, Respect,
Confidence, Responsibility, Courtesy, Judgment, Perseverance) through the sport
of golf. The program is for all children in Collier County ages 7 - 18 years of age.
We are a non-profit 501(c) 3 organization. Twelve years ago we started our chapter
with 30 young people in attendance. Today we are reaching over 1,000 children in the
Naples/Collier community plus 30,000 children in the Collier County Public Schools.
Our program relies heavily on the use of the Golden Gate Country Club golf course. I
