Agenda 09/24/2024 Item #16F13 (Invitation to Bid No. 24-8248, to maintain each Aquatic facility's integrity and continuous operation through a preventative maintenance plan)9/24/2024 Item # 16.F.13. ID#: 2024-966 Executive Summary Recommendation to award Invitation to Bid No. 24-8248, “Preventative Maintenance and Repairs of Pumps and Ancillary Equipment for Aquatic Facilities,” to John Mader Enterprises, Inc., d/b/a Mader Electric Motors, in the estimated amount of $200,000 per year, and approximately $1,000,000 for the duration of the agreement, and authorize the Chairman to sign the attached Agreement. OBJECTIVE: To maintain each aquatic facility's integrity and continuous operation through a preventative maintenance plan. CONSIDERATIONS: Facilities Management has assumed responsibility for maintaining the aquatic facilities at seven county parks. Each facility has multiple pumps, valves, and motors of varying horsepower to keep the pool amenities running for public use. To maintain the integrity, health, safety, and continuous operation of each aquatic facility, pumps and ancillary equipment maintenance service contract is needed. On April 26, 2024, the Procurement Services Division released Invitation to Bid (“ITB”) No. 24-8248 for Preventative Maintenance and Repairs of Pumps and Ancillary Equipment for Aquatic Facilities. The County received four (4) bids by the June 12, 2024, submission deadline, as shown below. Respondents: Company Name City County State Bid Amount Responsive/Responsible John Mader Enterprises, Inc. d/b/a Mader Electric Motors Fort Myers Lee FL $98,995 Yes/Yes JCR Mechanical Contractor, Inc Hialeah Miami-Dade FL $196,815 Yes/Yes Commercial Energy Specialists, LLC Jupiter Palm Beach FL $416,308 Yes/Yes Valiente Builders, LLC Naples Collier FL $112,236 No/Yes Staff reviewed the bids received and found John Mader Enterprises, Inc. d/b/a Mader Electric Motors (“JME”), JCR Mechanical Contractor, Inc., and Commercial Energy Specialists, LLC, contractors responsive and responsible while found Valiente Builders, LLC responsible but nonresponsive. Staff determined that JME is the lowest responsive and responsible bidder. The bid tabulation total is based on preventative maintenance for eleven specific aquatic facilities, one hundred (100) hours of additional repair services, and an urgent repair service fee. Staff recommends awarding the ITB and attached agreement to the lowest responsive and responsible bidder, John Mader Enterprises, Inc. d/b/a Mader Electric Motors (“JME”), and that it is in the best interest of the County not to award to a secondary vendor. JME has been registered to do business in Florida since 1988 and has provided the County's electric motor and pump repair and replacement services for over nineteen (19) years. The proposed attached agreement for preventative maintenance and repair services provides for an initial three-year term with two additional one-year renewal options. In the past, the approach was “break-fix” and now the intent of this agreement is to provide for “preventative maintenance,” which in turn will lower the cost of the repairs and prolong the life of the equipment. FISCAL IMPACT: Funding for this agreement will be budgeted in the MSTU Fund (1011) Parks and Other Property Cost Center (156332) and the General Fund (0001) Parks Maintenance Cost Center (156338). GROWTH MANAGEMENT IMPACT: There are no Growth Management impacts associated with this Executive Summary. Page 3915 of 4908 LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATIONS: To award Invitation to Bid No. 24-8248, “Preventative Maintenance and Repairs of Pumps and Ancillary Equipment for Aquatic Facilities,” to John Mader Enterprises, Inc., d/b/a Mader Electric Motors, in the estimated amount of $200,000 per year, and approximately $1,000,000 for the duration of the agreement (with renewal options exercised), and authorize the Chairman to sign the attached Agreement.
