Executive Summary
Recommendation that the Board award Invitation to Bid No. 24-8250, “Golden Gate Golf Course Outfall Swale," to
South Florida Excavation, Inc., in the amount of $1,657,712, approve an Owner’s Allowance of $220,000, and authorize
the Chairman to sign the attached Agreement (Project No. 80412).
OBJECTIVE: Construct approximately 2,400 linear feet of a 35-foot-wide lined swale and a 300 linear foot outfall pipe
at the Golden Gate Golf Course.
CONSIDERATIONS: This project encompasses the construction of a 2,400 linear foot, 35-foot-wide lined outfall
swale and the reconstruction of an existing 300 linear feet of swale, berm, and outfall pipe near the Golden Gate Main
Canal. The designed swale will manage inflows from the current golf course stormwater system and future
developments.
On April 2, 2024, the Procurement Services Division issued Invitation to Bid No. 24-8250, the “Golden Gate Golf
Course Outfall Swale.” The County received two bids by the May 17, 2024, deadline as summarized below:

Staff reviewed the two bids and found both bidders responsive and responsible, with South Florida Excavation, Inc.
(“SFE”) as the lowest, responsive, and responsible bidder. Staff recommends that the attached Agreement be awarded to
low bidder SFE for the total bid amount of $1,657,712.00. In addition to the total bid amount, staff is allocating the
amount of $220,000 as an Owner’s Allowance, to be used by the Owner to address unforeseen conditions, as directed by
the County.
The County’s engineering consultant Davidson Engineering, Inc. (“Davidson”) evaluated the bids and determined that
SFE met all the requirements for this project as the low bidder and that “SFE’s project references confirmed it had
sufficient relevant experience with similar projects to demonstrate the required skills to complete the Golden Gate Golf
Course Outfall Swale project. The bid received from SFE is approximately 24% lower than Davidson’s Opinion of
Probable Construction Cost of $2,193,522.71.
Established in 1994, SFE is registered to conduct business as a construction company in Florida. Staff recommends that
South Florida Excavation, Inc. be awarded the attached Agreement as the lowest responsible bidder in the amount of
$1,877,712 and approve an Owner’s Allowance in the amount of $220,000 only to be utilized at the direction of the
County’s should unforeseen conditions be encountered during the work.
FISCAL IMPACT: Funding in the amount of $1,877,712 is available within the County Wide Capital Project Fund
(3001), GG Golf Course Project 80412.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

Dear Justin:
Davidson Engineering, Inc. (EOR) has completed our review of the quotes submitted for the above-
referenced project and we are pleased to provide the following award recommendation. The scope of the
Golden Gate Golf Course Outfall Swale project includes the construction of approximately 2,406 linear
feet of a 35-foot-wide lined outfall swale, along with the reconstruction of the existing approximately 300
linear feet of swale, berm, and outfall pipe near the Golden Gate Main Canal. The proposed swale is
designed to accept inflows from the existing golf course stormwater management system and any future
developments. It is required that all existing utilities, irrigation equipment, nearby private residential site
improvements, and telecommunication assets affected by the swale installation be restored or relocated
as necessary.
Collier County Procurement’s review of the bid tabulations determined that the apparent low bidder is
South Florida Excavation, Inc. with a total base bid + alternate of $1,657,712. Davidson Engineering was
provided with the bid schedule and the South Florida Excavation, Inc. bid is approximately 24% lower
than the Engineer’s Opinion of Probable Construction (OPC) Cost of $2,193,522.71.
References were provided, and 4 of the 5 Vendor Reference Check Logs were completed and are attached
hereto. The project references provided by South Florida Excavation, Inc. were all contacted and contain
sufficient relevant experience with similar projects to demonstrate the required successful experience to
complete the project.
South Florida Excavation, Inc. formed in 1994, active with the State of Florida Division of Corporations and
registered with the Florida Department of Business and Professional Regulations as a Construction
Business with Shannon Lee Donahue as the qualifier of the Certified Underground Utility and Excavation
Contractor license, both of which registrations are current and active.

Davidson Engineering has worked successfully with South Florida Excavation, Inc. on other projects
located in Collier County. Based on that experience, the favorable performance reviews provided on the
Vendor Reference Check Logs and its current licensing, it appears that it is a qualified firm to conduct the
requested work. We, as the design entity, therefore, recommend that South Florida Excavation, Inc. be
awarded the contract for the Golden Gate Golf Course Outfall Swale in the amount of $1,657,712.

On April 2nd, 2024, the Procurement Services Division issued Construction Invitation to Bid (ITB) No. 24-8250,
Golden Gate Golf Course Outfall Swale, to one thousand eight hundred and four (1,804) vendors. The
solicitation was advertised for a total of 45 days, one thousand one hundred and fourteen (1,114) bid packages
were viewed, and the County received two (2) bids by the May 17, 2024, submission deadline, as summarized
above.
Staff reviewed the bids received. Both bids were deemed responsive and responsible, with South Florida
Excavation, Inc. having a minor irregularity. Staff determined that South Florida Excavation, Inc. was deemed
the lowest responsive responsible bidder.
Staff recommends that the contract be awarded to South Florida Excavation, Inc., the lowest responsive and
