Executive Summary
Recommendation that the Board of County Commissioners, as ex-officio the Governing Board of the Collier County
Water-Sewer District, to award a Request for Quotation (“RFQ”) under Agreement No. 19-7622, “Wastewater Pump
Station Repair and Renovation,” for the Pump Station 304.08 Rehabilitation project to Precision Lift Stations, Inc., in the
amount of $489,648, approve an Owner’s Allowance of $30,000, and authorize staff to open a Purchase Order for the
work. (Project Number 70240)
OBJECTIVE: To bring outdated utility infrastructure into compliance with current standards while meeting the demand
for service, protecting public health and safety, and providing a proactive environmental protection approach.
CONSIDERATIONS: The proposed scope of work for the "Pump Station 304.08 Rehabilitation" falls under Project
Number 70240, "Collections Op TSP", is consistent with the FY2024 Capital Improvement Project Budget approved by
the Board on September 21, 2023.
This project is located east of the intersection of Bayshore Drive and Republic Drive, near 5085 Bayshore Dr. The
pump station is 35 years old and at the end of its useful life. The scope of work includes:
• Coating the interior of the wet well to protect the concrete walls from corrosion.
• Replacing deteriorated pipes with corrosion-proof high-density polyethylene (HDPE) pipe material.
• Eliminating the underground valve vault and replacing it with above ground valves and HDPE pipe, which will
reduce corrosion and improve safety during maintenance.
• Replacing the existing wastewater submersible pumps with more efficient and reliable pumps.
• Replacing the existing electrical components with a standard control panel to meet current standards and codes.
• Site restoration: sidewalk repair, landscaping in disturbed areas.
These improvements will: (1) update Pump Station 304.08 to meet current Collier County utility standards in a
coordinated manner that will not interrupt sewer service, (2) improve the performance and reliability of the sewer
system in the community, (3) improve safety during routine maintenance by the County’s Wastewater Division staff,
and (4) provide reliability and resiliency to the wastewater system.
On March 27, 2024, the County distributed a Request for Quotation for the Pump Station 304.08 Rehabilitation project
to the four contractors under the Annual Agreement for Wastewater Pump Station Repair and Renovation Agreement
No. 19-7622. Three contractors submitted quotes to the County by the April 19, 2024 deadline as summarized in the
table below.

The County did not receive a quote from the U.S. Water Services Corporation due to the lack of time in their schedule to
complete the work in a timely manner.
County staff and the County’s Engineering consultant, Johnson Engineering, Inc., evaluated the bids and determined
that Precision Lift Stations, Inc. met all qualifications required for the project and submitted the lowest bid. The base bid
provided by Precision Lift Stations, Inc. is approximately 2 percent lower than the engineering consultant’s opinion of
probable cost of $520,500.

The bid specifications informed bidders that there may be unforeseen conditions associated with the project. Staff has
allocated an Owner-directed project allowance of $30,000 for unanticipated costs including, but not limited to, un-
located utilities and unforeseen conditions (no additional payment shall be made for rock excavation, replacement of fill
material, or dewatering). Use of the allowance amounts will only be authorized as necessary and subject to the County’s
approval and direction, in accordance with the terms of the Agreement.
Precision Lift Stations, Inc. is a Florida Corporation specializing in the construction and rehabilitation of Pump Stations
in Southwest Florida. They are a State-licensed Underground Utility & Excavation Contractor and have been doing
business in the county since 2017, with its main office in Longwood, Florida.
County staff and its engineering consultant recommend that the County award the RFQ to Precision Lift Stations, Inc.,
the lowest responsive and responsible bidder, in the total contract amount of $489,648, approve the Owner’s Allowance
in the amount of $30,000. And authorize staff to open a Purchase Order to commence work.
Agreement No. 19-7622 requires all Purchase Orders issued over the amount of $500,000 be approved by the Board,
and that the awarded contractor on projects over $200,000 provide payment and performance bonds prior to the issuance
of the Purchase Order and the commencement of work. Subject to the Board’s approval of this item, payment and
performance bonds in the quoted amount are attached as backup to this item.
This item is consistent with the Infrastructure and Asset Management element of the Collier County Strategic Plan
objectives.
FISCAL IMPACT: There is adequate funding in Project Number 70240 “Collections Op TSP”. The source of funding
is the Wastewater User Fee Capital Projects Fund (4014).
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the
adequacy and availability of viable public facilities, and to remain in compliance with all regulatory programs.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
approval. - CJS

Collier County provided the quotes received for the above-referenced project to Johnson Engineering, and we
performed an evaluation of the results. Our recommendation is contained herein. The responsive quoters and

For comparison purposes, Johnson Engineering provided Collier County with an Opinion of Probable
Construction Cost in the amount of $550,500.00. Following the quote opening, Johnson Engineering prepared
the enclosed Quote Tabulation which includes an analysis for mathematical errors; no mathematical errors were
found.
The results of the Quote Tabulation show Precision Lift Stations, Inc. as the lowest bidder. Precision Lift
Stations, Inc. did acknowledge Addendum #1, and their unit price for Item 1: Mobilization/Demobilization did
not exceed 10% of the construction quote. Their quote for Item 1 is 7.6% of their construction total.
Collier County and Johnson Engineering have past work experience with Precision Lift Stations, Inc., and they
are reasonable and have provided a responsive quote. Subject to concurrence with Collier County’s Purchasing
and Contracts Administration Division and Precision Lift Stations, Inc. furnishing the appropriate bonding and
other required insurances, we believe the selection of Precision Lift Stations, Inc. by Collier County for the
intended work contained within the bid documents to be the appropriate choice.
