Executive Summary
Recommendation that the Board of County Commissioners, as ex-officio the Governing Board of the Collier County
Water-Sewer District, to approve Agreement No. 24-033-NS-WV, with Rexel USA, Inc., and authorize expenditures
under Board approved standardization of specialized proprietary equipment and services for “Allen Bradley-Rockwell
Products and Services,” in an estimated amount of $3,000,000 per Fiscal Year for five years, for a total estimated spend
of $15,000,000 over the term of the agreement.
OBJECTIVE: To continue consistency with the reliable products, equipment, and services that are standardized and
utilized at the critical infrastructure, water plants, wastewater plants, and wastewater collection system for staff to
provide continuous operations and maintenance of those critical facilities.
CONSIDERATIONS: For over 30 years, the Public Utilities Department (“PUD”) has been using Allen-
Bradley/Rockwell Automation products (the “A-B/Rockwell” products). On May 28, 2013 (Agenda Item 16.C.2.), the
Board waived competition and authorized sole-source purchases of A-B/Rockwell products from Rexel for a period of
five years. On July 10, 2018 (Agenda Item 17.D and 17.E), the Board approved the recommended standardized items in
the Utilities Standards Manual for installation at Master Pump Stations, Submaster Pump Stations, and
Wastewater/Water Treatment Facilities, and included a County Approved Products List as Appendix F in the Board
approved Collier County Water-Sewer District Utility Standards Manual under Ordinance No. 2018-36. This approved
list included specialized proprietary equipment and services from Rexel. On July 10, 2018 (Agenda Item 16.C.9), the
Board approved the Standardization of the referenced A-B/Rockwell equipment and services from Rexel.
On September 26, 2023 (Agenda Item 16.C.1), the Board approved a group of single- and sole-source waivers, which
included Rexel USA, Inc. (“Rexel”) for $2,000,000 for Fiscal Year 2024 only, with direction to staff to seek formal
agreements with the various vendors. Pursuant to the Board’s direction, the attached Agreement provides for continued
services from Rexel USA for a period of five years at an estimated amount of $3,000,000 per fiscal year. The increased
amount requested is due to enterprise asset management (EAM) driven repair & replacement (R&R) and anticipated
growth of the County in the next five years.
The procurement of the A-B/Rockwell products ensures that the Collier County Water and Wastewater District (the
"District") remains in regulatory and operational compliance with Florida Administrative Code Chapter 62- 600
(Domestic Wastewater Facilities), Chapter 62-610 (Reuse of Reclaimed Water and Land Application) and Chapter 62-
555 (Permitting, Construction, Operation and Maintenance of Public Water Systems), as well as other local, State, and
federal rules and regulations.
With the continued expansion of the County, and in support of the general need for maintenance, repair, replacement,
operational, and capital improvement projects, PUD recommends allowing future purchases under single-source Waiver
for the purchase of specialized proprietary equipment and services from Rexel as needed to construct, repair, and
maintain water and wastewater treatment facilities to maintain compliance and meet customer demand. The County’s
PUD equipment requires regular maintenance to sustain 24/7 operations, meet customer demand, and stay in compliance
with all regulatory agency requirements. The A-B/Rockwell products are required because they are proprietary in nature
and cannot be directly replaced with an alternate product, and require the Board’s approval to purchase them under a
single source waiver. Further, the processes and structures in place are tailored to a product’s physical configuration,
treatment capacity, and efficiency, which prevents alternate products from being installed without significant rework.
In accordance with Section Eleven, Procurement methods, subparagraph 11 of the Collier County Procurement
Ordinance 2017-08, as amended, County staff requests that the Board find it is in the best interest of the County to
continue to purchase products and services from Rexel USA, Inc. as a single source vendor from October 1, 2024
through September 30, 2029. Procurement Services Division posted a public notice of the County’s intent to designate
Rexel USA, Inc. as a single source to the vendor community through the online bidding platform for seven days and did
not receive any responses.
County staff is recommending that the Board designate Rexel USA, Inc. as a single source provider of Standardized
Allen Bradley-Rockwell Products and Services and approve Agreement #24-033-NS-WV with Rexel for a period of five
years for an estimated cost of $3,000,000 per Fiscal Year amounting to a total estimated spend of $15,000,000 during

the term of the Agreement.
FISCAL IMPACT: Funds in an estimated amount of $3,000,000 per Fiscal Year have been budgeted and are
contingent to the Board’s approval for FY 2025 Collier County Water-Sewer District Operating Fund (4008), the Water
Capital Project Fund (4012), and the Wastewater Capital Project Fund (4014). The sum of $3,000,000 was used as it
approximated what was actually spent in FY2023 plus the anticipated spend for the County’s growth during the term of
the awarded contract. As the utility system ages, the quantity of materials purchased will vary depending on the actual
repair/replacement needs and may exceed the estimated expenditures over the life of the contract beyond $15,000,000
pursuant to Board approved operating and capital budgets.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the
adequacy and availability of viable public facilities
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

Allen Bradley-Rockwell Motor Control Centers (MCC), Variable Frequency Drives (VFD), Programmable Logic
Controllers (PLC), PLC I/O Cards, Fiber Optic SFP Modules, Network Switches, Un-interruptable Power Supply
(UPS)-DIN Rail, Power Supplies (120VAC and under), breakers, control panels, interface components,
software, and Services. This equipment is utilized for electrical power distribution to equipment and
supervisory control and data acquisition (SCADA) systems that are utilized in the water and waste water
processes.
MCCs and VFDs have to be configured to become operational via the SCADA system. Each MCC and VFDs manufacture has its own way
to configure their particular MCC and VFDs. Collier has extensive experience with this equipment and how to configure the equipment as
well as integrate the equipment into the PLC. Similarly, MCCs and VFDs are now coming with smart interfaces and IPs to allow for
integration via Ethernet/IP to the PLC. PLCs use a specific programming language that is proprietary to the manufacturer. The County has
been using these brands for over 30 years. This equates to countless hours of training time and familiarity of the programming language
used in their PLCs. Keeping the PLCs consistent and standard across the county helps continue the reliability and up time for our utilities
that our customers have grown accustom to. If other types of PLCs were introduced into the county, another programming language
would have to be learned and supported by operations. By continuing with the referenced equipment that operate, control, monitor and
maintain all critical operating systems for all water and wastewater processes, the PUD is ensuring a continued, compliant and
sustainable operation.

with related services; including technical support contracts as well as training, in the geographic area in
which Collier County is located. Products that are not purchased directly from the local authorized

For over 30 years, the Public Utilities Department has been using these products. It currently uses
more than 2 MCCs, 120+ VFDs, and 200+ PLCs supplied by these brands to control its water, wastewater,
reuse water, and solid waste processes through the County’s Supervisory Control and Data Acquisition
(SCADA) System. These electrical devices are critical for maintaining compliance and meeting customer
demand. The devices are highly technical, requiring investment in infrastructure, systems, spare parts, and
training. The performance and reliability of this equipment has been at or above industry standards.
Additionally, Allen-Bradley/Rockwell Automation brand is included in the County Approved Products List
(Appendix F) in the Board Approved Collier County Water-Sewer District Utility Standards Manual under
Ordinance 2018-36 (BCC meeting July 10, 2018, items 17.D and 17.E).
Changing to a different equipment manufacturer would not be cost effective. To change to a different
product would increase man hours to rewire and reconfigure many of the programs currently integrated
with our SCADA operations. Including purchasing additional technology, training staff to reprogram and
install the new technology, and update regulated Standard Operating Procedures manual.
As of FY23 the County has spent approximately twelve million dollars on the equipment referenced. This
equipment is the most efficient and cost effective solution available to provide a compliant SCADA system to
support the existing level of service requirement. Due to the County's growth, adding plants to the
water/wastewater systems, as well as expanding the current plants which is increasing the equipment we
utilize, staff anticipate an approximate annual spend of $3,000,000 with Rexel USA, Inc. for future equipment
and continued support of existing equipment.

manufacturer’s warranty covers new Allen-Bradley products for a period of one year from the date
of Rockwell Automation’s or its authorized Allen-Bradley distributor’s invoice to the customer.
As a result, there is no assurance that products sourced from unauthorized parties will carry a valid
and unexpired manufacturer’s warranty. Customers purchasing products from unauthorized
sources should not assume that they will receive any rights under any Rockwell Automation factory
warranty. Only an authorized Allen-Bradley distributor may offer access to factory warranty
coverage on Allen-Bradley products.
We recognize that price can be an important consideration in any purchasing decision; however, it
also is important that customers understand what they are getting for that price (or in the case of
