Agenda 09/24/2024 Item #16B6 (Bicycle/Pedestrian connection between Seagate Drive & Crayton Road)9/24/2024
Item # 16.B.6.
ID#: 2024-1194
Executive Summary
Recommendation to install a bicycle/pedestrian connection between Seagate Drive and Crayton Road and direct staff to
construct the connection, using an existing Collier County right-of-way, which will implement and improve public safety
by enhancing a safer and smoother transition for walkers, runners, and cyclists.
OBJECTIVE: Install a bicycle/pedestrian connection between Seagate Drive & Crayton Road and provide direction to
staff to construct the connection.
CONSIDERATIONS: Ordinance No. 77-18 established rights-of-way (ROW) for a Crayton Road connection to
Seagate. The 100’ width Collier County ROW from Seagate to Crayton Road cul-de-sac was platted in Pelican Bay-Unit
One (Plat Book 12, Page 52).
Crayton Road currently terminates in a cul-de-sac approximately 130' +/- north of Seagate Drive. However, the right-of-
way continues to Seagate Drive. There is an existing crosswalk on Seagate Drive in proximity to the Crayton Road right-
of-way. Currently, individuals who wish to make this connection must either divert 1-mile around utilizing Seagate Drive
via Myra Janco Daniels Blvd (which goes narrow with no bike lane) or go through the privately owned parking lot of the
Naples Grande to reduce the connection length. There is a desire to make this interconnection only for bicyclists and
pedestrians to allow for safer travel. See Figure I indicating the current path and new path.
This item is consistent with the Collier County Strategic Plan objective to design and maintain an effective transportation
system to reduce traffic congestion and improve the mobility and safety of our residents and visitors.
FISCAL IMPACT: This initial cost estimate for a 10’ concrete or asphalt pathway is not expected to exceed $50,000 for
design and construction. If directed to do so, staff would amend the budget as appropriate in FY 25.
GROWTH MANAGEMENT IMPACT: These improvements are consistent with the Growth Management Plan
Transportation Element.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues at this time
and requires majority vote for approval. -JAK
RECOMMENDATIONS: To install a bicycle/pedestrian connection between Seagate Drive and Crayton Road and
direct staff to construct the connection, using an existing Collier County right-of-way, which will implement and
improve public safety by enhancing a safer and smoother transition for walkers, runners, and cyclists.
