Executive Summary
Recommendation to authorize an increase in yearly expenditures for agreement 22-043-NS from $70,000 per fiscal year
to $100,000 per fiscal year for the single source purchase of animal licensing and tracking from Pet Data, Inc., until the
agreement expires or is terminated.
OBJECTIVE: To have the Board of County Commissioners (Board) authorize an increase in yearly expenditures for
agreement 22-043-NS from $70,000 per fiscal year to $100,000 per fiscal year to provide required pet licensing services
pursuant to Collier County Ordinance Sec. 14-33 County Rabies/License certificate; tags, vaccination required.
CONSIDERATIONS: Collier County Ordinance Sec. 14-33 County Rabies/License certificate; tags, vaccination
required.; establishes that all dogs and cats in Collier County possess a valid County Rabies/License certificate.
Agreement 22-043-NS and the single-source waiver were approved for a five-year term on November 8, 2022, Board
meeting, Item 16.D.8.
The fee being paid to PetData Inc. is based on the number of licenses sold. Growth in the number of licenses
necessitates an upward adjustment to the annual not-to-exceed threshold.
Pursuant to Section Eleven, subparagraph 10 of the Collier County Procurement Ordinance 2017-08, as amended, allows
the selection of one particular supplier based on lack of competition, proprietary technology, copyright, warranty, or
supplier’s unique capability. The Procurement Services Division posted a public notice of the County’s intent to
designate Pet Data, Inc. as a single source to the vendor community through OpenGov for seven days and received no
responses from valid candidates.
PetData Inc. is a vendor operating in Florida that provides animal licensing services. It focuses entirely on processing
license sales, tracking, and mailing. PetData Inc. has a service mark for the animal information licensing system "
TAILS SM," Pet Access SM, and Pet License SM.
Agreement, 22-043-NS, allows for up to four consecutive one-year periods on the same terms as set forth in the
agreement by executing a letter of renewal signed by the County and the contractor. The current renewal period expires
November 7, 2025, with 2-1-year renewals remaining unless the agreement is terminated in accordance with other
provisions of this agreement.
FISCAL IMPACT: Funds are available in General Fund (0001) in Cost Center 155410 Domestic Animal Services.
GROWTH MANAGEMENT IMPACT: No growth management impact is associated with this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK

Prior to using PetData, DAS had been outsourcing the service to a different vendor that left the Florida market.
Research has shown the surrounding counties either process their own licensing services through internal staff or
outsource the service through PetData. The counties in Florida that outsource this service currently are Charlotte,
Manatee, Osceola, Palm Beach, and Citrus. A quick quote was also performed with Pet Data being the only bidder.
A quick quote was done for these services in 2022 with PetData being the only submitter. Outsourcing this service
enables DAS staff to prioritize their limited staff to efforts on the animals and better service to the public. With staff
shortages at DAS, it would be challenging to assign this duty to an employee at this time. In addition, no other business
has shown interest in providing this service.
In comparison to the prior vendor there was an increase of approximately eighty cents per license. The other
alternative would be to have one to two full time DAS staff members take over all of the licensing and record keeping
for the entire County, this would cost the County more.

Sole Source Provider Letter for Purchase of Animal Licensing Service

The purpose of this letter is to formally document that PetData, Inc. (“PetData”) is a sole
source provider utilizing proprietary systems and services to run animal licensing
programs for municipalities.
PetData is the only private company domiciled in the U.S. that offers a full
service animal licensing program to municipalities and animal humane
organizations in the United States. Full service means that PetData offers a
comprehensive turnkey program using proprietary systems and services that
allows municipalities to completely outsource 100% of the components of
animal licensing to PetData. PetData is the only company in the U.S. that
provides the proprietary service that we do. There is only one price for
the above service because of PetData’s exclusive distribution.
PetData does not sell or license our proprietary systems, including The Animal
Information Licensing System (TAILSSM), PetAccessSM and PetLicenseSM. Further,
because PetData does not license our systems and/or our service to any other
company, PetData’s exclusive systems and service are only available through a
direct contract with PetData.
