EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign the Emergency Solutions Grant
Subrecipient Agreement #ES24-01 between the Collier County Board of County Commissioners and The
Shelter for Abused Women & Children, Inc., to support Shelter Operations and Personnel Salaries in the
amount of $117,401. (Housing Grant Fund 1835 Project 33917)
OBJECTIVE: To provide ongoing support for shelter operations to homeless victims of domestic violence and
further the County's strategic plan supporting access to health, wellness, and human services.
CONSIDERATIONS: In accordance with 24 CFR PART 91, Collier County is required to submit to the U.S.
Department of Housing and Urban Development (HUD) a Consolidated Plan every five (5) years. The Consolidated
Plan outlines the goals and activities to be undertaken with HUD entitlement funds over the five-year period for the
Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), and the Emergency
Solutions Grant (ESG) programs. The Board of County Commissioners (Board) approved the Collier County 2021-
2025 Consolidated Plan on June 22, 2021, Agenda Item #16.D.7.
The Consolidated Plan is implemented through Annual Action Plans each year, which provide a summary of the
activities and specific federal and non-federal resources that will be used each year. On June 17, 2024, the County
advertised the 2024-2025 Annual Action Plan. A public hearing was held on July 2, 2024, with a 30-day Citizen
Comment period from July 3, 2024 to August 3, 2024, in accordance with HUD regulations. No public comments
were received.
On July 23, 2024 (Agenda Item #16.D.4), the Board approved the Collier County One -Year Action Plan and
associated Budget Amendment for Federal Fiscal Year 2024-2025 including activities for the Emergency Solutions
Grants (ESG) Program.
The proposed agreement with the Shelter for Abused Women in the amount of $117,401 will support shelter
operations and personnel salaries for Fiscal Year 2024-2025 with an expected Period of Performance from October
1, 2024 to September 30, 2025.
FISCAL IMPACT: Emergency Solutions Grant 2024-2025 award funds in the amount of $117,401 for this
proposed agreement will include distribution towards various Shelter Operations expenses and Personnel Salaries.
Emergency Solutions Grant funding requires a 1:1 match and this obligation ($117,401) will be met by the
Subrecipient. The funding sources for the award are budgeted in Housing Grant Fund (1835), Project 33917. In the
event of curtailment or non production of said Federal Funds or the reduction of HUD funds to the County to a
level that the County Manager deems to be insufficient to adequately administer the project, the financial resources
necessary to continue to pay the Shelter all or any portion of the funds will not be available, pursuant to Section 3.5
of the agreement.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for

GROWTH MANAGEMENT IMPACT: This agreement has no impact on the Housing Element of the Growth
Management Plan of Collier County.
