Agenda 09/10/2024 Item #16D 6 (Approve Services for Seniors, after-the-fact First Amendment (OAA 203.24.01) - FY24 Older Americans Act Titlle III - Area Agency on Aging of SW Florida, Inc.)16.D.6 09/10/2024 EXECUTIVE SUMMARY Recommendation to approve Services for Seniors, after -the -fact First Amendment (OAA 203.24.01) of the FY24 Older Americans Act Title III with the Area Agency on Aging of Southwest Florida, Inc., to increase the contract amount by $1,362,231.23 and authorize the necessary Budget Amendments. (Human Services Grant Fund 1837) OBJECTIVE: To ensure continuous support for elderly clients through Collier County's Services for Seniors Program (CCSS) and enhance the Quality of Place focus area in the Collier County Strategic Plan by improving access to health, wellness, and human services. CONSIDERATIONS: The Older Americans Act (OAA) Programs are federal initiatives that provide assistance to older persons and caregivers and are the only federally funded support services programs directed solely toward improving the lives of older persons. These funds are received by Collier County through the Area Agency on Aging of Southwest Florida, Inc. (AAASWFL). On February 13, 2024 (Agenda Item #16.D.1), the Collier County Board of County Commissioners (Board) approved a grant award and the associated Standard Contract OAA 203.24 with AASWFL in the amount of $1,429,000 to be used from January 1, 2024 - December 31, 2024. On July 31, 2024, Collier County received an amendment from AAASWFL with additional funding in the amount of $1,362,231.23. The overall funding will allow Services for Seniors to provide case management and related services based on current and projected program needs. The grant requires a corresponding local match increase of $151,359.04. This match increase will be met through $26,816 in local cash match and $124,543.04 estimated vendor match contributions. The following tables provide a detailed breakdown of the increased funding and match adjustment: Current Contract Award Current Award Program Component Project Number Current OAA Award *Current Match Requirement Current Local Cash Match Current Vendor Match Title III-B Services 33881 $300,000 $33,333.33 $26,709.46 $6,623.87 Title C1 Congregate Meals 33883 $650,000 $72,222.22 $46,977.28 $25,244.94 Title C2 Home Delivered Meals 33884 $300,000 $33,333.33 $22,173.55 $11,159.78 Title III-E Services 33885 $127,000 $14,111.11 $7,323.71 $6,787.40 NSIP 33886 $52,000 N/A N/A N/A Total $1,429,000 $153,999.99 $103,184 $49,815.99 Proposed Contract Revision Award Revised Award Program Component Project Number Revised OAA Award *Revised Match Requirement Revised Local Cash Match Revised Vendor Match Title III-B Services 33881 $487,058.84 $54,117.65 $26,709.46 $27,408.19 Title C1 Congregate Meals 33883 $1,2445544.79 1 $138,282.75 $545320.35 $83,962.40 Packet Pg. 984 16.D.6 09/10/2024 Title C2 Home Delivered Meals 33884 $771,458.90 $85,717.66 $29,516.62 $56,201.04 Title III-E Services 33885 $236,168.70 $26,240.97 $19,453.57 $6,787.40 NSIP 33886 $52,000 N/A N/A N/A Total $2,791,231.23 $304,359.03 $130,000.00 $174,359.03 Total Proposed Contract Award Increase Per Program Component Program Component Project Number Award Variance *Match Variance Local Match Variance Vendor Variance Title III-B Services 33881 $187,058.84 $20,784.32 $0 $20,784.32 Title C1 Congregate Meals 33883 $594,544.79 $66,060.53 $7,343.07 $58,717.46 Title C2 Home Delivered Meals 33884 $471,458.90 $52,384.33 $7.343.07 $45,041.26 Title III-E Services 33885 $109,168.70 $12,129.86 $12,129.86 $0 NSIP 33886 $0 N/A N/A N/A Total $1,362,231.23 $151,359.04 $26,816.00 $124,543.04 *Match amount equals the award divided by .9, then multiplied by ten percent (10%), per Federal and State calculation requirements AAASWFL routinely sends CCSS agreements and amendments that require a 30-day turnaround time. This timeframe makes it impossible to process the documents for the Board's approval in the time requested by the AAASWFL. The amendment is being presented "After -the -Fact" because Collier County received the Amendment on July 31, 2024, with an effective date of the last day the amendment had been signed by both parties. Consequently, pursuant to CMA #5330, Resolution 2018-202, and the County Manager memo, the County Manager authorized the Public Services Department Head to sign AAASWFL-related contracts. The amendment is being presented for Board ratification. Collier County, as the Lead Agency, is responsible for responding to seniors' needs and managing the spending authority for the Federal and State Funded Services for Seniors programs. FISCAL IMPACT: Budget Amendments are required to recognize additional grant revenue in the amount of $1,362,231.23 for the FY24 Older American Act Title III Grant program funded by DOER. The Budget Amendments will increase the funding by $187,058,84 in Title III-B Project (33881), by $594,544.79 in Title C1 Congregate Meals Project (33883), by $471,458.90 in Title C2 Home Delivered Meals Project (33884), and by $109,168.70 in Title III-E Project (33885). Funding currently resides in Human Services Grant Fund (1837) Project 33881(III-B); 33883 (Cl); 33884 C2); 33885 (III-E), and 33886 (NSIP). The local match will increase by $151,359.04. This match increase will be met through $26,816 in local cash match and $124,543.04 estimated vendor match contributions. The NSIP program does not require a match. Matching funds are available through carry forward (Reserves) in Human Services Grant Fund (1837). There is no impact to the General Fund (0001). GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Item. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -CJS Packet Pg. 985 16.D.6 09/10/2024 RECOMMENDATION: To approve Services for Seniors, after -the -fact First Amendment (OAA 203.24.01) of the FY24 Older Americans Act Title III with the Area Agency on Aging of Southwest Florida, Inc., to increase the contract amount by $1,362,231.23 and authorize the necessary Budget Amendments.
