EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign six (6) U.S. Housing and Urban
Development Community Development Block Grant Subrecipient Grant Agreements between Collier
County and the following entities to support infrastructure and public service activities: (1) Collier County
Community Redevelopment Agency (Immokalee) ($1,001,371) (Companion to item 16L1); (2) Immokalee
Water and Sewer ($1,263,008); (3) Sunrise Community ($139,000); (4) Housing Development Corporation
Inc., d/b/a HELP ($117,195); (5) Pathways Early Education Center ($75,000), (6) Baker Senior Center Naples
($55,000). (Housing Grant Fund 1835)
OBJECTIVE: To preserve and enhance the character of our community and further the County's strategic plan
focus area on quality of place for low- to moderate -income citizens of Collier County.
CONSIDERATIONS: The U.S. Department of Housing and Urban Development (HUD) offers entitlement funds
in three (3) different programs to allow local governments to meet program -specific community needs. Entitlement
programs include Community Development Block Grant (CDBG), which funds a wide variety of projects such as
public services, public infrastructure, and public facilities.
On June 22, 2021, the Board of County Commissioners (Board) approved the County's Five -Year Consolidated
Plan for the use of entitlement funds for Program Years (PY's) 2021-2025 (Agenda Item #16.D.7). As part of the
County's 5-year Consolidated Plan, the Community and Human Services (CHS) Division is required to adopt and
submit an Annual Action Plan each year. This is the fourth (4') year of the Five -Year Consolidated Plan. The
Annual Action Plan was developed in accordance with the County's Citizen Participation Plan (CPP).
During PY 2024, Collier County anticipates allocating $2,650,574 (including prior years funding) in CDBG
funding to address the priority needs and goals identified in the PY 2021-2025 Consolidated Plan.
The Action Plan and Citizen Participation Plan public notices were advertised on June 17, 2024, in the Naples Daily
News. A public hearing was held on July 2, 2024, with a thirty (30) day comment period beginning July 3, 2024,
and ending on August 3, 2024. There were no public comments received. The Board approved the PY 24 Action
Plan on July 23, 2024, Agenda Item #16.13.4.
The County's process for project selection begins with an application cycle annually in January, followed by a
recommendation by the Review and Ranking Committee and conditional approval by the County Manager.
Recommended projects are then outlined and described in the Action Plan and eventually finalized in subrecipient
agreements for activities to be approved by the Board. There may be non -material changes in project descriptions
and scope of service between the initial application, development of the action plan, and finalizing the contractual
agreements presented to the Board for approval.
The annual HUD CDBG Application cycle, commenced on January 9, 2024, with applications due on February
21, 2024. On March 27, 2024, ten (10) applications for grant funding were reviewed and ranked. Six (6) of those
applications applying for CDBG entitlement grant funding were selected for grant funding. A Review and
Ranking Committee approved by the County Manager's Office scored the applications and made
recommendations for approval of the presented Grant Agreements.

Note- the CD24-02 is a companion item to the CRA Meeting on September 10, 2024 regular meeting (Agenda Item
29731).
FISCAL IMPACT: There is no new Fiscal impact for this Executive Summary. The funding for these awards are
budgeted in Housing Grant Fund (1835), Project 33915 (PY 2024), Project 33855 (PY 2023), Project 33823 (PY
2022) and Project 33763 (PY 2021). In the event of curtailment or non -production of said Federal Funds or the
reduction of HUD funds to the County to a level that the County Manager deems to be insufficient to adequately
administer the project, the financial resources necessary to continue to pay any of the sub -recipients, all or any
portion of the funds will not be available, pursuant to Section 3.5 of the agreement.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
approval. -CJS
GROWTH MANAGEMENT IMPACT: Federal HUD funding assists the County in addressing some of the goals
and objectives of the Housing Element in the Growth Management Plan.
