16.C.1 09/10/2024 EXECUTIVE SUMMARY Recommendation for Board of County Commissioners, as ex-officio the Governing Board of the Collier County Water -Sewer District, to award Invitation to Bid ("ITB") No. 24-8239, "Rehabilitation of Pump Station 309.18" to Andrew Site Work, LLC, in the amount of $1,253,850, approve an Owner's Allowance of $100,000, and authorize the Chairman to sign the attached Agreement. (Project Number 70240) OBJECTIVE: To bring outdated utility infrastructure into compliance with current standards while meeting the demand for service, protecting public health and safety, and providing a proactive environmental protection approach. CONSIDERATIONS: The proposed scope of work for the Rehabilitation of Pump Station 309.18 falls under Project Number 70240, "Collections Op TSP," is consistent with the FY2024 Capital Improvement Project Budget approved by the Board on September 21, 2023. This project is located at 4373 Mercantile Avenue. Pump Station 309.18 is more than 40 years old, and has reached the end of its useful life. The scope of work for this improvement project will include: • Demolition of existing wet well and wet well piping, existing valve vault, and valve vault piping. • Temporary bypass pumping system. • New polymer concrete wet well and wet well lid. • Furnish and install new control panel/electrical panel, new pumps, and hatch. • Furnish and install new wet well piping, vent/pump out combination, new above ground discharge piping/valves, and a new pump out on discharge piping. • Gravity main extension with external drops. • New telemetry antenna. • Furnish and install a new standby diesel engine driven power system. • Permanent and removable bollards. • Stabilized access. • Final grading, restoration, and installation of gravel fill. • Pump station start-up and testing. The improvements will: (1) update the pump station to meet current Collier County utility standards in a coordinated manner that will not interrupt sewer service, (2) improve the performance and reliability of the sewer system in the community, (3) improve safety during routine maintenance by the County's Wastewater Division staff, and (4) provide reliability and resiliency to the wastewater system in the event of power failures or severe weather events. On March 25, 2024, the Procurement Services Division issued ITB No. 24-8239, for construction of the Rehabilitation of Pump Station 309.18. The County received three bids by the May 9, 2024, deadline as summarized below: Company Name City County ST Base Bid Responsive/ Responsible Andrew Site Work, LLC Fort Myers Lee Fl $1,253,850 Yes/Yes Douglas N. Higgins, Inc. Naples Collier Fl $1,311,200 Yes/Yes Quality Enterprises USA, Inc. Naples Collier Fl $1,384,970 Yes/Yes County staff and the County's Engineering consultant, Bowman Consulting Group, Ltd., Inc., evaluated the bids and determined that Andrew Site Work, LLC ("ASW") met all qualifications required for the project and submitted the low bid. The bid provided by ASW is approximately five percent lower than the engineering consultant's probable cost opinion of $1,324,000. Packet Pg. 633 16.C.1 09/10/2024 ASW, a Florida Limited Liability Company established in 2008, is licensed in Florida as both a General Contractor and Underground Utility & Excavation Contractor, has been doing business in the County since 2012, and has its main office in Fort Myers. The bid specifications informed bidders that there may be unforeseen conditions associated with the project. Staff has allocated an Owner -directed project allowance of $80,000 for unanticipated costs including, but not limited to, un-located utilities and unforeseen conditions (no additional payment shall be made for rock excavation, replacement of fill material, or dewatering). Staff has also allocated an owner -directed project allowance of $20,000 for landscaping. Use of the allowance amounts will only be authorized as necessary and subject to the County's approval and direction, in accordance with the terms of the Agreement. County staff acknowledges that the Contractor's provided insurance expires on September 15, 2024, which is valid at the time of this construction award. County staff will obtain the updated certificate of insurance from the Contractor once available. County staff and Engineering consultant Bowman Consulting Group, recommends that the attached agreement be awarded to Andrew Site Work, LLC, the lowest responsive and responsible bidder, in the total contract amount of $1,253,850, and approve the Owner's Allowance in the amount of $100,000. FISCAL IMPACT: There is adequate funding in Project Number 70240 "Collections Op TSP" for this agreement. The source of funding is the Wastewater User Fee Capital Projects Fund (4014). GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities, and to remain in compliance with all regulatory programs. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATION: To award Invitation to Bid ("ITB") No. 24-8239, "Rehabilitation of Pump Station 309.18" to Andrew Site Work, LLC, in the amount of $1,253,850, approve an Owner's Allowance of $100,000, and authorize the Chairman to sign the attached Agreement.
