Agenda 09/10/2024 Item #11A (Request for Professional Services No. 23-8071 Design Services Bridges within the Golden Gate Estates with AtkinRealis USA, Inc.)09/10/2024 EXECUTIVE SUMMARY Recommendation to approve award of Request for Professional Services No. 23-8071, "Design Services for Bridges within the Golden Gate Estates" with AtkinRealis USA, Inc., in the amount of $5,389,565.01, and authorize the Chairman to sign the attached Professional Services Agreement (Project 60212). OBJECTIVE: To obtain design services for four new bridges within the Golden Gate Estates ("The Project"). CONSIDERATIONS: On May 25, 2021, under Agenda Item 11G., the Board of County Commissioners (the Board) approved the "East of 951 Bridges Reevaluation Study" and recommended five (5) bridges to move forward to design and construction. The 47t1i Ave. NE bridge is a stand-alone design due to previous Federal funding involvement. The remaining four locations are: • 10' Ave. SE (between Everglades Blvd. & Desoto Blvd.) • 13' ST. NW (north of Golden Gate Blvd.) • 62" d Ave. NE (between Everglades Blvd. and 40t' St. NE) • Wilson Blvd. S (south of Golden Gate Blvd.) On September 26, 2023, the Board, under Agenda Item 16.13.5, approved the selection committee's ranking and authorized staff to begin negotiations with the top -ranked firm, AtkinsRealis USA, Inc. ("Atkins"). Atkin's initial offer to the County asked for $6,454,693.51. Consistent with Florida Statutes, § 287.055, the Consultants' Competitive Negotiation Act (the "CCNA"), staff negotiated and reached a proposed agreement with Atkins in the amount of $5,389,565.01. Atkins is a design, engineering, and project management consultancy. Its engineers support the County in numerous roadway and bridge projects. The infrastructure sales tax was approved by the voters in 2018. Exhibit A in County Ordinance 2018-21 lists all applicable projects that can be funded from this sales tax. Originally, the "Eleven New Bridge Project" was listed within the Transportation Category with an allocation of $60M. With the Board's approval of the Bridge Study recommendation, the Infrastructure Sales Tax Committee validated on September 2, 2021 (Agenda Item 8.A.1), five Bridges (47th Ave NE, 13th St. NW, Wilson Blvd. S, IOth Ave. SE, and 62nd Ave. NE) of the "11 New Bridges - Golden Gate Estates", in the amount of $29,900,000. The estimated construction and CEI cost for all four (4) bridges is $63,221,000 (does not include right-of-way cost). This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. FISCAL IMPACT: Funding in the amount of $5,389,565.01 is available within the Infrastructure Sales Tax Fund (3018), New GGE Bridges Project (60212). The source of funding is sales tax. Approval of this item will not have an impact on operational and maintenance costs; however, the completed project can be expected to have the following operational and maintenance impacts: minimal to no maintenance costs are expected to be incurred within the first 5 to 7 years of service for the new roadway features, and will be absorbed into the regular maintenance schedule thereafter; and the new stormwater features will require minimal maintenance that will be absorbed into the regular maintenance schedule resulting in minimal cost impact. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality and requires majority vote for approval. -JAK Packet Pg. 39 09/10/2024 GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long -Range Transportation Plan and Objective 1 of the Transportation Element of the Collier County Growth Management Plan to maintain the major roadway system at an acceptable Level of Service.
