EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve and authorize the Chairman to
sign a Memorandum of Understanding (MOU) with the District School Board of Collier County
and the Collier County Sheriff’s Office concerning School Resource Officers within Collier County
schools.
OBJECTIVE: To formalize the agreement between Collier County, the District School Board of Collier
County (School Board), and the Collier County Sheriff’s office (CCSO), relating to police officers
assigned to serve and protect school sites as School Resource Officers (SROs) for the 2024 -2025
academic school year.
CONSIDERATIONS: This item has been requested by the School Board. Chapter 1006.12, Fla. Stat.,
directs each district school board to partner with law enforcement agencies to establish safe-school
officers at each school facility within the school district. Dedicated state funding is set aside each year for
this mandate. Since 2018, the School Board has been sending the pass-through funds that they receive
from the Florida Department of Education Safe Schools Allocation program to the County to offset
CCSO’s increased costs for this program.
The proposed MOU formalizes the agreement among the School Board, County, and CCSO, for the 2024-
2025 academic school year pertaining to the provision of SROs to certain school sites and the payment of
a one-time contribution to the County to be used to offset a portion of the cost and expense of providing
SROs.
FISCAL IMPACT: None. The county will be reimbursed funds to offset a portion of the costs and
expense incurred in providing SROs for the 2024-2025 school year for the Collier County Public Schools
specified in the MOU.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners approve and authorize the Chairman
to sign the attached Memorandum of Understanding (MOU) with the District School Board of Collier
County and the Collier County Sheriff’s Office concerning police officers serving as School Resource
Officers within Collier County schools.
